HONORARY DEGREES 

Luther H. Hodges Doctor of Laws 

Luther H. Hodges, former Governor of the State of North Carolina, 
has served as Secretary of Commerce since January 21, 1961. Secretary 
Hodges was born March 9, 1898, in Pittsylvania, Virginia. He attended 
public schools in North Carolina, and received his bachelor of arts degree 
from the University of North Carolina in 1919. After serving briefly in 
the U. S. Army, he began his career in the textile industry, achieveing the 
position of Vice President of Marshall Field and Company in 1943. Secre- 
tary Hodges was head of the Textile Division of the OlTice of Price Admin- 
istration in 1944 and consultant to the Secretary of Agriculture in 1945. In 
1950, upon his retirement from private business, he served the Economic 
Cooperation Administration and was consultant to the Department of State. 
As Lieutenant Governor of North Carolina, he succeeded to the Governor- 
ship upon the death of the Governor. He was then elected to a full four- 
year term. 

Antonio Fernos-Isern Doctor of Laws 

Antonio Fernos-Isern, Puerto Rico's Resident Commissioner in Wash- 
ington with a non-voting seat in the U. S. House of Representatives 
since 1946, is a 1915 graduate of the University of Maryland's School of 
Medicine. Commissioner Fernos was born in San Lorenzo, Puerto 
Rico, May 10, 1895. Dr. Fernos practiced medicine in Puerto Rico 
from 1916 to 1918. He held many positions in the health field in Puerto Rico 
between 1918 and 1951. Among these were Director of School Hygiene, 
City of San Juan; Commissioner of Health, Puerto Rico; United States 
delegate to the Fifth Pan American Child Congress held at Havana, Cuba; 
Chairman of the Puerto Rico Housing Authority; and Executive Director, 
Puerto Rico Food and Supply Commission. He was Acting Governor of 
Puerto Rico at various times from 1943 to 1946. From September 17, 1951, 
to February 6, 1952, he served as President of the Puerto Rico Constitu- 
tional Convention. He authored the Puerto Rican Constitution which is 
unique in world governments, creating the Commonwealth of Puerto Rico. 

Glenn T, Seaborg Doctor of Science 

Dr. Glenn T. Seaborg, former Chancellor of the University of Calif- 
ornia at Berkley, has served as Chairman of the Atomic Energy Com- 
mission since March 1. Dr. Seaborg was born April 19, 1912, at Ishpeming, 
Michigan. He graduated as valedictorian from David Starr Jordan High 
School, Los Angeles, in 1929. He received his bachelor of arts degree from 
the University of California at Los Angeles in 1934 and the doctor of 
philosophy degree from the University of California at Berkley in 1937. 
He is the co-discoverer of element 94, plutonium, the first of a number of 
transuranium elements he was to help discover in the following 18 years. 
In the years 1942-1946, Dr. Seaborg headed the plutonium work of the 
Manhattan Project at the University of Chicago. In addition to the dis- 
covery of transuranium elements, he and his colleagues identified more than 
100 isotopes of elements throughout the periodic table. Dr. Seaborg is the 
author of approximately 200 scientific papers and is the author and co- 
author of several books on chemistry and the elements. In 1951, Dr. Sea- 
borg, with Professor E. M. McMillan, was awarded the Nobel Prize in 
Chemistry. In 1959 he was named recipient of the AEC's Enrico Fermi 
Award for his outstanding work in the field of nuclear chemistry and for 
his leadership in scientific and educational affairs.

THE ACADEMIC COSTUME 

The black caps and gowns worn by the students and faculty in the academic pro- 
cession are of ancient origin. They have been the traditional costume of the scholar 
since medieval times and probably represent an adaptation of the ecclesiastical dress 
since many of the scholars of that period were members of monastic orders. 

An intercollegiate commission in 1893 drafted a uniform code for costumes which 
has since been adopted by the majority of colleges and universities in the United 
States. Each of the three academic degrees — bachelor, master, and doctor — has its 
own distinctive gown and hood. The bachelor's gown is distinguished by its long 
pointed sleeve. The master's gown has a longer, narrow, closed sleeve extending 
below the knee; the arm is passed through a slit at the elbow. In contrast the doc- 
tor's gown has a full bell-shaped sleeve with three bars of velvet. The opening of 
this gown is faced with wide velvet bands. The velvet trim may be black or of a 
color indicating the general field of learning of the wearer, for example, blue for 
philosophy, green for medicine, purple for law. 

The most colorful and distinctive item of the academic costume is the hood which 
passes around the neck and extends down the back. The doctor's is the largest of the 
hoods and the bachelor's the smallest. The bachelor's hood is often omitted. The 
color of the velvet edging indicates the field of learning. The colors of the silk lining 
exposed in the center of the hood are those of the college or university which con- 
ferred the degree. 

The cap or "mortar board" is uniform in design for all degrees. The tassel may 
be either black or the color of the field of learning. The tassel of the doctor's cap 
may be gold. 

Certain institutions in this country and abroad have academic costumes of dis- 
tinctive color and design.
