The distribution of the force in .shown hy Tiihle I. On No-
vember 30 there were 23 vacancie.s, viz., 17 jialrohiieu, 0 reserve
men and 1 assistant i<eeper. Dming the; year Ki") oQicers were
appointed (including 90 reserve men), tJ discharirod (including
2 reserve men), 7 resigned (including 2 reserve men), IG re-
tired on pension and 7 died. (See Tables II., I\'. and VI.)
Legal .Sekvick,
The counsel to the Board i)( I'olicc lias, chiritig the last year,
attended all the hearings befftre the Hoard of Police, e.vcept
when he has been engaged in court, or on other im|)ortant
business connected with the deiiaitment, or when both sides
have been represented by counsel, to as.^i.-t in the examination
of witnesses, etc. He has also prosecuted in tiie dillcrcnt nm-
nicipal court ^ver thirty criminal cases, besides attending to
and defending all such civil suits brought against jiolice officers,
arising out of their ofBcial acts, as have been brought to him.
On Jan. 1, 1901, there were 47 sucii suits jiending; of these,
7 have been disposed of since January 1. Kleven such suits
have been brought since Jan. 1, 1901 ; of these, 2 have been
disposed of and 3 were not entered in court, leaving 46 such
suits still pending. He has also attended to all eases that have
been brought to him in which police officers have l>een sum-
moned in as trustees, or otherwise proceeded against, on ac-
count of property which has come into their hands as police
officers. On Jan. 1, 1901, there \vere .0 such suits pending,
one of which has since been disposed of. Eight such suits
have been brought since ; of these, 3 were not entered in court
and 4 have been disposed of, leaving .') hucIi cases still pending.
He has also attended to all proceeding.^ against the Board of
Police. On Jan. 1, 1901, one petition for a writ of mandamus
was pending against the Board of Police, and one such petition
has been brought since. The latter has Ijceu disposed of and
the former is still pending.
PriiLIC PAItKS.
To police the parks during the past year it took a permanent
force of 32 men, consisting of 1 lieutenant, 2 sergeants, 29 pa-
trolmen, 5 men mounted on bicycles and 16 on horses. To
aid this force, details were made on Sundays, holidays and

special occasion?, a^gre<rating 1,079 men, and consisting of 3
lieutenants, 46 >er^o.inl<, 964 patrolmen and 66 reserve men.
Thc arrests in the parks amounted to 99, 95 being men and
4 women.

of Police is acthorized to grant licenses under chapter 414,
Acts of 1894, after the inspector of buildings has certified that
the building is providetl with proper exits and appliances for
giving alarm to ihc intiiatcs in case of fire, and the Board of
Health has certjfiwl that the sanitary condition b satisfattory.
Under this law ^applications for licenses were received; 18
of them were granted, 3 rejected, 1 withdrawn and 1 is pending.
PiRE Alcohol.
Twenty-five afijJJcatioDs were received from dealers in paints
and chemicals for >p<?tial licenses to sell pure alcohol for mechan-
ical, chemical or manufacturing purposes. All were granted,
the applicants heing actually engaged in the business, a^ re-
quired by the bw.

Seven application* were received for licenses to make small
loans, pcrured bj mortgage, pledge of household furnitore or

other personal property exempt from attachment, or by assign-
ment of waofes for personal service, for less than two hundred
dollars and at a rate of interest greater than twelve per cent,
all of which were grunted.
Commendations .
During the year 56 members of the department were com-
mended by the Board and 29 by public officers, societies or
citizens, for the following reasons : —

Horses.
On the 1st of December, 1900, there were 91 horses in the
service. During the year 9 were sold and exchanged, 9 were
purchased and 3 died. At the present time there are 88 in
service, as shown by Table X.

Arrests.
The total number of persons arrested was 34,500, against
33,655 the preceding year, being an increase of 834. The

There were 4,984 persons arrested on warrants and 28,019
without warrants ; 1,41*7 persons were summoned by the court,
31,926 persons were held for trial and 2,574 were released
from custody. The number of males arrested was 29,879 ; of
females, 4,621 ; of foreigners, 16,047, or, approximately, 46.80
per cent. ; of minors, 4,708. Of the total number arrested,
10,551, or 30.58 i)er cent., were non-residents. (See Tables
XL, XII. and XIII.)

The nurabei" of arrests for the 3'ear is 34,500, being an in-
crease of 834 from last year, and 4, .585 less than the average
for the past five years. There were 19,488 persons arrested
for drunkenness, being 888 more than hist year and 3,664 less
than the average for the past five 3'ears. Of tliis increase in
drunkenness this year 1.08 per cent, were males and 1.87 per
cent, females. (See Tables XII., XIII. and XIV.)
Of the total number of arrests for the year (34,500), 1,085
were for violations of the city ordinances ; that is to saj', 1
arrest in 31 was for such offence, or 3.12 per cent.
Fifty-nine and seventy hundredth.? per cent, of persons taken
into custody were between the age.-; of twenty and forty. (See
Table XV.)
The number of persons punished by fines was 9,799, and the
fines amounted to $87,898.18. (See Table XIV.)
Thirty-eiglit persons were committed to the State Pri.son,
117 to the House of Correction, 3 to tiie "Women's Prison, 26
to the Reformatory Prison, 6 to the IIou.se of Industry and 13
to other institutions. The total years of imprisonment were
2,861, the total number of days' attendance in court by oflScers
was 30,861 and the witness fees amounted to $7,849.51. (See
Table XXIV.)
The value of property taken from prisoners and lodgers was
$40,778.42.
One hundred and sixty-one witnes.ses were detained at station
houses and 102 persons were accommodated with lodgings, —
a decrease of .90 per cent, from l.-L-t 3'ear. There was a de-
crease of about .97 per cent, from last 3'ear in the number of
insane persons taken in charge, an increase of about 1.06 per
cent, in the number of sick and injured persons assisted and
a decrease of about .86 per cent, in the number of lost children
cared for.
The average amount of propertj' reported stolen in the city
for thn five years from 1897 to 1901, inclusive, was $94,211.07 ;
in 1901 it was $119,091.03, or $24,?579.96 more than the aver-

age. In the same period the average amount of property re-
ported stolen in and out of the city which was recovered by
the Boston police was $154,871.40 ; in 1901 it was $104,718.46,
or $.>0,1.')2.94 less than the average.
The average amount of fines imposed by courts for the
five years from 1897 to 1901, inclusive, was $110,383.24 ; in
1901 it was $87,898.18, or $22,485.06 less than the average.
The average number of da3-s' attendance in court was 32,943 ;
in 1901 it was 30,861, or 2,082 less than the average. The
average amount of witness fees earned was $9,514.24; in
1901 it was $7,849.51, or $1,664.73 less than the average.

where gambling was carried on: this year, 300. Last year
there were 644 persons arrested, and property to the amount
of $936.20 seized ; this year there were 996 persons arrested,
and property to the value of $1,680.84 seized.
Bureau of Criminal Invexligadoii .
The "Rogues' Gallery" now contains 12,7(SG pliotographs,
7,786 of which are photographs with Bertillon measurements,
a system adopted for the use of this defwrtmcnt during the past
vear. In accordance with an act passed by the Legislature,
March 28, 1899 (chapter 203, sections 1 and 2), we are allowed
photographs, with Bertillon measurements, of all convicts now
ID the several prisons in this Slate, and of those who have been
confined there and who are measured under tliat system and
photographs taken, — a number of which have already been
added to our Bertillon cabinet. This, together with the adop-
tion of the system by this department, is and will continue to
he of great assistance in the identification of criminals. The
records of 703 criminals have been added to the records kept
in this Bureau, which now contains a total of 23,928. This
Bureau has issued 384 prison reports of discharged convicts,
containing the full records, description, distinguishing marks,
etc., of 120 convicts who were discharged during the 3'ear, and
wrhose records were considered of suflBcient importance to pre-
serve. Other police departments were famished with 156
copies of these reports. The number of cases reported to
this office, which have been investigated, during the year are
11,543, 8,961 of which are recorded on the assignment books
kept for this purpose, and reports made oa these cases are filed
away for future reference. Since the issue of the last annual
report, this Bureau has adopted a new s^'stcm of retaining
copies of the letters and telegrams sent out, which aggregate
about 1,700 yearly. Letters and telegrams are now filed with
the numbered reports to which they refer, so that all the papers
pertaining to a case can be found in the same envelope, thus
simplifying the matters when information \b desired on any
case. A system of indexing has also l>een adopted by this
Bureau, for the use of the department, which, when completed,
will contain a list of records, histories, photographs, dates of

arrests, etc., of about 5,000 people; there are also "histories
and press clippings," now numbering 5,000, kept by this Bu-
reau, in envelope form, for police reference.
The statistics of the work of this branch of the service are
included in the statements of the general work of the depart-

Itinerant Mm^icians.
During the year 308 apjiiications were received for itinerant
musician licenses ; of the^e 246 were granted, 58 rejected, 1
was withdrawn and 3 are pending. Of the licenses granted,
12 were revoked for cause, leaving 234 in force.

The ten police ambulances are stationed in divisions 1, 4,
6, 7, 10, 11, 13, 14, 15 and 16. Ambulance No. 1 made 450
runs, and conveyed 38b persons to the hospitals, 15 home and
47 to other places. Ambulance No. 2 made 294 runs, and con-
veyed 275 persons to the hospitals, 8 home and 11 to other
places. Aml)ulancc No. 3 made 173 runs, and conveyed 143
persons to the hos[)itals, 21 home and 9 to other places. Am-
bulance No. 4 made 77 runs, and conveyed 58 persons to the
hospitals, 12 home and 7 to other places. Ambulance No. 5
made 72 runs, and conveyed 56 persons to the hospitals, 14
home and 2 to other places. Ambulance No. 6 made 38 runs,
and conveyed 27 persons to the hospitals, 4 home and 7 to other
places. Ambulance No. 7 made 198 runs, and conveyed 178
persons to the hospitals, 10 home and 10 toother places. Am-
bulance No. 8 made 196 runs, and conveyed 150 persons to the
hospitals, 28 home and 18 to other places. Ambulance No. 9
made 205 runs, and conveyed 170 persons to the hospitals, 18
■home and 17 to other places. Ambulance No. 10 made 116
runs, and conveyed 85 persons to hospitals, 18 home and 13 to

Licenses for Ihe Sale of Inloxicalinrj Liquor.
The la'.v licensing the sale of intoxicating liquor in this city
provides that not more than one place shall be licensed for each
500 of the population, as ascertained by the last national or
State census, nor shall the number of places in any event exceed
1,000.

The following shows the nature of the complaints upon which
licenses were forfeited by the Board of Police from Dec. 1,
1900, to Nov. 30, 1901 : —
Selling intoxicating li.^uor to intoxicated persons,
Selling intoxicating liquor to minors.
Selling intoxicating liquor in violation of license.

Miscellaneous Licenses.
The total number of licenses issued of all kinds, except for
the s.'ile of intoxicating liquor, was 24,308; transferred, 124;
cancelled and revoked, 2,t<j8. The officers investigated 344
complaints arising under these licenses, and 7 hearings were
given by the Board on these complaints. The fees collected
and i)aid into the city treasury' amounted to $43,769.70. (See
Table XVI.)
Permits to deliver Liqnor.
T(» prevent " farming " or sub-letting their license privileges,
holders of fourth and fifth class licenses employing persons to
deliver liquor from tean)s are provided with permits, which
must be shown to police officers on demand. During the 3'ear
255 permits were granted ; 200 were cancelled or revoked for
various cau.ses.
Drunkenness.
Arrests for drunkenness averaged 53 per day during the year,
or 3 per cent, of the populalion. There were 888 more per-
sons arrested than in IGOO, — an increase of 2.49 percent.;
29.9 per cent, of the arrested persons were non-residents and
44,8 per cent, were of foreign birth. (See Table XII.)
Financial.
Requisitions were made o the city council for the sum of
$1,810,859.08 to meet the running expenses of the department,
including the pensioned police otticers, house of detention,
station house matrons, liquor license expenses and police signal
system, for the present financial year.
The total expenditures for police purposes during the past
year, including the pensions, house of detention, station house
matrons and liquor license expenses, but exclusive of the main-
tenance of the police signal system, were $1,719,626.98. From
this should be deducted the amount received for uniform cloth,
etc., and paid into the treasury, $12,282.04, leaving the net
cost for maintaining the department $1,707,344.94.
The total revenue paid into the city treasury from fees for
licenses over which the police have supervision was $1,483,-
453.70, of which $1,439,684.00 was received for liquor licenses.

The cost of maintaining the police signal system during the
year wi\^ $54,893.12. (See Table XX.)
Pension's and Benefits.
Dec. 1. 1900, there were 144 pensioners on the roll. Dur-
in<^tlio yfar l.'J died, viz., 1 captain, 1 lieutenant and 11 patrol-
men, and 17 were added, viz., 1 superintendent, 1 deputy
■ruperinlendont, 1 captain, 1 sergeant, 12 patrolmen and 1
widow of a patrolman, leaving 148 on the roll at date, includ-
ing the willows of 6 and the orphans of 1 policeman, who died
from injuries received in the service. A list of pensioners
will l.c found in Tahle XXI.
Tlie payments on account of pensions during the past year
amounted to $87.8H(5.80. and it is estimated that $92,141.25
will he re(|uire<l for the jiuqiose in 1902. This does not in-
clude peii>ions for 2 captains and 20 patrolmen, all of whom
arc iri.\t>-tive years or over, and are entitled to be pensioned
on account of age and term of service.
The iuvostod t'und of the police charitable fund on the 30th
of Xovcmiicr la>t amoucted to $207,550. There are 68 bene-
liciaries at tlie present time, and there has been paid to them
the siiiu of $8,142.50 during the past year.
The inve>tcd fund of the Police Relief Association on the
Mnh of November was $55,.303.4o. The payments for the year
ariicimtcd to $1(),G59.50.

ground work.
For the good of the .seirice it became necesstiry to remove
all cable lielonging to thw department from the poles on the
New York, New Haven aii'l Hartford Railroad on stations 0
and 11. Three miles of ea.^)Ee was purchtiscd for this purpo.se.
Three miles of ctible wa« purchased this winter for storm
emergency.
There are in use in tbe signal service 23 horses, 18 patrol
wagons and 12 pung.s.

aggregate lUstance of ?0,119 miles. There were 20,061 pris-
oners conveyed to the station houses ; 1,116 runs were made to
take injured and insane persons to station houses, the hospitals
or their lionics ; and SSi' ruiw were made to take lost children
to -station houses. There wore 561 runs to fires, and 147 runs
for liquor seizures. There were 439 signal boxes in use, ar-
ranged on GO circuits. There were 8o2,661 telephone messages
and ■2,62i,r)-2o " on-duty " t^lst-ent over the lines. (See Table
XXII.)

The r>o:ird of Police hx~ during the past year placed addi-
tional police ofliccrs in the rub-slations in Roslindale, Mattapan,
^lilton Lower Mills aod Neponset, which action it is hoped
will atlord better police protection and give the citizens of these
districts a feeling of greater security. It is gnitifying to be
able to aumnmce a^decreas« in the number of crimes of a seri-
ous nature ?ince the last annual report. The Board also takes
this occa-ioii to commend the efficient and faithful work per-
formed l)y the officers daring the past year.
