DIMENSIONS.
• letter parcel or postal cover of any description shall exceed
inches in length, 9 inches in width and 6 inches in depth.

PARCELS.
No parcel shall exceed 6 lbs. in weight. The contents must be of a harm-
less nature and securely packed. The Postmaster has power to refuse to
receive any parcel pending a statement of its contents. Every parcel should
bear the sender’s name and address, so as to facilitate the return if un-
delivered.
' POST OFFICE NOT RESPONSIBLE. ‘
The office is not pecuniarily responsible nor liable for losses in the mails ;
nor for any loss or inconvenience which may arise from the non-delivery or
mis-delivery of any postal cover, nor for any injury which a packet may
sustain, even in the case of registered matter ; but all losses of registered or
other mail-matter are carefully investigated with a view to recovering the lost
article where possible, or its value when the loss is proved to bo due to
culpable negligence on the part of postal officials or employes.
ADDRESSES.
Every address must be legible and complete ; an individual name alone is
not sufficient. The street and number of house (when possible) should be
given, or the “Hong” name.
Newspapers, circulars, etc., should always be addressed in Chinese as
well as in English, otherwise they are liable to be delayed. When, owing to
a heavy influx of mail-matter the transmission or delivery of letters would be
delayed if the whole mail were dealt with indiscriminately the Postmaster
has power to keep back circulars, newspapers, etc., which are not addressed
in Chinese until the next despatch or delivery. r
. Mail-matter for residents in the interior of China should be addressed via
the nearest port or place where the L. P. 0. mails are delivered. For
instance T’ungcbow via Pekin; Tungchow viaChefoo; to Wusueh via Han-
kow; Wuseih via Chinkiang. The office will not be responsible for any
mistakes arising from the similarity of Chinese names when this precaution is
neglected.

On Letters^ Printed Matter^ etc.^ sent in the Mails to
Fcn'eign Countries.
Limit of Weight and DiMENSioNS.™Samples of merchandise must not
exceed in weight 250 grammes, nor in dimensions, 20 centimetres in length,
10 in width and 5 in depth. Other articles (letters excepted) are limited in
weight only to 2,000 grammes. Packets of commercial papers and printed
matter must not measure in any direction more than 45 centimetres.
Postal Cards.— -For transmission abroad, special postal cards, both single
and with paid ansAver, have been issued, and may be obtained on application.
Domestic postal cards (with additional stamps affixed) should, under no
circumstance^ be issued for this purpose. ^ t i j- ^
Registration. — Printed matter of all kinds, samples of merchandise ana
commercial papers, as well as letters, may. be registered to all Postal Union
Countries, including Japan.
Acknowledgment of Delivery. — Upon payment of a fee of 5 sen, in
addition to the register fee, an acknowledgment, to bo signed by the addressee
and returned to the writer, will be forwarded with registers addressed to
countries of the Postal Union.
Commercial Papers, Definition of.— The following are considered as
commercial papers, viz.: — All instruments or documents written or draAvn
wholly or partly by hand, which have not the character of an actual and per*
sonal c(mres'pondence^ such as papers of legal procedure, deeds of all kinds
drawn up by public functionaries, way bills or bills of lading, invoices, the
various documents of insurance companies, copies or extracts of deeds under
private seal, written on stamped or unstamped paper, scores or sheets of
music in manuscript, manuscripts of works or of newspapers forwarded
separately, etc. Commercial papers must be forwarded under band or in open
cover.
Articles forbidden to be sent by Mail. — Articles of a nature likely to
soil or injure the correspondence ; letters or packets containing pieces of
money, or articles liable to Customs duty; gold or silver bullion, precious
stones, jewellery or other precious articles.
Special attention is called to the above Bides and Explanations.
