RULES MD REGULATIONS 

FOR THE 

GOVERNMENT OF THE STATE LIBRAE Y. 



Rule L — ^No person except the Governor of the State, Judges and 
Reporter of the Supreme Court, and Attomies practicing in the 
fiame, and members of the General Assembly of the State, shall be 
permitted to take any book out of the State Library. 

Rule II. — No person authorized to take out a book, shall keep the 
same more than six days, under a penalty of twenty-five cents, ibr 
each and every day, more than six, for each and every volume so 
kept out, until the penalty so accruing shall amount to tvrice the val- 
ue of said book. 

HtJLE in. — Any person who shall damage, deface or mutilate any 
book belonging to said Library, or who shall return any book so dam- 
aged, defaced or mutilated while in his possession, shall forfeit and 
pay the full amount of said damage ; which amount is to be deter? 
mined by the Librarian, but in no case to exceed double the value of 
the book. 

Rule IV.— » All fines and forfeiture accruing under this act, shall be 
sued for and recovered by the Librarian, in the nanK. of llie State, 
before any Justice of the Peace; and the Librarian Ami] be a compe- 
tent witness to prove any fact, material to the issiH-. Anci ;i!i fines 
and forfeitures recovered under this act shall go info tin: funds for the 
increase of the Library.
