PREFACE 

We have no contemporary records of the Slavonic settle- 
ments in the north-west of the Balkan peninsula — Serbia, 
Croatia, Dalmatia — in the seventh century. The earliest 
account we have is contained in eight chapters of the 
treatise known as De Administrando Imperio, which was 
compiled by the Emperor Constantine VII. (Porphyro- 
gennetos) during the years A.D. 948-952. This account, 
occasionally supplemented by incidental notices in 
Venetian and Frankish annals, tells us all we know of 
the history of those countries for about three centuries. 

Some twelve years ago I published a study of the 
composition and sources of Constantine's treatise, and 
showed that, of the chapters relating to the Serbians and 
Croats, cc. 29 and 31-36 were put together in 948-9, 
and c. 30 is an insertion of later date — 951 or 952. 
This memoir was translated into Croatian, and since then 
a Yugo-Slav scholar, Dr. Manojlovi6, has analyzed the 
work in greater detail. 

The text of the eight chapters is here printed in full, 
with the omission of a digression on events in South 
Italy in c. 29, which is not relevant to the subject. 

The student will note the confusion of the Slavs with 
the Avars in c. 29 ; the confusion of the two Saracen 
sieges of Ragusa, and the author's evident ignorance of 
the date of the Saracen capture of Bari ; the conflicting 
statements in cc. 30 and 31 as to the date of the baptism 
of the Croatians. He will observe, too, that the tradition,

accented by the author, that the Slavs first occupied the 
lands of Croatia, Dalmatia, and Serbia, in the reign of 
Horaclius, misrepresents facts. The Slavs had been 
already settling in these lands in the sixth century, and 
what occurred in the reign of Heraclius was the recog- 
nition by the Imperial Government of a, fait accompli. 

It may be well to remark that the title of the Governor 
of the Theme or province of Imperial Dalmatia in the 
ninth century was archon, but in the reign of Leo VI. we 
find him raised to the higher rank of stratcgos.
