PREFACE

The preparation of this directory involved substantial 



experimentation with different formats, 
attempts to satisy the following goals: 

(1) Comprehensiveness 



The format utilized 



To compile in one document, as far as is 
practical, a guide to "who is doing what" in 
landuse planning in Montana at all levels of 
government, the University System, and the private 
sector. 

( 2 ) Delineate Planning Jurisdictions 

This is primarily applicable to local government 
because of the various structural forms land use 
planning can take at the local level under Montana 
law. 

(3) Link Planners Together 

Planners generally aren't shy about finding out 
who else is facing problems similar to their own. 
However, it is clear that there could be more 
interaction between the different planning 
"sectors" -- local government planners, state 
government planners, tribal government planners, 
federal government planners, university system 
planning programs, private /co rpo rate planners and 
private planning consultants. Hopefully, users of 
this directory will be more fully aware of who 
their colleagues are throughout the state. 



( 4 ) Serve As a Desk Reference 

Provide the user with the names addresses, phone 
numbers, and (in some cases) explanatory in- 
formation which will enable the user to contact 
the desired individual/ agency/firm. 

(5) Provide More Than Just a Name, Address and Phone 
Number 

The explanatory information under some listings 
(e.g. local government planners) is intended to 
provide basic information about the 
individual /agency/ firm/ program/ planning 
jurisdiction. The Talent Inventory section (part 
XIII) is designed to allow users of the directory 
to contact Montana planners who have specific 
expertise in the various planning sub-fields.

(6) Enable the Department of Commerce to "Do Its Job" 

The Department of Commerce, under 90-1-101(8 and 
90-1-103(1), MCA, must respond to requests for 
information about land use planning in Montana. 
The requests come from a variety of sources: 
planners themselves, private developers, 
government officials at all levels, private 
citizens, university researchers, professional 
planning associations, etc. Some of these 
requests involve questions as to who is 
responsible for land use planning in a specific 
area or specific political jurisdiction within the 
state. Many requests are necessitated by major 
development projects (e.g. EIS's for energy 
projects). The Department of Commerce also 
receives innumerable requests for "a list" of all 
Montana Planners. This directory was designed to 
allow the Department to respond to the tremendous 
range of requests that the Department receives 
regarding who is doing what in land use planning 
in Montana. Further, the directory will be 
"translated" into a mailing list on a Department 
word processor so that a compatible mailing list 
of "all" Montana planners will also be available. 
This will allow the Department to better inform 
Montana planners of Department activities designed 
to serve Montana planners as per the Department's 
responsibility under Montana law. 

Anyone who has ever developed a classification system (e.g. 
directory) knows that it isn't simple to put people into 
categories. This is especially true regarding land use 
planners. Because Montana law does not embody a 
professional licensing systme which sets standards for 
planners, the author of this directory has made numerous 
determinations/assumptions abo-ut "who" is a land use 
planner. Also, land use planning organizations and agencies 
take many structural forms in Montana. The intent was not 
to judge nor to exclude persons or agencies but to produce a 
useable practical directory. The author apologizes to any 
individuals /f irms /agenc ie s that were excluded or 
misrepresented. This directory was compiled by synthesizing 
several sources of information on Montana Planners. A 
telephone follow up survey was conducted. Despite this 
method certain organizations or individuals could not be 
reached by phone. In addition, certain tidbits of 
information were not obtainable for all listings. The 
author accepts total responsibility for all errors, 
omissions, and misjudgements. All such individuals should 
contact the author to set the record straight.

It should be pointed out that similar directories of land 
use planners are available on a regional and national basis. 
The only existing (known) regional directory which covers 
Montana is :

The American Institute of Certified Planners has published a 
"Directory of Planning-Rela ted Directories" for use by 
planners nationwide. The Directory references other 
directories that are available from groups such as the 
Council of State Planning Agencies and the National 
Association of Towns and Townships. The cost of the

Finally, it is hoped that someone might be able to compile 
and produce a "second volume" of this series to cover 
Montana community development officials, redevelopment 
officials, and economic development officials. The dividing 
line between land use planners and the above-mentioned 
officials is not always clear — AICP planners may be 
redevelopment directors, planning boards may conduct 
redevelopment activities. Persons who are serving in other 
capacities (such as redevelopment directors) who consider 
themselves land use planners have been listed in this 
directory under "Other Montana Planners" (Part XI) as per 
their desires.

Suppose you want to find out who is the planning director 
for the city of Lewistown, Montana. You look under Part IV, 
Local Government Planners. You read the introduction to 
Part IV and find that local government planners are listed 
geographically by county. Since you don't know which county 
Lewistown is in you check the "town by county" index (Part 
VIC) and find It is in Fergus County. You flip back to the 
Local Government Planners section and flip to Fergus County. 
You find that Bill Armhold is listed as the planning 
director.

Please read the introductions to each part. After much 
trial and error it was decided that no one single format 
could be used to list all types of planners. For example, 
local government planners are organized by countie (e.g. 
political/geographic). The state and federal planners, in 
contrast, are organized by agency order (bureaucratic 
structure). Private planning consultants are listed 
alphabetically by name of firm. Again, all Montana planners 
are also listed alphabetically in Part XII.

Montana Technical Council 

The Montana Technical Council is a professional "umbrella"

The Western Planner Organization 

The Western Planner is a periodic journal published in 
Huntley, Montana. The phenomenal popularity of the journal 
reflects the hunger of western planners for a forum which 
professionally addresses the often unique problems of 
planning in the West. The skillful managing editor, Stan 
Steadman, routinely publishes a pertinent, tightly-written.

periodical which provides practical solutions to common 
planning problems from a practioner's viewpoint. The Western 
Planne r focuses on planning activities within eighT member 
western states, including Montana. 

The Western Planner organization is an "umbrella" 
organization which is sponsored by the professional planning 
organizations within the eight member western states. The 
organization sponsors an annual regional planning conference 
each summer.

PART IV 



LOCAL GOVERNMENT PLANNERS

INTRODUCTION 

Local government structure for planning varies widely in 
Montana. State law allows many different types of local 
government planning boards. A county may have several 
separate planning boards operating within its borders (e.g. 
Gallatin and Flathead Counties). Some local governments do 
not have planning boards. Some loal governments have an 
official — in addition to governing body officials — who 
reviews subdivision plats and, essentially, serves as the 
planner . 

Staffing patterns for planning boards /planning functions 
also take many forms such as: 

(1) Planning boards without professional, paid 
planning staff. 

(2) Professional, paid planning staff without 
planning boards. 

(3) Planning boards with professional, paid 
planning staff. 

(4) Planning boards utilizing the services of 
private professional planning consultants 
as staff (the consultant may provide all or 
partial staff services) 

Finally, planners may be an "official" planning director 
serving a planning board or they may be a "multi-purpose" 
official who wears many hats (e.g. sanitarian/planner, 
clerk/planner, surveyor/planner, city manager /planner ) . 
Local government staff persons who administer the Montana 
Subdivision and Platting Act were included as planners since 
this function is typically part of the responsibility of a 
Montana planning office. 

The format used in this part was developed after grappling 
with the problem of how to develop a consistent, 
comprehensive format which would be as easyt to use as 
possible given all the above noted differences in local 
government planning in Montana. 

Lay members of planning boards and zoning commissions were 
not listed due to the t remendous " task of updating these 
lists, turnover problems and because most day-to-day 
contacts must be directed to planning staff. Where a 
planning board exists without staff the phone is listed for 
the appropriate planning contact person: the city clerk or 
county clerk and recorder, the planning board president, the 
board secretary or other person. Information about planning

board members or zoning commission members can be obtained 
from planning staff or from city clerks or county clerk, and 
recorders. 

Private planning consultants are listed where the sevice is 
a "long-term" commitment (as opposed to a "one-shot" 45 day 
contract) although, admittedly, the dividing line may be 
unclear. Also note that all private Montana planning 
consultants are listed in Part VIII. 

Note that "local government" as it is used here denotes only 
general purpose local governments - incorporated cities and 
towns and counties. For land use planners serving special 
districts (e.g. County Sewer and Water District or school 
systems) which are technically also local governments — see 
Part XI, Other Montana Planners,

INTRODUCTION 

As in local government, land use planing activities in state 
government take many forms. No single state agency has 
total r espons ib il i tyy for all land use planning activities 
in Montana. Agencies often employ planners to implement 
agency land/ resource /communi ty development programs or 
projects. Specialized planners (transportation planners, 
health facility planners) are also scattered throughout many 
state agencies . 

As in local government, state government has both: 

(1) Persons actually doing land use planning; 

and 

(2) Persons who are professionally trailed and/or 
professionally experienced planners now serving 
the state in a job more distant to what is 
traditionally considered land use planning 
(e.g. grant administration). 

Again, it is the intention of this directory to be non- 
judgemental. Persons in both of the above categories were 
listed in accorance with their wishes. 

Where appropriate, brief descriptions of state land use 
planning related programs are listed. 

State government is being reorganized all the time. Land 
use planning functions remain although names, programs and 
agencies. To keep current, the only real state government

Montana has many private consulting firms which provide 
their clients with land use planning services. Some 
consultants, especially large firms, provide a multitude of 
professional services of which land use planning is but one
