OWNERSHIP AND DEBT-SUMMARY FOR 22 STATES AND TERRITORIES.

Sir: 

For the purpose of bringing together the more important results of the investigation of farm and home 
proprietorship and indebtedness in the 22 states and territories for which the returns have been tabulated, this 
bulletin is published, with details for the states and territories and for the 170 cities and towns in them having a 
population of more than 8,000. 

In regard to farms, the conclusion is that 32.30 per cent of the farm families hire and 67.70 per cent own the 
farms cultivated by them; that 30.22 per cent of the farm owning families own subject to incumbrance and 69.78 
per cent own free of incumbrance. Among 100 farm families 32 hire their farms, 21 own with incumbrance, and 
47 without incumbrance. On the owned farms there are liens amounting to $290,481,192, which is 35.44 per cent 
of their value, and this debt bears interest at the average rate of 6.94 per cent, making the average annual interest 
charge $78 to each family. Each owned and incumbered farm, on the average, is worth $3,190, and is subject to a 
debt of $1,130. 

The corresponding facts for homes are that 63.25 per cent of the home families hire and 36.75 per cent own 
their homes ; that of the home owning families 71.12 per cent own free of incumbrance and 2S.88 per cent with 
incumbrance. In 100 home families, on the average, 63 hire their homes, 11 own with incumbrance, and 26 without 
incumbrance. The debt on owned homes aggregates $331,628,030, or 40.53 per cent of their value, and bears 
interest at the average rate of 6.03 per cent, so that the annual amount of interest to each home averages $80. An 
average debt of $1,319 incumbers each home, which has the average value of $3,254. 

There are 161 cities and towns in these states and territories in the class of those having a population of 8,000 
to 100,000, and in these cities 67.87 per cent of the home families hire and 32.13 per cent own their homes, and of the 
home owning families 37.03 per cent own with incumbrance and 62.97 per cent own free of incumbrance. In 100 
home families, on the average, are found 68 that hire their homes, 12 that own with incumbrance, and 20 that own 
without incumbrance. The liens on the owned homes are 41 .89 per cent of the value of those subject to lien. Several 
averages show that the rate of interest is 5.82 per cent; value of each owned and incumbered home, $3,837; lien 
on the same, $1,607, and yearly interest charge on each home, $94. 

In the 9 cities having a population of more than 100,000, 74.15 per cent of the home families hire and 25.85 
per cent own their homes; 38.51 per cent of the home owning families have incumbrance on their homes, and 
61.49 per cent own and occupy homes free of incumbrance. Among 100 families, on the average, 74 hire, 10 own 
with incumbrance, and 16 without incumbrance. Averages for each owned and incumbered home: incumbrance, 
$1,967; value, $4,883; interest charge for one year, $117; rate of interest, 5.94 per cent. Homes are incumbered 
for 40.28 per cent of their value. 

Real estate purchase and improvements, when not associated with other objects, caused 74.56 per cent of the 
farm debtor families to incur 77.38 per cent of the farm debt and 81.98 per cent of the home debtor families to 
incur 81.52 per cent of the home debt.

OWNERSHIP AND DEBT-SUMMARY FOR 22 STATES AND TERRITORIES.

In consequence of the popular interest in the statistics of farm and home proprietorship and incumbrance, a 
summary for 22 states and territories, named in the accompanying tables, is published in this bulletin. These 
states and territories are well distributed throughout the Union and contribute results for about the same proportion 
of families in the different distinctive regions, so that the totals for the 22 states and territories probably 
approximately represent the entire country. 

Every family is regarded as occupying a farm or a home not on a farm, and as hiring such farm or home, or 
owning it free of incumbrance, or owning it subject to incumbrance. In the class last named, and in no other, 
account has been taken of the incumbrance, its rate of interest and object, and the value of the farm or home. 

Habitation proprietorship. — Table 1, in which farm and home families are consolidated, shows that of the 
3,625,553 families of the 22 states and territories there are 1,904,507, or 52.53 per cent of the total, that hire their 
farms or homes, and 1,721,040, or 47.47 per cent, that own them. Of the families that own, 508,436, or 29.54 per 
cent, have farm or home incumbrance, and 1,212,610, or 70.46 per cent, are free of incumbrance. In 100 families, 
on the average, 52.53 hire their farms or homes, 14.02 own with incumbrance, and 33.45 own without incumbrance. 

Farm proprietorship. — There are 1,255,745 farm families, which are 34.64 per cent of the total number of 
families. Of these 850,202, or 67.70 per cent, own and 405,543. or 32.30 per cent, hire the farms cultivated by them, 
while of the owning families 256,970, or 30.22 per cent, have incumbrances on their farms and 593,232, or 69.78 
per cent, have no incumbrances. The average 100 farm families are composed of 32.30 that hire, 20.46 that own 
with incumbrance, and 47.24 that own without incumbrance. These figures are presented in Table 2. 

In 1880, 24.38 per cent of the farms were hired, so that there is an apparent relative increase of farm tenancy 
during the decade; but the sources of the statistics for 1SS0 and 1890 are not the same, since the figures for 1880 
represent farms and those for 1890 farm families, and this may somewhat affect the comparison. The number of 
owned farms increased from 841,788 in 1880 to 850,202 in 1890, or 1.00 per cent, while the number of hired farms 
increased 49.40 per cent, or from 271,439 to 405,543. In the southern and eastern parts of the country the number 
of owned farms decreased absolutely, and everywhere except in the District of Columbia the number of hired farms 
increased absolutely. A comparison of 1890 with 1880 may be found in Table 3. 

Home proprietorship. — In Table 4 it is shown that the 2,369,808 home families are 65.36 per cent of the 
families of the states and territories, and are divided into the several classes as follows : hiring families, 1,498,964, 
or 63.25 per cent of the total number of home families; owning families, 870,844, or 36.75 per cent; families 
owning free of incumbrance, 619, 37S, or 71.12 per cent of the total number owning; families owning subject to 
incumbrance, 251,466, or 28.88 per cent of the owning families. Of 100 home families, on the average, 63.25 hire 
their homes, 10.61 own with incumbrance, and 26.14 own without incumbrance. 

City homes are hired in a greater degree than is found outside of cities, as Tables 5, 6, and 7 exhibit. In the 
161 cities and towns having a population of 8,000 to 100,000 there are 717,091 home families, of which 486,672, or 
67.87 per cent, hire aud 230,419. or 32.13 per cent, own their homes. Homes subject to incumbrance are occupied 
by 85,327 owning families, or 37.03 per cent of the total owning families, and 145,092 families, or 62.97 per cent of 
the owning families, have no home incumbrance. In 100 of these city home families, on the average, 67.87 hire 
their homes, 11.90 own with incumbrance, and 20.23 own without incumbrance. 

In 9 cities there is a population of more than 100, OOp each, and of their 421,906 home families 312,846, or 
74.15 per cent, hire their homes and 109,060, or 25.85 percent, own their homes. Of the owning families, 67,066, or 
61.49 per cent, have no incumbrance on their homes and 41,994, or 38.51 per cent, own subject to incumbrance. 
Among 100 families, on the average, 74.15 hire their homes, 15.90 own free of incumbrance, and 9.95 own with 
incumbrance.

In the 22 states and territories outside of the 170 cities and towns referred to, 56.83 per cent of the home 
families hire and 43.17 per cent own their homes, 23.36 per cent of the home owning families own with incumbrance 
and 76.64 per cent without incumbrance, while among 100 home families, on the average, 56.83 hire their homes, 
10.09 own subject to incumbrance, and 33.08 own free of incumbrance. 

Value and incumbrance. — Tables 8, 9, 10, and 11 exhibit the amounts of values and incumbrances. Liens 
amounting to $622,109,222 incumber the 508,436 owned farms and homes of the 22 states and territories that are 
subject to incumbrance, $290,481,192 of which is on 256,970 farms and $331,628,030 on 251,466 homes. The value 
of the incumbered farms and homes is $1,637,824,235 ; farms, $819,662,643 ; homes, $818,161,592. Ratios of debt to 
value: farms and homes, 37.98 per cent; farms, 35.44 per cent; homes, 40.53 per cent. 

A debt of $137,144,789 incumbers 85,327 owned homes of the 161 cities and towns containing a population 
of 8,000 to 100,000, and these incumbered homes are worth $327,376,558, so that the debt is 41.89 per cent of the 
value. The 41,994 owned and incumbered homes of the 9 cities each containing a population of more than 100,000 
are worth $205,057,525 and are incumbered with a debt of $82,593,243, or to the extent of 40.28 per cent of their 
value. The debt incumbering the owned homes in the 22 states and territories outside of the 170 cities and towns 
is 39.16 per cent of the value of the homes subject to the incumbrance. 

Average values and incumbrances. — These niay be found in Tables 12, 13, 14, and 15. The average owned 
and incumbered farm of the 22 states and territories is worth $3,190 ; home, $3,254 ; of each home in the 161 cities 
and towns of 8,000 to 100,000 people, $3,837 ; of each home in the 9 cities of more than 100,000 people, $4,883. 

The average farm incumbrance for the 22 states and territories is $1,130 ; home, $1,319 ; home incumbrance in 
the 161 cities and towns, $1,607 ; in the 9 cities, $1,967. 

In the states and territories outside of the 170 cities and towns the average home value is $2,302 ; incumbrance, 
$901. As before stated, all values are confined to incumbered farms and homes occupied by owners. 

Interest rates. — The principal rate of interest in the 22 states and territories is 6 per cent, as shown in Tables 
16, 17, 18, 19, and 20. This rate is paid on 31.66 per cent of the farm incumbrance by 29.20 per cent of the farm 
debtor families ; on 44.84 per cent of the home incumbrance by 49.31 per cent of the home debtor families ; in the 
161 cities and towns on 41.05 per cent of the home incumbrance by 47.56 per cent of the families occupying owned 
and incumbered homes ; in the 9 cities on 39.22 per cent of the home debt by 45.51 per cent of the home debtor 
families. 

Rates that are less than the principal rate of 6 per cent are paid by 7.43 per cent of the farm debtor families 
on 11.44 per cent of the farm debt, by 19.12 per cent of the home debtor families on 35.10 per cent of the home 
debt ; in the 161 cities and towns by 28.86 per cent of the home debtor families on 45.14 per cent of the home debt, 
and in the 9 cities by 20.77 per cent of the home debtor families on 36.40 per cent of the home debt. 

In these states and territories rates higher than 6 per cent are paid by 63.37 per cent of the farm debtor 
families on 56.90 per cent of the farm debt, by 31.57 per cent of the home debtor families on 20.06 per cent of the 
home debt ; in the 161 cities and towns by 23.58 per cent of the home debtor families on 13.81 per cent of the home 
debt, and in the 9 cities by 33.72 per cent of the home debtor families on 24.38 per cent of the home debt. 

The highest rate reported is 80 per cent, which is paid by 1 farm family on a debt of $2,300. 

Interest charge and average rates of interest. — Upon referring to Tables 12, 13, 14, and 15, it will be 
found that the total interest charge for 1 year on the debt incumbering the owned farms of the 22 states and 
territories is $20,171,164; on the homes, $20,000,614 ; total, $40,171,778. 

The average interest charge for 1 year on each farm is $78; home, $80 ; on each home iu the 161 cities and 
towns, $94 ; on each home in the 9 cities, $117. 

On farm loans the average rate of interest is 6.94 per cent ; on home loans, 6.03 per cent ; on home loans in 
the 161 cities and towns, 5.82 per cent; on home loans in the 9 cities, 5.94 per cent. Hence, the average annual 
interest value of each owned and incumbered farm, obtained by multiplying the average value by the average 
rate of interest, is $221 ; of each home, $196 ; of each home in the 161 cities and towns, $223 ; of each home in the 
9 cities, $290. Outside of the 170 cities and towns the average annual interest charge on each home is $57 ; average 
rate, 6.36 per cent; average annual interest value, $146. Tables 21 and 22 show average annual interest values. 

Objects of indebtedness. — Investigation of the reasons why farm and home indebtedness was incurred 
discloses the fact that 74.56 per cent of the farm debtor families incurred 77.38 per cent of the farm debt for the 
purpose of buying real estate and making real estate improvements, when these objects were not associated with 
other objects, and that for the same objects, in the case of homes, 81.98 per cent of the home debtor families 
incurred 81.52 per cent of the home debt; in the 161 cities and towns, that 83.47 per cent of the home debtor 
families incurred 82.10 per cent of the home debt, and in the 9 cities, that 84.51 per cent of the home debtor families 
incurred 83.12 per cent of the home debt.

The objects of real estate purchase and improvements, business, and the purchase of personal property, when 
not complicated with other objects, led 83.56 per cent of the farm debtor families to incur 8G.28 per cent of the 
farm debt, 89.87 per cent of the home debtor families to incur 92.56 per cent of the home debt, 90.66 per cent of 
the home debtor families in the 161 cities and towns to incur 92.67 per cent of the home debt, and 92.07 per cent 
of the home debtor families in the 9 cities to incur 93.79 per cent of the home debt. 

Farm and family expenses, standing alone, are represented by 5.74 per cent of the farm debtor families and 
2.82 per cent of the farm debt ; family expenses by 4.90 per cent of the home debtor families and 2.00 per cent of 
the home debt ; family expenses in the 161 cities and towns by 4.28 per cent of the home debtor families and 1.76 
per cent of the home debt, and in the 9 cities by 3.54 per cent of the home debtor families and 1.62 per cent of 
the home debt. Tables 23, 24, 25, and 26 contain the percentages representing the objects of indebtedness. 

Classification of amounts of value and incumbrance. — The values of owned and incumbered farms and 
homes have been classified according to their amounts, and percentages representing the number of owners in the 
various classes and the amounts of the values of the farms or homes owned by them are contained in Tables 27, 
28, 29, and 30. A corresponding classification for amounts of incumbrance is presented in Tables 31, 32, 33, and 
34. As a sample of the meaning of the tables, it may be explained (see Table 27) that 28.86 per cent of the farm 
debtor families of the 22 states and territories own farms worth $2,500 and under $5,000 without deduction of the 
incumbrances, and that these farms are worth 30.34 per cent of the value of all owned and incumbered farms. 

Since less than half of the families of the 22 states and territories own the land on which they live and the 
habitations that shelter them, it becomes interesting to inquire how great an amount of wealth must be had in order 
that a home or farm may be owned. The required wealth does not equal the entire value of the farm or home, 
because a large proportion of the value may be offset by a mortgage to secure a part of the purchase price. How- 
large a proportion of the farm or home value the amount of the mortgage debt may be varies in the different parts 
of the Union and more or less as to whether the real estate is in the city or town or in the country. For the 
present purpose a uniform maximum incumbrance of two-thirds of the farm or home value is assumed to be possible 
without calling for a rate of interest greater than the average rate. With this understanding, the following table 
has been constructed to show the minimum amounts of wealth that must be possessed in order that farms or homes 
of stated values may be owned, and also to show the maximum amounts that must be paid annually for interest.
