To  the  Senate  and  House  of  Representaiives: 

I  herewith  transmit,  for  your  consideration,  a  commu- 
nication from  the  Secretary  of  the  Treasury,  concerning  an  estimate 
for  an  additional  appropriation  required  by  the  Navy  Department.

to  Congress,  estimate  (in  duph'cate)  for  appropriation  to  pay  Messrs. 
Gr.  Elliott  A:  Co.  for  the  bai-ge  "Enterprize,"  seized,  used  and  sunk 
by  the  government.

Speaker  of  the  Horise  of  Representatives: 

Sir: 

I  have  the  honor  to  submit  an  estimate  for  fifty  thou- 
.sand  dollars,  to  pay  for  the  Barge  "Eiiterprize,"'  belonging  to  Messrs. 
G.  Elliott  k  Co.  of  Scotland  Neck,  North  Carolina. 

This  vesseliwas  seized  by  Commander  Jas.  W.  Cooke,  C.  S.  N.,  in 
April  1SG4,  for  service  on  the  Roanoke  river,  and  was  subsequently 
sunk  at  Plymouth,  to  obstruct  the  river,  and  prevent  her  from  falling 
into  the  hands  of  the  enemy,  by  Lieut.  A.  F.  Warley,  C.  S.  N. 

The  value  of  the  vessel  was  ascertained,  by  appraisement  by 
referees,  one  selected  by  the  government  and  one  by  Messrs.  Elliott 
k  Co.  The  award  was  fifty  thousand  dollars,  and  was  a}>proYed  by 
Commander  Cooke.  I  respectfully  re([iiest  an  appropriation  of  this 
amount,  to  enable  the  Department  to  pay  the  claim.
