The distribution of the force is shown by Table 1. On
Xovemljcr 30 there were 139 vacancies, viz., 2 lieutenants,
135 patrolmen and 2 house watchmen. During the year
3G7 officers were appointed (including 192 reserve men), 17
discharged (including 3 reserve men), 5 resigned (includ-
ing 2 reserve men), 9 retired on pension and 11 died. (See
Tables If., in. and V.)
The terra of oiEce of Mr. Alltert T. "Whiting expired on
the si.xlh day of May, when Mr. Charles P. Curtis, Jr.,
who --iicceeded liiin, qualitied and took his seat as a memi^er
of the Board of Police.
Capt. Michael Merrick died Sept. 3, 180.5. He was ap-
pointed on the force June 20, 1870. On July 8, 1874, he
resigned to accept a position in tlie Dorchester district court.
He wais reappointed on the police force May 1, 187il ; pro-
moted i^ergeant April 13, 1882 ; promoted lieutenant Feb.
13, 1885; promoted captain Aug. 23, 1890.
lusiK'ctor Thomas F. Gerraughty died March 23, 1895.
He was apiwinted on the force March 30, 1868 ; promoted
inspector Oct. 21, 1878.
Lieut. William S. Kendall died June 2, 1895. He was
eppointe^l on the force Oct. 10, 1864 ; promoted sergeant
March S, 18G9 ; promoted lieutenant May 29, 1879.
Lieut. Thomas Weir was retired Dec. 24, 1894. He was
appointed on the force June 28, 1869 ; promoted sergeant
April 28, 1871 ; promoted lieutenant Aug. 4, 1880.
Inspector Thomas C. Evans was promoted to bo captain
May 6, 1895.
Insfjcctor William H. Dyer was promoted to be captain
Oct. 3, 1895.

During the year sixty-one complaints against oflicers were
invc.-lii:ated by the Board. The nature of complaints and

There were twcntj'-nine suits pending against members
of the department at the close of 1894. In October, 189'),
I. F. Paul, Esq., resigned his position as counsel to the
Board of Police, and F. K. Bangs, Esq., was appointed.
P>ii:hteen new suits were brought and twelve disposed of up
to October, and one new suit brought and six disjiosed of
since October, leaving thirty now pending.
During the past year the city government has granted to
the Board of Police authority to appoint three hundred and
t\vent3-one additional patrolmen, and under that power one
hundred and eighty-three have been appointed. This num-
ber includes titty-two men taken into this department from
the park, market and water departments, under the .act of
the Legislature of 1895. It is believed that this increase
will add greatly to the protection of life and property- in the
city, with its daily increasing population.
The congested condition of the streets in the business por-
tion of the city has been such that it was found necessary to
organize a special iletail of officers to serve in raising block-
ades, clearing the streets and facilitating travel. Such a
squad was orgari/.cd during the year, and is known as the
" special >trect squad," composed of one captain (Thomas
C. Kvans), one lieutenant, one sergeant and thirty patrol-

men. The service performed by this squad has been highly
.nppreciiited b}- those using the streets for the transportiition
of vehicles of all kinds. Blockades, where the members of
this gquad are patrolling the streets, are very rare, siiowing
thatsucli service was very much needed in facilitating travel.
The formation of a department known as the " li(|Uor
squad," under the direction of Capt. Thomas II. Brown,
and located at jiolice headquarters, has been very efficient
in its service, and es|>ecially effective in ferreting out gam-
l)ling houses, breaking up kitchen bar rooms and enforcing
the liquor law generally. Heretofore that work has been
performed b\- the various divisions of the department, but
this system, under the efficient management of the officer in
charge of the squad, has proved to be a very successful
method of dealing with these questions. The squad num-
bers seventeen, all told, one captain, one sergeant and fif-
teen men, who have Ik-cu selected with 8i>ecial reference to
the efficient performance of this duty.
During the past year nine members of the department
liave been comniendecl by the Board for meritorious service,
and fifteen have been commended by magistrates, public
officers, societies or citizens.
The department medal of honor has been awarded to tlic
following-named officers for the performance of extraordi-
nary or dangerous ser^'ices, viz, : —
Deputy Superintendent William H. Pierce, for raiding,
prosecuting and breaking up lottery enterprises, policy shops
and pool rooms in this city.
Patrolman Wesley W. Chandler, of Division 3, for brave
and meritorious conduct shown while attempting to make an
arrest on Causewa}- Street on the night of Jan. 30, 18115,
when he was set upon by a party of into.xicated persons, and
severely wounded by a pistol shot from one of the number.
Patrolmen George A. Kohrer, Jr. , and William J. Murphy,
of Division 4, for courage shown and valuable services ren-
dered in rescuing inmates of a house and saving property, at
the risk of their own lives, at a fire on Lagrange Street on
the evening of Jan. 2i;, 1895.

courage shown in rescuing a woman from drowninir in Charles

River on the night of Xov. 22, 1895, by plunging into the
water and en<langering his own life.
These nie<laU were foniially presented by one of the coni-
raissioncri at the station houses to which the ofEccrs were
att-nched, at roll call, in the presence of the men of the divi-
sion. As this metlal can only be conferred upon members
of the jioltce dej>artment for extraordinary and heroic ser-
vice, the Board recommends that an act be passed by the
Legi.-latute prohii)iting any person from unlawfully using or
we;iring ikts medal of honor unless it is properly conferred
by a vdtc of the Board of Police.
Horses.
On (he Irt of December, 1894, there were 52 horses in
the service. During the year 19 were sold and exchanged,
1 died and i'J were purchased. At the present time there
are Ul in service, as shown by Table VII.

Arrests.
The total numl>cr of persons arrested was 42,534, against
42,035 llse preceding year, being an increase of 499. The

Five thoosand and ninety-three persons were arrested on
warrants, ami .';t),183 without warrants; 1,258 persons were

The number of arrests increased from .37,402 in 1890 to
41,132 in 1891 and to 48,4G3 in 1892. Then it decreased
to 46,109 in 1893 and to 42,035 in 1894, this increase and
decrease being accounted for principally in the arrests for
drunkenness. The average numlier of arrests for the live
years froiii 1890 to 1894, inchtsive, was 43,046 ; the number
of arrests tlie present year was 42,534, or 512 below the
avenige. (See Table XI.)
Of the total number of arrests for the year (42,534),
1,3GG were for violations of the city ordinances; that is to
6a\', 1 arrest in 31 was for such offence, or 3.21 per cent.
Sixty-three per cent, of persons taken into ctistod}' were
between the ages of twenty and forty. (See Table XII.)
The number of persons punished by iiaes was 12,815, and
the fines amounted to $128,132.68.
One hundred forty-six persons were committed to the
State Prison, 875 to the House of Correction, 103 to the
"Women's Prison, 235 to the Reformatory Prison, 70 to
the House of Reformation, 4,467 to the House of Industry,
5 to the Marcclla Street Home, and 431 to other institutions.

The total years of imprisonment was 3,fif5j%, the total num-
ber of days' attendance in court b}' officers was 34,407,
and the witness fees amounted to $11,43^.12. (See Table
XXI.)
Tlie value of property taken from prisoners and lodgers
was $57,420.41.
Two hundred and ninetj'-one witnesses were detained at
station houses, and 657 persons were accommodated with
lodgings, a decrease of 95.76 per cent, from last year. This
decrease is accoonted for by the fact that tlic ^Vayfurers'
Lodge, instead of closing at 10 o'clock, as in )in.'vious years,
was kept open until 12 o'clock, and all applicants for Icxlg-
ings at the station houses up to that time were sent to the
AVayfarers' Lodge. There was an increase of .tbout 15.1 per
cent, over last year in the number of insane persons taken
in charge, an increase of about 3.1 percent, in the number
of sick and injured persons assisted, and an increase of about
7.8 per cent, in the number of lost children crircd for.
The average amount of property rcfrfjrtcd stolen in the
city for the five yeai-s, from 18"J0 to 1.SD4, inclusive, was
$i)3, 273.43; in 1895 it was $113,588.04, or $20,314.61 more
than the average. In the same period the avenge amount
of property reported stolen in and out of the city which was
recovered by the Boston police was $14.5, 725. t«2 ; in 1895
it was $158,808.51, or $13,082.09 more than the average.
The average amount of tines imposed by i-ourts for the
five years, from 1890 to 1894, inclusive, was $120,123.24;
in 1895 it was $129,092.68, or $8,969.44 more than the
average. The average number of days* attendance in court
was 29,113 ; in 1895 it was 34,407, or 5,294 more than the
average. The avenige amount of witoe<.4 fees earned was
$15,010.18; in 1895 it was $11,432.12, or $3,578.06 less
than the average. (See Table XI.)

The \aw passed by the Legislature last j'ear relative to
gaming has been of very great assistance to the department
in the suppression of pool rooms and gaming houses, also
in procuring convictions, as will be seen b}' the following
comparison : —
I^st year the department raided 152 pool rooms; this
year, 1. Last year there were 477 raids made on policy
shops; this year, 288. Last year there were 177 raids on
other plates where gambling was carried on; this year, 151.
Last year there were 1,281 persons arrested, and property
to the amount of $7,727.75 seized; this year there were
1,090 persons arrested, and property to the value of $3,-
216..55 seized.

This comparison shows conclusively that there have l)oon
les* gambling places to be raided, as the law has I>cen rigidly
cnf.-rced. Tlie amount of property seized under this act is
much larger than it could have been under the previous law
for the same numl>or of raids, on account of the autliority
which the police now have to take all articles of furniture in
the premises raided. While the law has not entirely exter-
niiaited gambling, it has reduced the practice to a minimum,
and in nearl}' every case where gamblers or gambling imple-
nieots were found the jwrsons so arrested have been easily
convicted and fined. TIic fact that the present law gives to
the {Kilice authority to arrest all persons present in i>ool
rooms, lottery establishments, etc., as well as in places
where other forms of gambling are carried on, has increased
the number of persons who have been arrested and convicted
over previous years.

The records of 613 criminals have been added to the " Crim-
inal Record" kept in this dci)artment, which now contains
the records of l'.).7,il> criminals. The Bureau has issued the
prison reports of 360 discharged convicts, containing the
full records, descriptions, distinguishing marks, etc., of 121
convicts who were di>chargcd during the 3"ear, and whose
records were considered of suthcient importance to preserve.

Xiimber of bodies unidentified : males, 13. Six were
bodies recovered from tide water, three were bodies of per-
sons killed 1)3' railroad accident, and four were persons found
in the street unconscious and were removed to the hospital
■where they died. A full description of these cases is on
iile, togetiier with photographs of all except those too far
advanced in decomposition to admit of successful pliotog-
raphy. The " Gallery of photographs of persons uniden-
tified" now contains the photographs of 28 males and 2
females as yet unidentified.
The accidents include 107 deaths by railroad accident, 69,
or 64.5 per cent., of which occurred within the city limits
and 38 outside of the city, but the injured were brought to
our hospitals, where death resulted. Ten deaths were by
electric car accident.

During the past suninier the city appropriated $50,000 for
the purpose of building a patrol boat. The "Protector,"
tlie present boat, has been in service for twenty-one years.
Skilful use and constant care has left her machinery in e.K-
cellent condition, but she is no longer adapted to the present
requirements. A powerful towing capacity is requisite in
order to perform the harl)or master's work of moving large
vessels promptly from the harbor channels to a proper an-
chorage. The " Protector" has not sufficient power to con-
trol the large modern vessels which we welcome in constantl}'
increasing numbers to our port ; assistance has to be hired
at a cost of time and money and at a loss of our reputation
as one of the large ports of the United States. Sea-going
qualities, such as the " Protector" lacks, may be demanded
at critical times. Great strength and consequent bulk and
weight, together with speed, are among the requirements of
a modern police patrol boat. We are confident that our
architect, Mr. Arthur Biuney, has been successful in his diffi-
cult task of combining these qualities with that economy
which looks to future service as well as to first cosf.

Licenses.
Tlie total number of licenses issued of all kinds, except
for tlio sale of intoxicating liquor, was 21,588 ; transferred,
17(1; cancelled and reroked, 1,700. The officers investi-
gated 302 complaints arising under these licenses, and 10
hearings were given by the Board on these complaints. The
fees collected and paid into the city treasury amounted to
$34,007.55. (See Table XIII.)
Arfihulance Service.
One ambulance has been built for the department during
the year. The eight police ambulances now in service are
stationed in divisions 1, 4, 7, 10, 11, 13, 14 and 15. Am-
bulance No. 1 made 31»2 mns, and conveyed 342 persons to
the hospitals, 12 home and 38 to other places. Ambulance
No. 2 made 440 runs, and conveyed 415 persons to the hos-
pitals, 17 homo and 8 to other places. Ambulance No. 3
made 1)1 runs, and conveyed 68 persons to the hospitals,
IG homo and 7 to other places. Ambulance No. 4 made 68
runs, and conveyed 56 persons to the hospitals, 7 home and
5 to other places. Aralwlance No. 5 made 102 runs, and
conveyed 93 persons to the hospitals, 2 home and 7 to other
places. Ambulance No, 6 made 39 runs, and conveyed 32
persons to the hospitals and 7 home. Ambulance No. 7
made 105 runs, and convened 91 persons to the hospitals,
5 homo and 9 to other places. Ambulance No. 8 made 73
runs, and conveyed 59 persons to the hospitals, 1 home and
13 to other places. (See Table XV.)
The number of sick and injured persons receiving assist-
ance at the several police stations continues to increase,
3,048 having been assisted during the past year, and a total
of 22,269 having been assisted in the past nine years.
Sale of Intoxicating Liquor.
The total number of places licensed for the sale of intox-
icating liquor on the finst day of May, 1895 (not including
druggists and clubs), was 896, being one to every 500 of
the population, based on the census of 1890, and 88 addi-
tional licenses have been granted on account of the increase

Arrests for drunkenness averaged 71 per day during the
year, or 5 per cent, of the population.* There were 1,131
more persons arrested than in 1894, an increase of 4.5 per
cent. ; 44.20 per cent, of tlie arrested persons were non-
residents and 51.58 per cent, were of foreign birth. Si.v
hundred and eigiity-three persons were arrested for violation
of tlic liquor law, 35 more than in 1894, and of these 63.8
per cent, were of foreign birth.
The Hoard respectfully renews its recommendation that the
Legislature enact a law establishing the office of " Assaj'er
of liquors for the city of Boston," to be appointed by the
governor, with such assistants or inspectors as may be neces-
sary. The duty of tiie assayer should be to visit licensed
places himself or by his agents, wherever into.xicating liquors
are sold for consumption or medical purposes ; and he should
be authorized to take samples of liquor sold, and to analyze
them to ascertain if they are fully up to the standard, the
standard quality to be defined by an act of the Legislature.
The law provides that liquor sold by licensed dealers shall
be of " standard f/uah'(i/," but, as there is no standard fixed
hy the Legislature, that provision is inoperative. It is a
deplorable fact that some of the liquors sold in our saloons
to-day are of the poorest quality manufactured.
The Board also renews its recommendation that the acts
relating to the selling or giving away of into.xicating liquors
on holidays, be so amended as to include persons holding
licenses of the fourth and tifth classes (wholsale drugirists
excepted). Experience proves that the custom of selling
liquor in bottles by grocers and other wholesale dealers on
holidays is very injurious to the public welfare. Persons
who are in the habit of purchasing liquor in this way drink
it in the public streets, which makes the public highway a
bar room and causes more intemperance and trouble than
selling liquor over a bar.
The Board recommends that all dealers in malt liquors
and substitutes therefor be required to take out a license,
regardless of the percentage of alcohol that the liquors may
contain. There are large quantities of liquors brewed that
are substitutes fur malt liquors, containing less than one per

cent, of alcohol, that are put upon the market and furnished
largel}' to kitchen bar rooms and other unlicensed places,
and are largcl}' retailed on the Lord's day and holida3's.
Financial.
Requisitions were made on the city council for tlie sum of
$1,375,907, to meet the running expenses of the department,
including the pensioned police officers, house of detention
and station-house matrons, for the present financial year.
The total expenditures for police purposes during the past
year, including the pensions, house of detention, station-
house matrons and liquor-license expenses, but exclusive of
the maintenance of the police-signal system, were $1,402,-
029.91. From this should he deducted the amount received
for uniform cloth, etc., and paid into the treasury, — $14,-
965.61, leaving the net cost for maintaining the department,
$1,387,064.30.
The total revenue paid into the cit}' treasury from fees for
licenses over which the police have supervision was $1,226,-
996.55. (See Table XVL)
The cost of maintaining the police-signal s^'stem during
the year was $84,034.97. (See Table XVII.)
Pensions and Benefits.
Dec. 1, 1894, there were 116 pensioners on the roll.
During the year 10 died and 9 were added, viz., 1 lieuten-
ant, 1 house watchman and 7 patrolmen, leaving 115 on the
roll at date. A list of pensioners will be found in Table
XVIII. The payments on account of pensions during the
past year amounted to $73,327.76, and it is estimated that
$74,380 will be required for the purpose in 1896.
The invested fund of the Police Charitable Fund on the
30th of November last amounted to $207,550, and there was
a balance of $2,608.78 unexpended income. There are 62
beneficiaries at the present time, and tiiere has been paid to
them the sum of $9,815 during the past year.
The invested fund of the Police Relief Association on the
30th of November was $48,439.79. Tlie payments for the
year amounted to $19,734.10.

The Boiird, having discontinued, for this year at least, the
custom of aliowing an annual hall to be given for the benefit
of the Police Relief Association, thereby depriving the de-
partment of the opportunity heretofore offered of raising
funds for the benefit of this association, would respectfully
renew its recommendation of last year, that a law be enacted
allowing jiolice ofScers a fee of sixty cents for each case
entered in the municipal courts, drunks included, said fee to
be credited to the I'olicc llelicf Association ; or a lawgiving
to the Police Kclicf Association one-quarter of the entire
amount of fines paid into the city treasury by the municipal
court of the city of Bo.-ton, said amount being equal to the
amount received from the annual ball given by the associa-
tion. This would enable the department to continue the
good work of relieving the willows and orphans of deceased
members of the association.
Police-signal System.
Mr. John Weigel was appointed director of signal service,
to succeed Mr. Henry A. Chase, who died March 2, 1895.
ilr. U'eigcl has been employed as an electrical mechanic in
the signal service since Aug. 20, 1888.
There arc now in use 13 wagons, 11 pungs and 26 horses
in the patrol service, and 3 wagons and 4 horses in the repair
department. Four spare patrol wagons are kept in reserve.
During the year the wagons made 27,888 runs, covering
an aggregate distance of 20,495 miles. Twenty-eight thou-
sand four hundred and fifty-seven prisoners were conveyed to
the station-houses; 1,214 injured and insane persons were
taken to station-houses, the hospitals or their homes ; and
569 lost children were taken to station-houses. There were
476 runs to fires and 715 runs for liquor seizures. There
are 420 signal boxes in use, arranged in 58 circuits. There
were 182,379 telephone messages and 2,550,231 "on duty"
calls sent over the lines. (See Table XIX.)
During the ^-ear stations 6, 9, 10 and 11 hare been
equipped with four-virc aerial cable, giving metallic circuit
telephoning, made necessary by the introduction of the
A\'cst End railway current. It will be necessary to further

equip all the stations outside of the underground districts
in the same manner.
In compliance with the Pul)lic Statutes, chapter 4.54, of
the Acts of 1894, for layinir wires underground, stations 2
and 4 have l)een completed, and that part of station 5 north
of Dover Street, giving metallic telephone service to stations
2 and 4. A great deal of delay was encountered in obtain-
ing the necessary ducts for the undei'ground construction.
The ducts assigned by the New England Telephone and
Telegraph Companj'^ for city wires being in a great many
instances already occupied by the tire alarm department, a
demand was made for further ducts, which, after a delay of
more than two months, was refused, necessitating a com-
promise, so that it was necessary to lay a large amount of
ducts in order to complete station 4. A great deal of time
has l)een consumed in changing and arranging the overhead
wires, by order of the commissioner of wires, so that this
department was nearly a year behind in starting its under-
ground work, but at the present time the '04 and '95 districts
and a part of tiie '^^G district has been com[)!eted.
Buildings.
The department has increased its room for the use of
headf|uarters during the past year by securing a lease of a
portion of the adjoining building in Pemberton Square.
This addition was absolutely necessary as the former quar-
ters were entirel}' inadequate to its requirements.
The new station house in Division 14 has proved satisfac-
tory in ever}' way. It is dcsiral)le that an appropriation
sufficient to erect a wagon house and stable, in connection
with the station house, as contemplated in the original plan,
should be made as soon as possible.
Many repairs have been made on several station houses
during the past year, and it is hoped that during the coming
year they will all l)e put in good order.
The present quarters of the line department on Barrett
Street are inadequate for its use, and are made doubly so by
the addition of the underground department and necessary

apparatus. The upper floors are already filled, and the floor
space is small, entirely inadequate for the teams in use; one,
the underground wagon, has to be left in an outside stable,
and the apparatus in use l)oth in the overhead and under-
ground work has to be raised otT the floor at night and
lowered in the morning, hampering the work a great deal
and consuming no little time.
