YoL'R Excellenxy: — As Police Commissioner for the 
City of Boston, I have the honor to present, in compliance 
with the provisions of chapter 291 of the Acts of 1906, a 
report of the police department for the year ending Nov. 30, 
1920. 

My efforts during that period, and those of the superior 
officers, have been largely confined to perfecting the new 
organization made necessary by the events of September, 

1919. From the 9th of that month to the 30th of November, 

1920, there have been appointed 1,570 patrolmen, of whom 
approximately 75 per cent are veterans, and there have also 
been changes in their personnel to the number of 327, of 
whom 17S have voluntarily resigned. How successful our 
efforts have been in organizing a new police force, we leave 
to the public to judge, but feel that we can say that we have 
used every effort to produce good results, and believe that 
the records submitted herewith will prove that the police 
force now in charge of the city has done excellent work. 

Section S of chapter 291 of the Acts of 1900 provides in 
part as follows: "The city of Boston shall provide all such 
accommodations for the police of said city as said police 
commissioner may require." In April, 1919, I submitted to 
the mayor of Boston an exliaustive report on the Boston 
station houses, pointing out the deficiencies and the lack of 
necessary accommodations for the police force. I then and

since have respectfully advised and recommended to the 
authorities of the city of Boston that they take appropriate 
action to make adequate provisions. Although my rccom- 
memlations and requirements were not only reasonable but 
imperatively necessary, no one of them has been in any way 
adopte<l or met. The police department of the city of Bos- 
ton to-<lay needs new station houses, and substantial addi- 
tions and changes in others. 

Chapter 29 of the General .\cts of 1917 imposes upon the 
Listing Board, which is composed of the Police Commissioner 
and one member of the Board of Election Commissioiiers, 
the duty of listing all male residents, and it requires that 
the listing be done within a certain time, and that the lists 
be tran.-mitted to the Election Commbsioners within a 
certain time. Since that act was passed, by reason of the 
growth of the city, the time allowed by the statute has been 
found inadequate. Last year it was just barely possible to 
transmit the lists within the statutory period. With all due 
diligence used, it required the work to be done under high 
pressure such as may be justified only in emergencies. The 
present situation is not an emergency; it is the natural 
growth of the city. Chapter 29 of the General Acts of 1917 
at the present time contemplates the listing of male persons 
only. Women actually on the voting list have their resi- 
dences verified. If the act stancLs as it is, much more veri- 
fication is necessary this year. If the act is amended, as it 
may well be, to provide that all female as well as male per- 
sons, twenty years of age and upwards, be listed and lists 
transmitted, the work becomes still greater. I recommend, 
thcrcfwe, legislation extending the time for listing and the 
time for transmitting the lists to the Election Commissioners 
in accordance with chapter 1-31 of the General Acts of 1919.

.Section I. Section eight of chapter twenty-nine of the 
General Acts of nineteen hundred and seventeen, is hereby 
amended by strikinjf out in the second line thereof the word 
"seven", and inserting in place thereof the word ; 

by striking out in the twenty-ninth line thereof the word 
"seven", and inserting in place thereof the word ; 

by striking out in the thirty-first line thereof the word 
"eighteen", and inserting in place thereof the word ; 

by striking out in the thirty-second line the word "April", 
and inserting in place thereof the word , — so that 

the same may read as follows: — Section S. The listing board 
shall, within the first week days of April in each 

year, by itself or by police officers subject to the jurisdiction 
of the police commissioner, visit every building in said city, 
and after diligent inquiry, make true lists, arranged by streets, 
wards and voting precincts, and containing, as nearly as the 
board can ascertain, the name, age, occupation and residence 
on the first day of April in the current year, and the residence 
on the first day of April in the preceding year, of every male 
person, twenty years of age or upwards, who is not a pauper 
in a public institution, residing in said city. Said board shall 
designate in the said lists all buildings used as residences by 
such male persons, in their order on the street where they are 
situated, by giving the number or other definite description of 
every such building so that it can readily be identified, and 
shall place opposite the number or other description of every 
such building the name, age and occupation of every such 
male person residing therein on the first day of April in the 
current year, and his residence on the first day of April in 
the preceding year. The board shall also inquire at the resi- 
dences of the women voters whose names are contained in the 
list transmitted to them by the election commissioners, under 
section seventy-six of said chapter eight hundred and thirty-

five, whether siicli women voters are resident thereat, and 
shall thereupon make true lists of the women voters found by 
them. If in any year the police commissioner shall believe it 
to be impracticable, because of any public exigency requiring 
unusual service from the police force of the city, to complete 
within the first week days of April the said visita- 

tion, and to transmit to the election commissioners on or be- 
fore the day of the lists described in this 
section, he shall have authority, after having given notice in 
writing to the listing board and to the board of election com- 
missioners of the city, to take such further time for the said 
visitation and transmission, not exceeding ten week days, as 
he shall deem necessary. 

The board shall place in the lists made by it, opposite the 
name of every- such male person or woman voter, the name 
of the inmate, owner or occupant of the building, or the name 
and residence of any other person who gives the information 
relating to such male person or woman voter. Where, such 
information is given by one person relating to more than one 
such male person or woman voter residing in one building, 
ditto marks may be used in the lists under the name of the 
person giving the information, after his name has once been 
placed opposite the name of such male person or woman voter 
first written down as residing in such building. 

The board shall, upon the personal application of a person 
listed for the correction of any error in their lists, or whenever 
informed of any such error, make due investigation, and upon 
proof thereof correct the same on their lists, and shall imme- 
diately notify the election commissioners of such correction, 
who shall correct their copies of said lists accordingly and 
proceed to revise and correct the registers under the provisions 
of section fifty-one of said chapter eight hundred and thirty- 
five. The board shall cause all applications ?nd affidavits 
received by it under this section to be presented for two years. 

Section' 2. Section nine of chapter twenty-nine of the 
General Acts of nineteen hundred and seventeen is hereby 
amended by striking out in the first line the word "eight- 
eenth", and inserting in place thereof the word ; 
and by striking out in the second line thereof the word

of those parts of the lists prepared as provided in the preced-

residence on the first day of April in the preceding year, of 
every male person, twenty years of age or upwards, residing 
in said city, and shall promptly transmit to the election coni- 
nn'ssioners notice of every addition to and correction in the 
lists made by it. The board shall furnish all information in 
its possession necessary to aid the election commissioners in 
the performance of tiieir duties.

Distribution' and Cilvxces. 
The distribution of the police force is shown by Table I. 
During the year 9 patrolmen were reinstated; 604 patrolmen 
were appointed; 73 patrolmen were discharged; 238 patrol- 
men resignc<l; 1 inspector, 1 lieutenant, 3 sergeants and 9 
patrolmen were retired on pension; 1 captain, 1 sergeant 
and 7 patrolmen died. (See Tables II, III, IV, VI.)

The total number of persons arrested, counting each arrest 

as that of a separate person, was 5S,S17 as against 07,947 the 

preceding year, being a decrease of 9,130. The percentage

There were 7,214 persons arrested on warrants and 3o,9Gl 
without warrants; lo,G39 persons were summoned by the 
court; 55,746 persons were held for trial; 2,997 were re- 
leased from custody; and 74 were delivered to United States 
authorities, llic number of males arrested was .54,532; of 
females, 4,2S5; of foreigners, 20,918, or approximately 35.50 
j>cr cent; of minors, 7,997. Of the total number arrested, 
18,953, or 32.22 per cent, were nonresidents. (See Tables 
X. XI.) 

The average amount of fines imposed by the courts for 
tlie five years from 1916 to 1920, inclusive, was $121,026.20; 
in 1920 it was 8154,767.50, or 833,141.-30 more than the 
average. 

The average number of days' attendance at court was 
38,644; in 1920 it was 28,903, or 9,741 less than the aver- 
age. The average amount of witness fees earned was SIO,- 
623.S4; in 1920 it was 87,017.63, or 83,006.21 less than the 
average. (See Table XIII.) 

Drujikenncss. 
In the arrests for drunkenness the average per day was 59. 
There were 13,740 fewer persons arrested than in 1919, a 
decrease of 38.66 per cent; 37.85 per cent of the arrested 
persons were nonresidents, and 38.46 per cent were of foreign 
birth. (.See Table XI.) 

Bureau of Criminal Inresiigaiion. 
The "identification room" now contains .59,944 photo- 
graphs, 52,746 of which are photographs with Bertillon 
measurements, a sjstem used by the department for the 
past twenty-one years. In accordance with the Re\ised 
Laws, chapter 225, sections IS and 21, we are allowed photo- 
graphs with Bertillon measurements taken of convicts in the 
State Prison and reformatory, a number of which have 
already been ad<Ied lo our Bertillon cabinets. This, to- 
gether with the adoption of the system by the department 
in 1S9S, is and will continue to be of great assistance in the 
identification of criminals. A large number of important

identifications have thus been made during the year for this 
and other police departments, tlirough which the sentences 
in many instances have been materially increased. The rec- 
f)rds of 422 criminals have been added to the records in this 
Bureau, which now contains a total of 42,258. The number 
of cases reported at this office which have been investigated 
during the year is 27,501. There are 34,107 cases reported 
on the assignment books kept for this purpose, and reports 
made on these cases are filed away for future reference. The 
system of indexing adopted by this Bureau for the use of 
the department now contains a list of records, histories, 
photographs, dates of arrest, etc., of about 1SO,000 persons. 
There are also "histories and press clippings," now number- 
ing S,254, made by this Bureau, in cnvelo|>e form for police 
reference. 

llie finger-print system of identification which was adopted 
in June, 1900, has progressed in a satisfactorj' manner, and 
with it the identification of criminals is facilitated. It has 
become very useful in tracing criminals and furnishing cor- 
roborating evidence in many instances. 

The statistics of the work of this branch of the service are 
included in the statement of the general work of the depart- 
ment, but as the duties are of a special character the follow- 
ing statement will be of interest: —

The number of arrests for the year was 5S,S17, being a 
dt<rease of 9,130 from last year, and 25,000 less than the 
average for the past five years. There were 21,800 persons 
arrested for drunkenness, being 1-3,740 less than last year, 
and 3.5,.54S less than the average for the past five years. Of 
the arrests for drunkenness this year there was a decrease of 
38.0.3 per cent in males, and a decrease of 46.SS per cent in 
females from last year. (See Tables XI, XIII.) 

Of the total number of arrests for the year (58,817), 1,195 
were for violations of city ordinances; that is to say, 1 
arrest in 49 was for such offence, or 2.03 per cent. 

Sixty-one and fifty-eight one-hundrcdths per cent of the 
pers<jns taken into custody were between the ages of twenty 
and forty. (See Table xll.) 

The nuniber of persons punished by fines was 15,791, and 
the fines amounted to -SI 54,707.-50. (See Table XIII.)

1,180 to the House of Correction, 54 to the Women's Prison, 
77 to the Reformatory Prison and 5S7 to other institutions. 
The total years of imprisonment were 1 life, 121 indefinite, 
1,459 years, 9 months; the total number of days' attendance 
at court by officers was 2S,903; and the witness fees earned 
by them amounted to S7,G17.63. 

The value of property taken from prisoners and lodgers 
was S239,1S7.53. 

Twenty-six witnesses were detained at station houses; 47 
were accommodated with lodgings, a dec-rease of 9 from last 
year. There was an increase of 2.5S per cent from last year 
in the number of insane persons taken in charge, a decrease 
of about 3.42 per cent in the number of sick and injured 
persons assisted, and an increase of about 4.S4 per cent in 
tiie number of lost children cared for. 

The average amount of property stolen in the city for the 
five years from 1916 to 1920, inclusive, was SS16,341..32; in 
1920 it was 81,0.30,009.09, or SS13,G67.77 more than the 
average. The amount of property stolen in and out of the 
city which was recovered by the Boston police was Sl,402,- 
SS0.92, as against SI, 238,206.20 last year, or $164,074.66 more.

On Dec. 1, 1910, there were 1,401 articles of lost, stolen or 
abandoned property in the custody of the property clerk; 
1,.52.3 were received during the year; 952 pieces were sold 
at public auction, and the proceeds, S3,507.75, were turned 
over to the chief clerk; 2 packages containing SI 12.60 re- 
ceived from the sale of perishable property were turned over 
to the chief clerk; 124 packages were destroyed as worthless, 
and 71 packages were delivered to owners, finders or admin- 
istrators, leaving 1,775 on hand.

The house of detention for women is located in the court 
house, Somerset Street. .Ml the women arrested in the city 
proper are taken to the house of detention in vans provided 
for the purpose. They are then held in charge of the matron 
until the next session of the court before which they are to 
appear. If sentenced to imprisonment, they are returned to 
the house of detention, and from there conveyed to the jail 
or institution to which they have been sentenced. 

During the year 2,425 women were committed for the

Police Signal Sermce. 

Signal Boxes. 

Tlic total number of boxes in use is 504. Of these, .328 
are connected with the underground system, and 176 with 
the overhead. 

Miscellaneous Work. 

During the year the employees of this service responded 
to 1,554 trouble calls; inspected 504 signal boxes, IS signal 
desks and 955 batteries; repaired 53 box movements, 22 
registers, 15 polar box bells, IS locks, 5 time stamps, 12 
gongs, 2 stable motors, S vibrator bells, 1 pole changer, be- 
sides repairing all bell and electric light work at headquarters 
and the various stations. There have been made 7 plungers, 
14 complete box fittings, 10 line blocks, and a large amount 
of small work done that cannot be classified. 

The following boxes have been installed underground: 1 at 
Station G, 1 at Station 14, and 1 at Station 15. Compliance 
with the prescribed districts is very much delayed on ac- 
count of the New England Telephone & Telegraph Company 
being unable to lay ducts. A part of the 191S district has 
just been completed on Chestnut Hill .\ venue, Brighton, and 
our cable installed. I Street, South Boston, cannot be done 
this year on account of ducts. The street commissioner has 
just ordered the telephone company to lay ducts on ^larket 
Street, Brighton, as he intends to resurface that street, but 
this department will be unable to install until late in Decem- 
ber. If this is kiid it will leave 4,575 feet (of the 13,500 feet 
bought this year) to be laid on I Street nex-t yar. A motor 
truck to replace the horse-drawn line wagon will soon be in 
service in the line department. 

There are in use in the signal service 3 horses, 3 patrol 
wagons and 1 pung. 

During the year the wagons ma<le 27,399 runs, covering 
an aggregate distance of 38,115 miles. There were 23,381 
prisoners conveyed to the station houses, 2,922 runs were 
made to take injured or insane persons to station houses, 
the hospitals or their homes; and 472 runs were made to

take lost children to station liouses. Tliere were 999 runs 
to fires and S4 runs for liquor seizures. During the year 
there were 504 signal boxes in use arranged on 72 battery 
circuits and 70 telephone circuits; 5.5.3,441 telephone mes- 
sages and 3,SG4,509 "on duty" calls were sent over the lines.

(Tuisefl nightly, alternalely, from Castle Island to Xeponset 
bridge. Four IiundriHl and thirty boats were challenged; 11.3 
cases investigated; an<I assistance rendered to 5 boats in dis- 
tress by reason of disabled engines, stress of weather, etc., tow- 
ing them with the persons on board to a place of safety.

Public Carriages. 

Dining the year there were 1,415 carriage licenses granted, 
being a decrease of 217 as compared with last year; 1,092 
motor carriages were licensed, being a decrease of 40 com- 
pared with last year. 

There have been 17S horse-drawn carriages licensed during 
the year. 

There were 5S articles, consisting of umbrellas, coats, hand- 
bags, etc., left in carriages during the year, which were turned 
over to the inspector; 34 of these were restored to the own- 
ers, and the balance placed in the keeping of the lost prop- 
erty inireau.

Since Jidy 1, 1914, the Police Commissioner has assigned 
to persons or corporations licensed to set up and use hackney 
carriages places designated as special stands for such licensed 
carriages, and there have been issued in the year ending 
Xov. oO, 1920, 4S9 such special stands. 

Of these special stands there have been 40 canceled and 
9 transferred.

Licenses are granted to persons or corporations to set up

Itinerant. 

During the year there were 4-5 applications for itinerant 
musicians' licenses received, 43 of which were granted. Two

All the instruments in use by itinerant musicians are in- 
spected before the license is granted, and it is arranged by a 
qualified musician, not a member of the department, that 
such instruments shall be inspected in April and September 
of each year.

On Dec. 1, 1910, there were 2.36 pensioners on the roll. 
During the year 11 died, all patrolmen, and IS v.ere added, 
viz., 1 inspector, 1 lieutenant, .3 sergeants, 9 patrolmen, 1 
fireman, the widow of Patrolman Clancy, Mary A. Magrath, 
a clerk for thirty-nine years, and Annie A. Hicks, janitress, 
leaving 243 on the roll at date, — 215 men and 2S women. 

The payments on account of pensions during the past year 
amounted to §171,300.79, and it is estimated that .S1S4,.3S2.41 
will be required for pensions in 1921. This does not include 
]Densions for 2 captains, 1 sergeant and S patrolmen, all of 
whom are sixty-five or over, and are entitled to be pen- 
sioned on account of age and term of service. 

The invested fund of the police charitable fund on the 
thirtieth day of November last amounted to .?207,.5.50. 
There are 49 beneficiaries at the present time, and there 
has been paid to them the sum of §7,130.16 during the 
past year. 

The invested fund of the Police Relief Association on the 
thirtieth day of November was $232,00.5.43.
