The distribution of tlie force is shown l)y Tiihlc I. On
November 30 there were 81 vaciincies, viz., 52 patrolmen, 28
reserve men and 1 assistant keeper. During the year 212
ofSccrs were appointed (including 106 reserve men), C, dis-
charged, 5 resigned, 19 retired on pension and 11 died. (See
Tables II., IV. and VI.)
Legai^ Service.
The counsel to the Board of Police has, during the last year,
attended all the hearings before the Board of Police, except
■when he has been engaged in court, or on other important
business connected with the department, or when l)oth sides
have been represented by counsel, to assist in the examination
of witnesses, etc. lie has also prosecuted in the diirercnt
nmnicipal courts about 6.T criminal cases, besides attending to
and defending all such civil suits, brought against police officers
arising out of their oiEcial acts, as have been i)rouglit to him.
On .Jan. 1, 1900, there were 48 such suits pending; 10 have
been disposed of since January 1, and one was not entered in
court. Sixteen such suits have l)ecn brought since .Jan. 1,
1900; of these, 2 have been disposed of and 3 were not entered
in court, leaving 48 such suits still pending. He has also at-
tended to all cases that have been brought to him in which
police officers have been summoned in as trustees on account
of property which has come into their hands as police officers.
On Jan. 1, 1900, there were 5 such suits pending (including
one proceeding in equity of a similar nature), 1 of which lias
since l>eea disposed of and 1 of which was not entered in court.
Three such suits have been brought since ; of these, 2 were not
entered in coui-t and 1 has been disposed of, leaving 3 such
cases still pending. He has also attended to all proceedings
by or against the Board of Police. On Jan. 1, 1900, two
petitions for writs of mandamus and one petition for a writ of
certiorari were pending against the Board of Police ; two of
these have been disposed of. During the past year one peti-
tion has been brought by the Board of Police to compel the
attendance of several witnesses before the Board, and has been
disposed of.

Public Paeks.
To police the parks during tiie pa.-r.t year it took a permanent
force of 5^ men, consisting of 1 lieutenant, 3 sergeants, 48
patrolmen, 6 men mounted on l)icycles and 12 on horses. To
aid this force, details were made on Sundays, holidays and
special occasions, aggregating 821 men, and consisting of 2
lieutenants, 30 sergeants, 733 patrolmen and 56 reserve men.
The arrests in the parks amounterd to 144, 140 being men
and 4 women.

PuitHC LODGIXG-HOrSES.
Chapter 414 of the Acts of 1894 provides that ever}' build-
ing in the citj- of Boston, not licensed as an inn, in which ten
or more persons are lodged for twentty-fiTe cents or less each
per night, shall be deemed a public Icwlging-house, and author-
izes the Board of Police to grant licenses to persons to keep
lodging-houses under this act after the inspector of buildinnrs
has certified that the building is provided with proper exits and
appliances for giving alarm to the inmates in case of fire, and

the Board of Health has ceitilied that the sanitary condition is
satisfactory. Under this law 18 applications for licenses were
received ; 1.5 of them were granted, 1 rejected and 2 are pcnd-
inz, to enable the applicants to make alterations necessary to
have the buildings conform to the requirements of the law.
Poke Alcohol.
Chapter 3i)8 of the Acts of 1897 authorizes the granting of
"special licenses" to dealers in paints and dealers in cliomicals
to sell pure alcohol for mechanical, chemical or manufacturing
purposes only. Nineteen applications were received from per-
sons actually engaged in business as dealers in paints or chemi-
cals, and all the applications were granted.
Small Loans.
Chapter 577 of the Acts of 1898 forbids the making of
small loans, secured by mortgage, pledge of household fur-
niture or other personal property exempt from attaciunent, or
by assignment of wages for personal serrice, for less than two i
hundred dollars and at a rate of interest greater than twelve
per cent., in this city, unless licensed by the Board of Police.
Nine applications were received for licenses to make small loans, '
sevcnof which were granted. Two applications are now awaiting !
action of the Board.

Horses.
On the 1st of December, 189[», there were 92 horses in the
service. During tiie year 13 were sold and exclianged, 13 were
purchased .ind one died. At the present time there are 91 in
service, as shown by Table X.

There were 4,863 persons arrested on warrants and 27,525
without warr.ints ; 1,267 persons were summoned by the court,
31,057 pen-tins were held for trial and 2,598 were released
from custotly. The number of males arrested was 29,173;
of females, 4,482; of foreigners, 15,460, or, approximately,
45.90 per cent. ; of minors, 4,596. Of the total number
arrested, 10.314, or 30.61 percent., were non-residents. (See
Tables XL. XII. and XIII.)

The number of arrests for the year is 33,(555, hc'ing a de-
crease of (),105 from last year, and 10,058 less tliaii the average
for the jiast five years. Tliere were 18,G01 persons arrested
for drunkenness, being 5,27i less than last year and 8,811 Jess
than the average for the past live years. Of this decrease in
drunkenness this year 23.24 per cent, were males and 13.46
per cent, females. (See Tables XIII. and XIV.)
Of the total number of arrests for the year (33,655), 1,079
were for violations of the city ordinances ; that is to say, 1
arrest in 31 was for such ollcnco, or 2.87 per cent.
Fifty-nine per cent, of persons taken into custody were be-
tween the ages of twenty and forty. (See Table XV.)
The number of persons punished by tines was 10,611, and
the fines amounted to $98,588.67.
Xincty-five persons were committed to the State Prison,
2,679 to the House of Correction, 78 to the Women's Prison,
186 to the Reformatory Prison, 51 to the House of Reforma-
tion, 1,731 to the House of Industry and (520 to other institu-
tions. The total years of imprisonment were 3,279^'^, the total
number of days' attendance in court by oflScers was 29,631 and
the witness fees amounted to $8,710.30. (See Table XXIV^)
The value of property taken from prisoners and lodgers was
$42,574.96.
One hundred andsi.xty-fivc witnesses were detained at station
houses, and 115 persons were accommodated with lodgings, —
a decrease of 46.43 per cent, from last year. There was an
increase of about 3.39 per cent, from last year in the number
of insane persons taken in charge, an increase of about .3 per
cent, in the number of sick and injured persons assisted and
an increase of about 6.54 per cent, in the number of lost children
cared for.
The average amount of property reported stolen in the cit\'
for the five years from 1895 to 1899, inclusive, was $108,621.01 ;
in 1900 it was $111,030.95, or $2,409.94 more than the aver-

age. In the same perioJ the average amount of property re-
port<^l stolen iu and out of the city which was recovered by the
Boston police was $180,14^. OtJ ; in 1900 it was $138,678.60, or
$41,4t)ii. !(> less than the average.
TTje average amount of tines imposed by courts for the five
years tVoin 1805 to 189!>. inclusive, was $125,517.30; iu 1900

Last year there were 112 raids made on policy sliops ; this
year, 72. Last year tliere were 220 raids on other phices where
gambling was carried on ; this year, 24G. Last year there were i
1,32G persons arrested, and property' to the amount of $1,039.06 I
seized ; this year there were 644 persons arrested, and propert3- |
to the vakie of $936.20 seized.
Bureau of Criminal Investigation.
The " Kogues' Gallery " now contains 11,851 photographs,
G,851 of which are photographs ^vith Bertillon measurements, |
a system ado[)ted for the use of this department during the
past year. In accordance with an act passed by the Legis-
lature, March 28, 1899 (chapter 203, sections 1, 2), we are
allowed photographs, with Bertillon measurements, of all con-
victs now in the several prisons in this State, and of those who
have been confined there and who were measured under that
S3"stem and photographs taken, a luunbei' of which have already
been added to our Bertillon cabinet. This, together with the
adoption of the system by this department, is and will con-
tinue to be of great assistance in the identification of criminals.
The records of 998 criminals have been added to the records
kept in this Bureau, which now contains a total of 23,225.
This Bureau has issued 420 prison reports of discharged con-
victs, containing the full records, descriptions, distinguishing
marks, etc., of 154 convicts who were discharged during the
year, and whose records were considered of sufficient impor-
tance to preserve. Other police departments were furnished
■with 204 copies of these reports. The numijer of cases re-
ported to this office, which have been investigated, number
9,382, which are recorded ou the assignment books kept for
this purpose, and reports made on these cases are filed awa}"
for future reference. The letter books contain copies of letters
written, numbering 12,674, 1,442 of which have been written
during the past year. The telegram books contain 2,357
copies of telegrams and cables sent. A system of indexing
has also been adopted b}' this Bureau, for the use of the de-
partment, which, when completed, will contain an index of
records, histories, photographs, dates of arrests, etc., of about
50,000 people ; also a system of "histories and press clippings,"
now numbering 5,000 are kept in this Bureau, in envelojie
form, for police reference.

granted, which is an increase of 414 over 1899. Of tiiose

Ambulance Service.
The nine police ambulances are stationed in divisions 1, 4,
6, 7, 10, 11, 13, 14, 15 and 16. Ambulance No. 1 made 418
runs, and conveyed 364 persons to the hospitals, 10 home and

and convej-ed 170 persons to the hospitals, 13 home and 2 to
other places. Ambulance No. 10 went into service Nov, 16,
1900, made 2 runs and conveyed 2 persons to a hospital. (.See

Licenses for the Sale of Intoxicating/ Liquor.
The law licensing the sale of intoxicating litjuor in this city
provides that not more than one place fchall be licensed for each
500 of the population, as ascertained by the last national or
State censas, nor shall the number of places in any event exceed
1,000.

the sale of intoxicating liquor, was 25,3t!3 ; transferred, 279;
cancelled .and revoked, 2,3t)3. The officers investigated 323
complaints arising under these licenses, and 17 hearings were
given by the Board on these complaints. The fees collected
and paid into the city treasury amounted to $43,707.55. (See
Table XVI.)
Pemnils to deliver Liquor.
To prevent ''farming" or sul)-letting their license privileges,
the Board, on the first of December, 1899, notified holders
of fourth and fifth class licenses that pei^sons in their employ
engaged in delivering liquor from teams must be provided with
permits issued from this office, which must bo shown to police
officers on demand. The licensees promptly complied with the
notice, and the result has been very satisfactory. During the
year 1,726 permits were granted ; 179 of them have been can-
celled for various causes.
Drunkenness.
Arrests for drunkenness averaged 50 per day during the year,
or 3 per cent, of the population. There were 5,274 less per-

sons arrested than in 18'J;>, — a decrease of 22.09 percent.;
38.4 per cent, of tlie arrested jicrsons were non-residents and
50.;) per cent, were of foreign ))irtli. (Sec Table XII.)
Financial.
Kcquisitions were made on the city council for the sura of
$1,720,9.50.97 to meet the running expenses of the department,
including the pensioned police otlicers, house of detention,
station house matrons, liquor license expenses and police sig-
nal system, for the present tinancial year.
The total expenditures for jx)!ice purposes during the past
year, including the pensions, house of detention, station house
matrons and liquor license expenses, but exclusive of the main-
tenance of the police signal system, were $1,.594,667..t-1. From
this should be deducted the amount received for uniform cloth,
etc., and paid into the treasury, $12, 948. .52, leaving the net
cost for maintaining the department $1,581,719.02.
The total revenue jiaid into the cit}' treasury from fees for
licenses over which the police have supervision was $1,532,-
175.55. (See Tabic XIX.)
The cost of maintaining the jxilice signal system during the
year was $55,280.48, (See Table XX.)
Pkxsions axd Benefits.
Dec. 1, 1899, there were 132 pensioners on the roll. Dur-
ing the 3-ear 8 died, viz., 1 captain, 1 assistant inspector and
6 patrolmen, and 20 were added, viz., 2 lieutenants, 17 patrol-
men and 1 widow of a patrolman, leaving 144 on the roll at
date, including the widows of 5 and the orphans of 1 policeman
who died from injuries received in the service. A list of pen-
sioners will be found in Table XXI.
The payments on account of jiensions during the past year
amounted to $84,091.19, and it is estimated that $87,153.75
will be required for the purpose in 1901. This does not
include pensions for 1 deputy sujjcrintendent, 1 ctiptain, 2 ser-
geants, 1 assistant kcei>er and 17 patrolmen, all of whom are
sixty-tive years or over, and are entitled to be pensioned on
account of ago and term of service.

of November last amounted to $207,550. There are 62 bene-
ficiaries at the pro?ent time, and there has been paid to them
the ?um of $8,992.13 during the past year.

In compliance with chapter 45 t of the Acts of 1894 and chap-
ter '2i9 of the Acts of 1898, cable has been bouglit and ducts
laid to remove some of the overhead construction on Division 5,
the boxes now in use on that division not bcirjg adapted for
underground purposes ; twcnty-tivc boxes and posts have been
purchased.
Some of tlie original apparatus, after about twelve years con-
stant use, has become worn out. Six new time stamps and
fifteen new box movements have been inirchased. Two wagon
call transmitting motors and thirty polar box bells iiave been
Iniilt by this department. A new signal desk will soon he
placed in Division 12, and in a short tiuic two will bo needed
at stations 11 and i;5. Five new gongs should be purchased,
so that all stations may be equipped with gongs, instead of bell
service for alarm calls. There should al-o be built by this
department tifteen "answer back" instrunrients of a new and
improved form.
Since ammeters and other improvements have been introduced
into the system, the total number of cells of battery has been
reduced from 1,81.5 to 1)00.
By order of the Park Commissioners, 2,242 feet of undei-
ground cable was laid at Forest Hills, also 1,0,')4 feet at Marine
Park; and 2,500 feet of one and one-half inch iron pipe was
put under Casllc Island bridge, to protect cable running to the
island.
On accfiunt of the New England Telephone and Tclegraiih
Company abandoning the poles on West Newton Street, 1,100
feet of underground cal)le was laid on that street ; and on
account of the construction of the Elevated Hallway, 8,745 feet
of cal)le was bought to lay on j\Iaiu Street in the Charlestown
district, at an expense of $1,311.75, of which $550 was paid
by the Boston Elevated Railway Company.
There are now in use 13 patrol wagons, 11 pungs and 26
horses in the patrol service, and 3 wagons and 4 horses in the
repair department ; 6 spare patrol wagons, 2 spare ambulances
and 1 spare van are kept in reserve.
During the year the wagons made 21,690 runs, covering an
aggregate di-tance of IS, 597 miles. There were 21,084 pris-

for liquor seizures. There were 432 signal hoxes in use, ar-

Conclusion".
During the past year there has been a decrease in Inith serious
crimes and >lighter ollences, and the arrests less than in any ot'
the past tlstrteen years. For this the EWtard of Police helieve
that credit is due to the vigilance, intelligence and eiiergv of
the officers of the police department.
