averairc for tlic past five years. There were 33,511 i>ersons 
arrested for dninkcnnoss, being -'t,754 more than last year, 
and 9,S0(> more than the avoraire for the past five j'ears. 
Of tin- increase in drunkenness this year 21.77 per cent, 
were males and 12.72 per cent, females. (See Tables XI., 
XII., XIII.) 

Of the total nmnlier of arrests for tiic year (50,2r)5), 
1,21(> were for violations of the city ordinances; that is to 
say, 1 arrest in 1 1 was for such offence, or 2.41 per cent. 

Fifty-seven and twenty-eight hundredths per cent, of the 
persons taken into custody were l-etwcen the ages of twenty 
and foity. (See Table XIV.) 

Tlie number of persons punished by fines was 13,808, and 
the fines amounted to $lll.;i8;j.4 3. (See Table XIII.)

The value of property' taken from prisoners and lodirers 
was §73.99(5.24. 

One hundred and one witnesae.s were detained at .-tiition 
houses and 83 persons were accommodated with lo<igings, 
a decrease of 9.78 per cent, from last year. There wa.s an 
increase of about 18.44 per cent, over last year in the num- 
ber of insane persons talcen in charire. an increase of about 
.44 per cent, in thc number of siciv and injured persons 
a-sisted and a decrease of about .t.s.t per cent, in the number 
of lost children cared for. 

The average amount of property rei)orted stolen in the 
city for the five 3'ears from 19()t) to 1904, inclusive, was 
.*li'0,9(59.01 : in 1904 it wa.s $124,792, or $3,?<22.99 
more than the average. In the .same period the average 
amount of property reported .stolen in and out of thc city 
which ^v;ls recovered by the Bf)st<m police was $2(i9,.'>li>.93 : 
in 1904 it was s34i),.s34.79, or $77..')17.8(! more than the 
average. 

The average amount of fines imposed by courts for the 
five years from 1900 to 1904, inclusive, was $9(5,700.40; 
in 1904 it was $111,383.41, or $14,(583.01 more tlian the 
average. 

The average number of day.s' attendance in court was 
32,909: in 1904 it was 38,9153, or (5,0.04 more tlmn the 
average. The average amount <if witness fees earned was 
$8,872.13; in 1904 it was $10,43.'). (51 , or $l,.^(i3.48 more 
than thc average. (See T'ablc XIII.)

The " Rogues" Gallery'' now contains 19,.")93 jihotograplis, 
14,3t58 of which are photogniphs with Bertillon measure- 
ments, a system used b}' thL« dejiartmcnt during the psist 
si.x years. In accordance with an act jKissed by the Legis- 
lature ^larch 28, 1899 (chapter 203, sections 1 and 2), we 
aix- allowed photographs, with Bertillon nieasurcment.'^, of 
all convicts now in the several prisons in this SUite, and of

under tliat M^toin and photographs taken, — a number of 
which have already been added to our Bertillon cabinet. 
This, together witl» the adoption of the system bv this 
department in l'<'.'.'^. is and will continue to be of great 
assisUuicc in the identitication of criminals. A large num- 
ber of important identifications have thus been made during 
the year, for this and otlier police departments, through 
which the .sentences in many instances have been materially 
increased. Tlio nx'ortls of Ij-tiO criminals have been added 
to the records kept in tliis Bureau, which now contains a 
total of -'7,;5'.I7. This liuri-au has issued 365 prison reports 
of discharged convicts, containing the full records, descrij)- 
tion, di>tiiiguisliing marks, etc., of 2'A2 convicts who were 
discharged during the year, and whose records were con- 
sidered of suliicient importance to preserve. Other police 
departments werv t'urnished with 143 copies of these reports. 
Tiie numlxr of <.-.ises reported to this otiiee whicli have been 
investig-atcd during the year are 11,7511, — 0,508 of which 
are recoi-dcd on the assignment liooks kept for this purpose, 
and reports made on these cases are filed away for future 
reference. Letters and telegrams, to the number of about 
2,000 yearly, are now filed with the numbered repoits to 
which they refer, so that all the jiapers pertaining to a case 
can be found in the same envelojie. thus simplifying the 
matters when information is desired on anv" case. The 
system of indexing, adopted by this Bureau for the use of 
the dei>artment. now contains a li-t of records, histories, 
photographs, date,- of arrests, etc., of alxiut 7(;,000 people ; 
there aro also '• histories and press clippings," now number- 
ing 5,5!iO, k«'pt l>v thisBuivtiu. in envelope form, for police 
reference. 

The statistics of the work of this branch of the service 
arc included in the statements of the general work of the 
department : but as the duties are of a special character, the

The printed lists of residents have been used to good 
advantage by the route officers in familiarizing themselves 
with the names and homes of the persons who live on their 
routes.

for the officers to make a more thorough inve--tigation of the 
lodging-houses, l)oth large and small, throughout the cit}', 
and to r|iic~tion, personally, each lodger therein on the sub- 
ject of jjii residence. 

The grcate.-t difJicully found by the police in making the 
lists was in obtaining from informants, paiticularh' those of | 

foreign birth, the correct names and all the names of lodgers i 

in loilging-houses, residents in hotels and in houses in general j 

where jseveral men lived. The Board of Police, therefore, 
l)rinted and distributed with good eflect, before May 1 , 
notices in t!ie Yiddish, Polish and Italian languages, as well 
•M in the Knglish language, notitying the inmates of houses, ( 

suites and tenements of the law and asking them to write on

cause the only provision of law, section 13 of chapter ii'd 
of the Acts of 1!I03, reads as follows : — 

Section- 13. Whoever in Boston, being an inmate of a building 
and a male resident twenty years of age or upwards, refuses or 
neglects to give Lis true name, when .asked by a member of the 
bo.ird of police or a police officer acting under this act, or whoever, 
being an owner or occupant of a building, refuses or neglects to 
give the full and true information within his knowledge relating to 
all persons residing in such building, when asked by a member of 
the board of police or a i)olice officer acting under this act, shall 
be punished by imprisonment for not more than lliree months. 

This provides that onl}' owners or occupants of the build- 
ing may be pimishcd for so refusing to give information. 
The Board of Police, therefore, suggests an amendment to 
section 13 on the subject, as follows: cliapter 279 of the 
Acts of 1903 is hereby amended by striking out section 13 
and inserting in place thereof the following : — 

Skctiox 13. Whoever in Boston, being an inmate of a building 
and a male resident twenty years of age or upwards, refuses or 
neglects to give his true name, when asked by a member of the 
board of police or a police officer acting under this net, or whoever, 
being an owner or occupant of a building or a clerk, superin- 
tendent, manager or other person having in charge the affairs of a 
hotel or lodging house, refuses or neglects to give the full and 
true information within his knowle<lge relating to all persons resid- 
ing in such building, when asked by a member of the board of 
police or a police officer acting nnder this act, shall be punished 
by imprisonment for not more than three months. 

The following alteration in the law is respectfully recom- 
mended : —

To police the parks during the post year it took a perma- 
nent forc^ of 36 men, consisUoj^ of 1 licntcnaiit, 2 ser- 
geants, 31 patrolmen, 2 reserve men, 10 men mounted on 
bicycles and 6 on horses. To aid this force, details were 
made on Sundaj'S, holidays and special occasions, a-rgrcgat- 
ing 710 men, and consisting of 1 captain, 2 lieutenants, H.'i 
sergeants, G42 i>atrolmen and 30 reserve men. 

The arrests in the parks amoonled to 318, — 2113 l)cing 
men and 25 women.

Every building in the city of Boston, not licensed as an 
inn, in which ten or more i^ersons are lodged €>r t«"cnty-tive 
cents or less each per night, is a ptiblle lodging-house, 
under chapter 242 of the Acts of 1904 ; anil the Board of 
Police is authorized to ja-ant licenses to sudii lodginij-houses 
after the inspector of buildings has certified that the build- 
ing is prwvided witli proper exits and applmaees for giving 
alarm to the inmates in case of fire, and the Brjard of Health 
has certified that the sanitary- condition t* satisfactory. 
Under this law 21 applications for licenses were received, 
18 were granted, 2 rejected, 1 withdrawn.
