Constitution, 


ARTICLE  I. 

Section  1.  This  organization  shall  be  known  as  the  SOCIETY  OF  THE 
TWEXTY-FIRST  ILLINOIS  VETERAN  VOLUNTEER  INFANTRY,  and 
fihall  include  all  soldiers  who  were  honorably  discharged  from  the  same. 
Honorary  members  may  be  elected  from  any  soldiers  who  may  have  served 
with  distinction  in  the  armies  of  the  United  States. 

Sec.  2.  The  object  of  the  organization  shall  be  the  preserving  and 
keeping  alive  of  those  friendly  and  cordial  relations,  created  among  its 
members  during  the  years  of  trial,  privation  and  danger,  incident  to  the 
great  struggle  for  our  national  existence.  The  preservation  of  the  names 
and  reputation  of  those  who  fell  from  its  ranks  while  in  the  discharge  of 
duty,  and  of  giving  aid  and  assistance,  by  voluntary  contribution  or  other- 
wise, to  the  widow!>  and  orphans  of  the  same.  To  rejoicing  with  and  con- 
gratulating its  meui))ers  when  in  jirosperity,  and  by  reaching  them  the 
helping  hand  and  word  of  cheer  in  the  hour  of  adversity. 

SEC.  3.  In  maictaiuiiig  and  perpetuating'  the  name  and  character  of  an 
organization,  those  who  survive  from  its  rank.s  feel  they  have  just  cause  to 
be  proud;  while  they  acknowledge  that  for  heroic  deeds,  patient  endurance 
and  patriotic  devotion,  the  war  for  the  Union  developed  many  equals,  they 
admit  no  suijeriors  to-the  21st  Illinoip  Volunteer  Infantry. 
ARTICEE   II. 

Section  l.  Its  ollicers  shall  consist  of  a  President,  Vice  President, 
Recording  and  Loriespouding  Secretaries,  Treasuier,  and  one  Company 
Secretary  for  each  Company. 

Sec.  2.  The  Piesident,  A'ice  President  and  Treasurer  shall  discharge  the 
duties  usually  pertaining  to  those  ollices. 

Sec.  3.  The  Recording  Secretary  shall  keep  all  the  records  and  pro- 
ceedings of  the  Society;  shall  be  the  custodian  of  all  its  books,  papers  and 
recoi(U.  and  shall  submit  a  reitort  to  the  Society  of  its  doings  at  each 
reclining  reunion. 

Sec.  4.  The  Corresponding  Secretary  shall -attend  to  all  its  correspond- 
ence; make  all  needed  arrangements  foi'  its  meetings  aud  reunions,  and 
shall,  aided  by  the  Ten  Company  Secretaries,  perl'orni  such  other  duties  as 
jirovided  for  in  the  ISy-Laws  of  this  Society  . 

Sec.  .5     The    otlicers    shall    be    elected    l)y    I)alli)i.    oi-    otherwise,  as    the 
Society  may  direct,  at  each  regular  meeting. 
AK'lirLE  III. 

Section  l.  This  Constitution  may  be  atneiided  at  any  regular  meeting 
of  the  Society;  Provided.  Mich  amendment  shall  have  been  sul)mittcd  in 
writing  to  the  Recording  Secretary  at  least  one  month  previous  to  such 
meeting,  and  shall  be  voted  for  by  a  majority  of  the  members  i.>resent. 


By-Laws. 


ARTICLE  I. 

Section  i.  All  survivors  of  the  21st  Illinois  Volunteer  Inl'autry,  honor- 
ably discharged  from  the  same,  arc  regarded  as  belonging  to  tliis  Society, 
but  to  be  so  in  good  standing,  it  is  requisite  that  they  shall  either  have 
signed  in  person,  or  authorized  some  person  to  do  so  in  writing,  its  (Jou- 
stitution  aud  By-Laws,  and  pay  into  its  treasury  an  auuual  sum  ol' twenty- 
live  cents. 

ARTICLE  II. 

Section  1.  All  dues  shall  be  paid  to  the  Recording  Secretary,  he  giving 
receipts  for  the  same,  and  by  him  transfereil  to  the  Treasure)-,  who  shall 
receipt  for  them  to  the  Secrctaiy. 

Sec.  2.  The  Treasurer  may  pay  out  funds  for  contingent  expenses  on 
orders  signed  by  the  Pjesident  and  countersigned  by  the  Recording  Secre- 
tary.   All  other  expenditures  must  lie  authorized  by  a  vote  of  the  Society. 

Sec.  3.  The  Tieasurer  shall  submit  annually  to  the  Society,  a  report  of 
all  the  receipts  and  expenditures,  accompanied  with  vouchers  for  the  same. 
ARTICLE  111. 

Section  1.  Unless  otherwise  diiected  the  meetings  of  this  Society  shall 
be  held  annually,  at  such  time  and  place  as  may  be  designated  at  the 
previous  annual  meeting. 

Sec.  2.  Wlien  the  place  of  meeting  oi  the  Society  sliall  have  been  se- 
lected, and  before  adjourning,  it  shall  be  the  duty  of  the  I'lesident,  advised 
by  the  resident  mcmbeis  fiom  .sucli  place,  to  select  a  committee  of  tive  to 
consist  of  either  membeis  of  the  Society,  or  citizens  resident  of  the  place 
where  such  meeting  is  to  be  held;  whitii  committee  in  conjunction  witli 
the  Corresponding  Secretary,  shall  make   all    needed    arrangemenls    for    the 

annual  reunion. 

ARTK  LE  I\  . 

Section  1.  It  shall  be  the  tluty  of  the  Correspoiidiug  Secretary,  assisted 
by  the  Ten  Company  Secretaries,  to  prepare  a  Company  Roll  for  each  Com- 
pany, to  contain  the  names  of  every  known  survivor  that  has  at  any  time 
served  in  his  (  ompany,  placing  opposite  the  name  of  the  person,  ])resent 
post  office  and  ocrupa tion.  The  Recoiding  Secretary  shall  prei)are  the  roll 
•of  the  Field  and  Non-(  ommlssioned  Stall'. 

Sec.  2.  When  the  Socictv  sliall  have  assembled  at  the  hall  or  place 
designated  for  its  meeting,  the  lirst  business  transacted  shall  be  Roll  C:U1. 
The  President  shall  call  the  meeting  to  order,  and  liirect  the  Drum  Corits 
to  sound  the  call.  When  the  call  is  souiuled  the  Corresponding  Secretary 
shall  rise  in  his  place,  and  command.  Attention!  and  direct  the  roll  call  to 
proceed  by  calling  on  the  Recortling  Secretary  to  call  the  Field  and  Stall', 
and  when  lie  has  linisbed.  call  on  (li;'  lirsl  Conipauy  Sccrctiiry,  in  al])habet- 
ical  order,  to  call  his  roll,  and  thus  in  order  till  all    are    called.     The    Com-

pauy  Secretary  will  rise  iu  his  place  and  call  his  roll,  calling  the  name  and 
postoffice  address.  Each  member  present,  as  his  name  is  called,  will  rise  in 
his  place  and  answer. 

Sec.  3.  J2very  member  of  this  Society  is  expected  to  be  present  at  roll 
call,  either  in  person  or  by  proxy.  11'  any  rHember  shall  find  it  impractica- 
ble lor  him  to  attend  the  reunion  and  answer  in  person  at  roll  call,  he  shall 
send  his  proxy,  wliich  shall  be  a  letter  addressed  to  his  Company  Secretary, 
containing  his  excuse  lor  being  absent,  and  any  other  matter  he  may  deem 
important. 

Sec.  4.  When  the  Company  Secretary  calls  the  name  of  a  member  who 
answers  by  proxy,  he  will  read  the  pioxy  aloud  to  the  Society,  or  designate 
some  one  else  to  read  them,  and  this  proxyjshall  be  the  members  answer  to 
roll  call. 

Sec.  5.  The  Company  Secretary  shall  note  after  each  name— those  that 
are  present  and  answer  in  person,  ■^present;'"  those  that  answer  by  letter, 
he  shall  note  '■'by  proxi/;''^  and  those  that  do  not  answer  at  all,  he  shall 
note  after  their  names,  ''not  heard  from.' ^ 

Sec.  6.  When  all  the  Companies  have  gone  through  their  roll  call,  the 
Corresponding  Secretary  shall  rise  in  his  place,  announce  the  result  of  the 
call,  and  turn  the  meeting  over  to  the  President. 

Sec.  1.  These  roll  calls,  may  by  direction  of  the  Societ}',  be  published, 
along  with  the  proceedings  of  the  Society. 

ARTICLE  V. 

Section  1.  It  shall  be  the  duty  of  the  Corresponding  Secretary,  assisted 
by  the  Company  Secretaries,  to  prepare  a  Roll  of  Honor  for  each  Company, 
to  contain  the  name  and  place  of  death  of  every  member  of  the  Company 
who  has  died  or  been  killed  from  its  ranks  since  its  first  organization,  and 
as  deaths  occur  in  the  future  the  names  shall  be  added  to  these  rolls.  liy 
oi'der  of  the  Society,  these  Rolls  of  Honor  may  be  published  along  with  the 
annual  proceedings  of  the  Society. 

ARTICLE  VL 

Section  1.    The  rule  applicable  for  amendments   to   the   Constitution   of 
this  Society  shall  apply  for  amendment  to  these  By-Laws. 
ARTICLE   VIL 

Section  l.  This  Society  in  the  transaction  of  its  business  shall    be   gov- 
erned by  the  rules  commonly  applicable  to  other  deliberative  bodies.

PROCEEDINGS  OF  THE   SOCIETY, 

At  Terre  Haute,  Sept.  20,  1882. 


The  Society  met  in  Eighth  Annual  reunion  at  Terre  Haute,  Ind., 
Sept.  20,  1882.  At  8:30  o'clock  a.  m.,  in  the  absence  of  President 
W.  E.  McMakin,  Vice  President  J.  M.  Bell  called  the  meeting  to 
order.  The  Recording  Secretary,  I.  S.  Taylor,  being  absent,  J.  M. 
Sheets  was  elected  to  fill  the  position. 

On  calling  the  roll  of  Co.  secretaries,  the  secretaries  for  companies 
A,  (!,  G,  H,  I  and  K  were  found  to  be  absent,  and  the  following  mem- 
bers respectively  were  elected  to  serve  pro  tern:  J.  R.  Shepherd,

The  Chair  appointed  a  committee  on  Mortuary  as  follows:  M.  A. 
Ewing,  A.  G.  Austin  and  R.  B.  Easley. 

Letters  of  regret  from  absent  comrades  were  then  read. 

On  motion  of  A.  Y.  Hart,  a  committee  consisting  of  Capt.  P.  Wels- 
heimer,  Geo.  W.  Richardson  and  Capt.  S.  B.  Wade  were  appointed 
to  fix  the  time  and  place  for  holding  the  next  Annual  Reunion. 

The  Mortuary  Committee  reported  that  no  deaths  of  members  of  the 
Society  had  occurred  during  the  past  year. 

The  committee  on  next  reunion  reported  in  favor  of  Oct.  25,  1883, 
as  the  time,  and  Newton,  Jasper  county,  111.,  as  the  place  ior  hold- 
ing the  Ninth  Annual  Reunion  of  the  Society.  The  report  was 
adopted. 

On  motion,  a  committee  of  three  consisting  of  L.  L.  Hollister,  R. 
8.  Gordon  and  Capt.  George  II.  Dunning  were  appointed,  in  response 
to  a  communication  from  Hon.  J.  W.  Emerson,  of  Ironton,  Mo.,  to 
visit  that  place  and  Pilot  Knob,  some  time  during  this  year,  and 
confer  with  him  relative  to  holding  a  re-union  at  some  future  time 
on  the  (dd  camp  ground  at  Pilot  Knob,  yo. 

The  old  officers  of  the  Society  were  then  re-elected  by  acclamation. 

On  motion,  the  corresponding-sccretary  was  authorized  and  instruct- 
ed to  fill  any  vacancies  that  may  occur  in  the  office  of  co.  secretary. 

The  President  and  Vice  President  were  appointed  a  committee  to 
select  some  one  to  deliver  the  annual  address  at  next  reunion.

On  motion,  Lieut.  A.  G.  Austin  was  appointed  to  take  command 
of  the  Regiment  durins:  the  parade. 

The  thanks  of  the  Society  v/ere  then  by  unanimous  vote  tendered 
to  the  resident  committee  and  citizens  of  Terre  Haute,  for  their  hos- 
pitable treatment. 

On  motion,  the  various  newspapers  in  the  counties  of  Clark,  Coles, 
Crawford,  Cumberland,  Clay,  Douglas,  EiBngham,  Edgar,  Jasper, 
Marion,  Moultrie,  Macon  and  Piatt  were  requested  to  publish  these 
proceedings:

inst.,  inviting  me  to  attend  the  reunion  of  the  21st  111.  Infantry 
(my  old  regiment),  from  the  19th  to  the  21st  of  September  next, 
at  Terre  Haute,  Ind.  I  am  sorry  to  send  my  regrets;  but  I 
must  do  so.  It  always  affords  n\e  i')leasure  to  meet  with  the 
veterans  of  the  regiment  with  which  I  had  the  honor  to  serve 
first  in  the  suppression  of  rebellion.  But  distance,  and  other 
engagements,  will  prevent  my  doing  so  on  this  occasion.

and  our  reunion  is  to  be,  I  see,  on  Thursday.  This  makes  it 
impossible  to  be  with  you  at  oar  meeting.  Hope  you  may  have  a 
good  time.  You  know  I  am  always  with  the  Old  Twenty-First

tions to  Deity  ;  with  us,  I  trust,  it  is  a  pilgrimage  to  the  shrine 
of  a  eountry'.s  devotion,  by  its  surviving  soldiers,  to  the  holy 
altar  of  patriotism,  lovingly  and  trustingly.  I  will  do  my  best 
to  be  with  you  in  person — but  cannot  say  certain  at  this  date, 
the  disposition  of  time  on  the  days  you  have  fixed.  You  will 
have  a  good  time.  You  are  entitled  to  all  the  pleasures  possible; 
keeping  in  mind,  that  our  names,  are  of  a  certainty  to  be  en- 
rolled upon  the  roll  call,  which  relates  under  its  proper  head- 
ing—that "we  are  absent — accounted  for"  on  the  muster-day  of

Up  to  within  a  few  hours  of  the  time  for  train  starting 
that  should  have  taken  me  to  the  reunion,  I  confidently  expect- 
ed to  meet  you  again,  but  at  this  late  hour  find  that  my  business 
arrangements  will  not  permit  me  to  leave  home!  These  annual 
meetings  have  become  to  me  events  in  life  fondly  looked  for- 
ward to,  and  to  find  myself  compelled  to  forego  the  pleasure  of 
meeting  with  you  at  Terre  Haute,  is  a  great  disappointment. 
Hoping  you  are  enjoying  a  pleasant  time,  and  consoling  myself 
witli  the  hope  of  being  permitted  to  meet  with  you  often  in  the

Since  the  incei)tioii  of  the  annual  reunions  of  my  old  re^- 
inaent  (the  21st  Ills.,)  it  has  not  been  my  good  fortune  to  assem- 
ble with  them  but  once,  and  I  had  such  a  joyous  time  then,  that 
eacli  year  I  have  promised  myself  that  the  following  would  find 
me  one  of  the  number,  but  "nian  proposes  while  God  disposes" 
and  circumstances  each  year  as  time  comes  around  forces  my 
absence.  Now  I  am  'way  up  here  almost  to  the  northern  limit 
of  our  great  country,  and  business  engagements  will  prevent 
my  being  with  you,  but  that  you  will  haveajoll.y  good  time  I 
am  well  assurt'd,  I  also  feel  assured  that  the  citizens  of  Terre 
Haute  will  not  have  to  mourn  the  loss  oi'  one  single  rooster,  even 
if  it  does  crow,  as  I  have  no  doubt  the  ''good  cheer"  will  be  in 
abundance  and  to  spare.  With  my  best  wishes  for  a  good  time
