Constitution 


Object. 

We,  the  persons  whose  signatures  are 
hereunto  affixed,  do  associate  ourselves  to- 
gether for  the  purpose  of  intellectual  and 
social  culture,  and  do  hereby  adopt  the  fol- 
lowing articles  of  association: 

Article  I.     Name. 
The   name   of   this  Association  shall   be 
"The  Fortnightly  Club." 

Article  II.    Members. 

Section  I.  Candidates  for  membership 
shall  present  an  application  in  writing  en- 
dorsed by  at  least  three  members,  or  an 
application  may  be  made  by  three  members 
in  behalf  of  the  candidate.  When  the 
names  of  husband  and  wife  are  proposed  for 
membership,  the  vote  shall  be  cast  as  for 
one,  but  they  shall  count  as  two  members. 
Applications  must  be  read  at  a  regular  meet- 
ing, and  voted  upon  at  a  regular  meeting 
not  earlier  than  two  weeks  thereafter. 

Sec.  2.  The  vote  shall  be  by  written 
ballot,  and  a  three-fourths  vote  of  the  mem-

bers  present  shall  be  necessary  to  elect. 
Each  member  shall  vote  for  no  more  than 
one  candidate  at  a  time,  husband  and  -wife 
counting  as  one. 

Sec.  3.  When  the  list  of  candidates  con- 
sists of  more  than  one  name,  said  candidates 
shall  be  voted  upon  singly  in  alphabetical 
order.  One  ballot  only  shall  be  taken  upon 
each  name. 

Sec.  4.  The  voting  shall  proceed  until 
the  list  of  candidates  is  exhausted,  or  until 
it  is  discontinued  by  a  motion  to  that  effect 
sustained  by  a  majority  vote.  Candidates 
voted  upon  at  any  meeting  but  not  elected 
shall  not  be  voted  upon  again  without  the 
previous  notice  required  by  Section  1  of  this 
Article. 

Article  III.    Officers. 

The  officers  of  the  Club  shall  consist  of  a 
President,  Vice-President  and  Secretary, 
whose  duties  shall  be  those  usually  devolv- 
ing upon  such  officers.  They  shall  be 
elected  by  ballot  and  shall  hold  office  for  one

year,  or  until  their  successors  are  elected. 
At  the  same  time  and  in  the  same  manner, 
four  members  shall  be  chosen,  who,  together 
with  the  President,  Vice-President  and  Sec- 
retary, shall  constitute  an  Executive  Com- 
mittee. It  shall  be  the  duty  of  the  Executive 
Committee  to  determine  the  place  of  meet- 
ing; to  arrange  a  programme  of  exercises;  to 
receive  and  present  to  the  Club  applications 
for  membership;  to  propose  and  submit  to 
the  Club  for  adoption,  such  standing  rules  of 
procedure  and  amendments  thereto,  as  may 
from  time  to  time  seem  desirable;  and  to  ex- 
ercise a  general  supervision  and  direction  of 
the  business  affairs  of  the  Club. 

Article  IV.    Meetings. 
Regular  meetings  of  the    Club   shall   be 
held  on  each  alternate  Monday  evening  from 
October  I  to  May  I. 

Article  V.     Quorum. 
Of  the  Club  one-third  of  all  the  members, 
and  of  the  Executive  Committee  a  majority, 
shall  constitute  a  quorum  to  do  business.

Article  VI.    Amendments  and  Laws. 

Amendments  to  these  articles,  also 
by-laws,  standing  rules  and  amendments 
thereto,  may  be  proposed  at  any  regular 
meeting,  voted  upon  at  the  next  regular 
meeting,  and  adopted  by  a  two-thirds  vote, 
and  no  article,  law  nor  rule  shall  be  adopted, 
amended  or  repealed,  except  by  a  two-thirds 
vote  at  a  regular  meeting  after  a  notice  given 
at  some  previous  regular  meeting. 

Standing  Rules. 

I.  The  exercises  of  the  evening  shall 
begin  promptly  at  eight  o'clock,  and  shall 
consist  of  one  paper,  not  exceeding  forty- 
five  minutes  in  length.  Four  persons  shall 
be  appointed  by  the  Executive  Committee 
to  discuss  each  paper,  and  their  names  shall 
be  printed  in  the  programme.  The  time 
limit  of  each  of  these  discussions  shall  be 
five  minutes.  These  shall  be  fol  lowed  by 
a  general  conversation  of  thirty  minutes;  in 
which  one  person  shall  speak  not  more  than 
twice.      Closing    remarks    by    the    reader,

limited  to  five  minutes'  duration,  shall  end 
the  programme. 

2.  Absence  from  three  consecutive  meet- 
ings without  a  satisfactory  excuse  to  the 
Executive  Committee,  rendered  before  the 
next  meeting,  shall  be  construed  as  a  desire 
to  withdraw  from  the  society,  and  names 
shall  be  dropped  from  the  list  without  further 
notice.
