Legal SEavicE.
The counsel to tiie Board of Police has, during tiic last year,
attended all the hearings before tiic Board of Police, except
when he has been engaged in court, or on other iini)ortant
business connected with the department, or when both sides
have been represented by counsel, to assist in the examination
of witnesses, etc. He has also prosecuted in the dill'ercnt
nmnicipal courts about GO criminal cases, besides attending to
and defending all such civil suits, brought against police oliicers
arising out of their ollicial acts, as have been brought to him.
On Jan. 1, 1899, there were 48 such suits pending; 10 of these
48 have been disposed of since January 1. Nine such suits
have been brought since Jan. 1, 1^99 ; of these 9, 1 was never
entered in court, leaving 4l5 such suits still pending. He has
also attended to all cases that have been brought to him in
which police officers have been summoned in as trustees on
account of property which has come into their hands as police
othcers. On Jan. 1, 1899, there were two such suits pending,
both of which have since been disposed of. Seven such suits
have been brought since (including one proceeding iu equity
of a similar nature) ; of these 7, 2 were never entered in court
and 3 have been disposed of, leaving 2 such cases still pending.
He has also attended to all proceedings against the Board of
Police. On Jan. 1, 1899, a petition for a writ of mandamus
was pending against the Board of Police, which has not yet
been disposed of. Since Jan. 1, 1899, 4 petitions, 2 for the
writ of certiorari and 2 for the writ of mandauuis, have been
brought against the lioard of PoSicc ; of these, 2 h;ive been
disposed of, leaving 3 petitions for the great writs still pending
against the Board of Police.

Public Parks.
To police the park? iluiing the past 3-ear it took a permanent
force of 44 men, coujisting of 1 lieutenant, 3 sergeants, 40
patrolmen, 7 men mounted on bic^'cles and 11 on horses. To
aid this force, details were made on Sundays, holidays and
sjiccial occasions, aggregating 770 men, and consisting of 2
lieutenants, 16 sergeants, ()i)2 patrolmen and 70 reserve men.
The arrests in tlie parks amounted to 149, 141 Ijeing men
and JS women.

Public Lodging-houses.
Chapter 414 of the Acts of 1894 provides that every build-
ing in the city of Boston, not licensed as an inn, in which ten
or more persons are lodged for twent^'-tive cents or less each
per night, shall he deemed a public lodging-house, and author-
izes the Board of Police to grant licenses to persons to keep
lodging-houses ur.der this act after the inspector of buildings
has ceitificd that the building is provided with proper exits and
appliances for giving alarm to the inmates in case of fire, and

the Board of Health lias certified that the sanitary condition is
satisfactory. Under tliis law 18 applic^itions for licenses were
received ; 7 of thcni were granted, 2 rejected, 1 withdrawn
and 8 are pending, to enable the applicjints to make alterations
necessary to have the buildings conform to the requirciijents
of the law.
Puke Alcohol.
Chapter 398 of the Acts of 1897 authorized the granting of
" special licenses" to dealers in paints and dealers in chemicals
to sell pure alcohol for mechanical, chemical or manufacturing
purposes only. Twenty-one applicatif)ns were received from
persons actually engaged in business as dealers in paints or
chemicals, and all the applications were granted.
Small Loans*
Chapter 577 of the Acts of 1898 forbii? the making of
small loans, secured by mortgage, pledge of household fur-
niture or other personal property exempt from attachment, or
by assignment of wages for personal service, for less than two
hundred dollars and at a rate of interest greater than twelve
per cent., in this city, unless licensed by the Board of Police.
Ten applications were i-eceived for licenses to make small
loans, all of which were granted.
COMMEXDATIOXS.
During the past year 67 members of the department have
been commended by the Board for meritorious service, and 19
have been commended by magistrates, public officers, societies
or citizens.
A Department medal was awarded to Patrolman Edward R.
Olds of Division 15, for having performed eminently hazardous
service in an attera[)t to save life.
Horses.
On the 1st of December, 1898, there were 72 horses in the
service. During the year 18 were sold and exchanged and 38
were purcha.sed. At the present time there are 92 in service,
as shown by Table VH.

The number of arrests for the year is 39,760, licing a de-
crciise of 2,05tj from last year, and 4,408 less than the average
for the past five years. There were 23,875 persons arrested
for drunkenness, being 2,282 less than last year and 3,774 less
than the average for the past five years. Of this decrease in
drunkenness this year 10.54 per cent, were males and 2.71
per cent, females. (See Tables X. and XI.)
Of the total numl)er of arrests for the year (3y,760), 1,395
Mere for violations of the city ordinances; that is to say, 1
arrest in 28 was for such offence, or 3.51 per cent.
Sixty-one per cent, of persons taken into custody were be-
tween the ages of twenty and forty. (.See Table XII.)
The naraber of persons punisiicd by fines was 12,921, and
the fines amounted to $113,897.91.
Seventv-one persons were committed to the State Prison,
2,727 to the House of Correction, 82 to the Women's Prison,
174 to the Reformatory Prison, 7() to the IIf»ase of Reforma-
tion, 1,913 to the House of Industry, 3 to the Marcella Street
Home and (i04 to other institutions. The total years of im-
prisonment were 3,197j'':t, the total number of days' attendance
in court by ofEcers was 32,(516 and the witness fees amounted
to $10,1.33.90. (See Table XXI.)
The value of property taken from prisoners and lodgers was
$50,830.25.
One hundred and fifty-four witnesses were detained at
station Louses, and 182 persons were accommodated with
lodgings, — a decrease of 25.71 per cent, from last year.
Tiicre Tvas an increase of about 4.73 per cent, from last year
in the Dctmher of insane persons taken in charge, an increase of
about 8 per cent, in the number of sick and injured persons
assisted and a decrease of about 21.(37 per cent, in the number
of lost children cared for.
Tiie average amount of property reported .-tolen in the city
for the five years from 1894 to 1898, inclusive, was $.48,084.66 ;
in 1899 it was $91,677, or $(!, 407. 66 less than the average.
In the same period the aveiage amount of property reported
?tolcn in and out of the city which was recovererl by the Boston
jiolice was $191,435.94, in 1899 it was $I26,»67.S7, or $64,-

it was $113.^97.91, or $12,403.9G less than the average. Tiie

Last year there were 1,072 persons arrested, and projicrty to

Bureau of Cruninal Jnveslif/ad'on.
The *■' Bogues' Gallery" now eontains 5,570 photograjihs,
1,184 of which are photographs with Hertillon measurements,
a system adopted for the use of this dei)ai'tnient during the
past year. In acconlance with an act passed b}- the Legis-
lature, March 28, 1899 (chapter 203, sections 1, 2), we arc
allowed fifaotographs, with Hcrtillon measurements, of all con-
victs noTJ" in the several prisons in this State, and of those who
liave beta confined there and who were measured under that
system awl photographs taken, a number of which have already
been adiWl to our Bertillon cabinet. This, together with the
adoption of the system by this department, is and will con-
tinue to 3ve of great assistance in the identitic^ition of criminals.
The records of G49 criminals have been added to the records
kept in this Bureau, which now contains a total of 22,227.
This Btrreau has issued 510 prison reports of discharged con-
victs, coKlaining the full records, descriptions, distinguishing
marks, eU:., of 536 convicts who were discharged during the
year, an'I -whose records were considered of sufficient impor-
tance to preserve. Other police departments were furnished
with 2S§ copies of these reports. The number of cases re-
ported to this office, which have been investigated, immber
9,382, -aiiich are recorded on the assignment books kept for
this purp>»e, and reports made on these cases are filed away
for futajie reference. The letter books contain copies of letters
written, najmbering 11,232, 1,220 of which have been written
during itlae past year. The telegram books contain 2,132
copies of telegrams and cables sent. A S3-stem of indexing
has also been adopted by this Bureau, for the use of the dc-
]iartmei34- which, when completed, will contain an inde.K of
i-ecords, Mstories, photographs, dates of arrests, etc., of about
50,000 f»M>ple ; also a system of " histories and press clippings,"
now niuasl^ering 4,000, are kept in this Bureau, in envelope
form, for police reference.

the sale of intoxicating liquoi-, was 22,056; transferred, 1S(3 ;
cancelled and revoked, 1,743. The officers investigated 735
complaints arising under these licenses, and 24 hearings were
given by the Board on these complaints. The fees collected
and paid into the city treasury amounted to $39,442.55. (See
Table XIII.)
Ambulance Service.
The nine police ambulances are stationed in divisions 1, 4,
6, 7, 10, 11, i;5, 14 and 15. Ambulance Xo. 1 made 404

Licenses for the Sale of Inlo'xicaling Liquor.
The law licensing the sale of intoxicating liquor in this city
provides that not more than one place shall be licensed for each
500 of the population, as ascertained by the last national or
State census, nor shall the number of places in any event ex-
ceed 1,000.

Drunkenness.
Arrests for drunkenness averaged 65 per day during the
year, or l per cent, of the population. There were 2,056 less
persons arrested than in 189S, — a decrease of 4.91 per cent. ;

Dec. 1, 1898, there were 1^4 pensioners on the roll. Dur-
ing the year 13 died, viz., 1 lietitenant, 1 sergeant, 1 conslalilc
and 10 patrolmen, and 21 wece added, viz., 1 captain, 1 in-
spector, 1 lieutenant, 1 sergeamt, 1 assistant keeper, 14 patnd-
men and 2 widows of patrolnten, leaving 132 on the roll at
date, including the widows of 4 and the orphans of 1 policeman
who died from injuries receive«l in the service. A list of pen-
sioners will bo tbund in Table XVIII.
The payments on account of pensions during the past year
aoiountcd to $78,198.19, and it is estimated that $80,()96.25
will be required for the pnrfKJse in 1899. This does not
include pensions for 1 deputy superintendent, 1 captain, 1
sergeant, 1 assistant keeper and ll! patrolmen, all of whom
are sixty-five jears or over, snd are entitled to be pensioned
on account of age and term of service.
The invested fund of the fjolice charitable fund on the 30th
of November last amounted to $207,550. There arc 65 licneli-
ciaries at the present time, and there has been paid to thcni
the sum of $7,783.00 during tlue past year.

Tlie 10,000 feet of underground cable bought last year has
been laid in Charle.stown, and 3, GOO feet were laid near the new
Terminal Station, on account of re-location of streets.
It has been necessaiy to make several changes in the over-
head and underground construction, on account of the Boston
Terminal Company and Boston Elevated Kailway Company,
the expense having been borne by then).
Fifteen Weston ammeters were bought, and are being in-
stalled on all the signal desks.
The signal service repair shop has I»een moved from the top
to the lower floor at headquarters, and new and much-needed
machinery ha.s been installed.
There are now in use 13 wagons, 11 ])iings and 27 horses in
the patrol service, and 3 wagons and 4 horses in the repair de-
partment; 6 spare patrol wagons are kept in reserve.
During the year the wagons made 5.'j,2<)3 runs, covering an
aggregate distance of 20,383 miles. There were 25,87(3 pris-
oners conveyed to the station houses ; ('.53 runs were made to
take injured and insane persons to station houses, the hospitals
or their homes; and 603 runs were made to take lost children

to station houses. There were 525 runs to fires, and 168 runs
for liquor seizures. There were 432 signal boxes in use, ar-
ranged on 60 circuits. There were 355,564 telephone mes-
sages and 2,882,827 " on-duty" calls sent over the lines. (See
Table XIX.)
CONXLUSION.
The Board of Police desires to speak in praise of the effi-
ciency and vigilance of the department, and wishes to commend
the valuable and faithful work performed by the officers during
the past year.
