Early Settlement
The records of the earl}- 3ears in the town of
Norway are so meagre that we labor under a great
ditHeulty in determining the exact date and other facts
concerning the earl}' settlements in town. We are in-
debted to the No^es History and to the Centenial
Ilistor}' of Norway and hereby make acknowledge-
ment of the same. From there and other sources we
learn that without doubt the first white men to come
into the territor}' ot Norway with an)' intention ot
settling were Jonas Stevens, George Leslie and Amos
llobbs. These men came here to take up their lots in
1785. The year before this the}- had come here along
the shore of Penseewassee Pond and along the streams
entering into it on a hunting and trapping expedition.
This time they saw the magnificent features of the

territory into which they were venturing. The settle-
ment alluded to above was the result of their journey.
The}' built a log camp near Great Pond and fell trees
on a small area near the place where the first house in
town was built. At this point, Joseph Stevens began
the erection of his humble abode in the pine forests ot
Oxford that was 3'et to be. In March of the following
year George Leslie, Jonas Flobbs brought their tamilies
Irom Gray to Paris to the houses of William and
Daniel Stowell.
The history of Norway by Lapham states: "they
came to Norwa}' crossing the brook near where Home's
tannery now stands, on a pine log, to about where
Stephen Hatch now lives; thence through where the
village now stands to a little above where George Cole
lives; then crossing the stream to the west side, on a
log; thence up near the ice-house is, and thence in a
canoe up to their landing."
We learn that Joseph Stevens in the month of May
1786 brought his famil}' from William StowelTs house
in Paris to his recently erected cabin above mentioned.
His famil}' was as follows: Himself and wife and
children, Daniel, Jonas, Amy and Apphia an infant.
Amos Hobbs came here in the following June and
removed his family in with Joseph Stevens. The trees
were felled, junked, piled and burned to make way for
the traps. Amos Hobbs built his house about forty-
tive rods west ol the house later owned b}' James
Crockett. Jonas Stevens built his abode near the house

later occupied by Amos Grover. George Leslie
erected his cabin about ten or a doz.en rods west ot
the first county road in Norway and on land later
owned by Benjamin Tucker.
The next settler was Jeremiah Hobbs who came
here in August or September 1786 and settled on the
Frank A. Dan forth place.
Nathaniel Stevens came this same summer or fall
and settled on a lot near the center of the town. Nathan
Noble came here, not far from 1788 and located on the
W. O. Perry place. His family came the following
spring, 1789. The year 1793 brought Joel Stevens, a
brother of Joseph Stevens, and he settled on the An-
drew Mills place. The above presents a brief account
of the first settlers of Norway. Alter the forests began
to ring with the axes of the above hardy venturers into
them, the settlement became rapid. The following are
all of Norway's early settlers and we give the list as
accurately as it is possible at this late day to give it.

Organization
ACT OF INCORPORATION
An Act to incorporate several tracts or grants of land
situated in the County of Cumberland, into a town
by the name of Norway.
Section i. Be it enacted by the Senate and House
of Representatives in General Court assembled, and b}^
the authority of the same, that one tract or grant of
land, known by the name of Rusthcld, another by
Lee's, a third b}^ Cummings grant; together with the
three tiers of lots, which form a part of the plantation
of Waterford, lying next to and adjoining the easterly
side of said plantation — the outlines ol said town ol
Norway being as follows: Viz — Beginning at a cer-
tain birch tree standing on the westerly side line of
Paris, and on lot number thirteen well marked, thence
running northerly one thousand one hundred and sixty
rods by said Paris line to a spruce tree marked; thence
south, seventy-six degrees west one thousand one hun-
dred and four rods to a cedar tree standing on the
easterly side of Cummings' grant; thence north twenty-
five degrees west, fifty-five rods to the northeasterly
corner of said Cummings grant; thence south sixty-
five degrees west, four hundred and eighty rods to the
easterly line of said plantation, about three hundred
and thirty rods to the northeasterly corner of the

plantation atorcsaid; thence soutli, si.\t\-ll\e degrees
west, on the northerly side of said plantation, crossing
three tiers of lots to the di\iding line between the third
and fourth tiers of lots, from the aforesaid easterly
line of said plantation; thence south tw^enty-tiye de-
grees east, on said diyiding line, by the town of Water-
tord, as incorporated, by the southerly side line of said
plantation; thence north sixty-five degrees east, on said
southerly side line of said plantation, crossing the ends
of the aforesaid three tiers of lots, about three hundred
and thirty rods to the southeasterly corner of said
plantation; (the last named distance ought to be four
hundred and eighty rods) thence south twenty-five
degrees east, by Phillips Gore (so called) six hundred
and twxMity-four rods to Hebron line; thence north
fifty-tour degrees east, by Hebron line, about one
thousand and seventy- four rods, to a tree standing on
the westerly side line of Paris marked; thence northerly
by said Paris to about nine hundred and seventy rods
to the first bound, together with the inhabitants thereon
be, and hereby are incorporated into a town by the
name of Norway; and the said tow^n of Norway is
hereby invested with all the powers, privileges and im-
munities which other towns in this Commonwealth do
or ma}' enjoy. Provided, nevertheless, that Waterford
as incorporated, exclusive of the before mentioned
three eastern tiers of lots, are and shall be entitled to
four-filths of all public lots lying within three tiers of
lots. Provided, also that no taxes of an}' kind be layed

on an}' part ot the land contained within the bounds of
Lee,s grant until the expiration often years from the
passing of this act.
Sect. 2 Be it further enacted by the authority
aforesaid, that Enoch Perley, Esq., be, and he is hereby
empowered to issue his warrant, directed to some suit-
able inhabitant of the said town of Norway, requiring
him to notify and warn the inhabitants thereof, to meet
at some convenient time and phice for the purpose of
choosing all such officers as towns are by law required
to choose in the months of March or April, annually.

The military histor^' of the town of Norway is a
source of just pride to her every citizen. Never has
the country or State issued its call for aid but this

sturd}' community of still more stiirch" men has re-
sponded unreservedl}^
The dark clouds ofwar had settled over the North
American continent and the Revolution was practicall}'
ended before Joseph Ste\ens had penetrated the forest
of this town and sent the smoke curling upward from
the lire ot his humble log cabin. But there were
several among these rugged settlers who were in the
service in that memorable struggle before coming to
Norwav. We give herewith the names as accuratel}'
as we can find them:

Educational Notes
The School System of Norway
Norway has always pointed with pride to the
educational facilities offered the children within her
borders. From a very early date in the history of the
town, an Academy was maintained here. This school,
by name, the Norway Liberal Institvite, incorporated
in 1847, was a fitting school tor future citizens, not
onlv from this town, but from various sections of old
Oxford County. Graduates have filled exalted posi-
tions in all the walks of life, and the alumni of Norway
Liberal Institute, and its successor, the present school,

are a source of pride to the town, and models for the
cmuhition of present pupils. The common schools ol
the town were well and faithfully supported, and
Norway was among the tirst towns in the State to
comply with the requirements necessary to securing
sid for a free high school. The present excellent S3's-
tcm of schools is the result of a steady growth, notice-
able and rapid for the last fifteen 3'ears.
The village schools have been entirel}' remodelled
since then, and now, with the primary schools, for the
first two grades, and each grade above the second, in a
room by itself, with a high school taught by three
teachers, each of whom is a college graduate and an
experienced teacher, and with rural schools conducted
so far as practicable along the lines of the best graded
schools. Norway offers to her people opportunities
for securing an education second to none among towns
of similar size throughout the State.
For four years the town has had the services of a
professional superintendent; the schools have been
graded more carefully; teachers emplo3ed solely for
fitness; modern methods and text books introduced; a
carefully elaborated course of study furnished to guide
the instructors; and the promotion of pupils from grade
to grade into the high school made dependent upon their
proficiency as evidenced by careful examinations. Of
the present teaching force of twenty- four, three are
college graduates, six are graduates of Normal schools,
five have taken courses in Normal schools, and among

the others are trained teaehers who would not sufier in
comparison or competition with teachers of their
grades, let the latter be chosen where they ma}^
Today as always during the hundred 3^ears of its
history, the town of Norway is proud of its schools;
proud but not satisfied, for today as always her school
authorities are ready to introduce that which has been
proved superior matters and methods to assist the
rising generations of her sons and daughters.

resolves itself into a histor}' of the different denomina-
tions. This we give briefly in the lollowing lines:
BAPTIST
The First Baptist Church in this town was or-
ganized in 1806, and the first settled pastor was Rev.

John Wogg. The first church edifice was a lormer
Universalist House moved on to a lot of land given by
Henry Rust. The date was 1829. On December 31,
1889 on Cottage street the new Baptist church was
dedicated.

nial in 1901 with appropriate services which were
well attended.

METHODIST
«
The first Methodist sermon preached in town was
supposed to have been delivered by a Mr. Parker about
1 812. Early meetings were held in Norway school-
houses, but in 1837 a church was built about half way
between the village and Steep Falls. A new church
was built. in Norway in 1879. In 1889 a vestry was
built at a cost ot $800.00. In 1897 repairs were made
to the extent of $2500. Among the pastors there have

the old one had been.
The second Congregational edifice was built in
1876, and destroyed in 1894 by fire. The present
beautiiul church was built and dedicated in 1895.

Christ's Church was built at Norway village on
Paris street, at a cost of about $2200 in 1897. This
church has been prosperous and gives promise ol being
a strong instrument for good in the communit}". The
pastors have been: Revs. M. H. Carroll and P. J.
Fessenden.
Facts of Interest
The town of Norway presents to the observer to-
day a picture of thrift and prosperty that is character-

istic of only such towns as are inhabited by men of
thriit, high ideals and healthy public spirit.
Its churches and schools are in very good condi-
tion. Its manufacturies, both steam and water-power,
are busier than ever. The electric lamp lights the
streets, stores and homes. There is a tine water system.
The steam and electric railroads furnish excellent
facilities for transportation. The numerous benevolent
and social societies are making their several inliuences
lelt to a greater degree than ever.
The growth of this admirably situated and
throughly beautiful Oxford town has been rapid, and
today it ranks among the first towns of its size in this
part of New England. Today, as in the past one ot
its most important industries is the shoe manufactury.
The Radclitfe Shoe Co., and the Pine State Shoe Co.,
are the principle concerns in this line. The Radclifle
Shoe Co. was organized in 1872 as B. F. Spinney
& Co. The Pine State Shoe Co., was started in 1894
under the name of E. E. Millett, a year later was
changed to E. E. Millett & Co., and in February 1903,
it was incorporated under the present name.
Another concern doing a large business is C. B.
Cummings & Sons, who are engaged in several lines.
We would be glad to enumerate in detail the
many industries had we space, but we have no oppor-
tunitv. Among the things which cannot be omitted is
that institution of influence in any community, the
newspaper. In lliis, Norway has tor many years been

well favored. The following have been Norway's
newspapers: The Observer, edited by A. Barton and
W. E. Goodenow; The Politician, W. A. Evans; Vil-
lage Spy, A. Barton; Oxford Oracle, George W. Mil-
lett; Journal of the Times, W. E. Goodenow. The Nor-
way Advertiser was first published in 1844 by Ira Berry
and Francis Blake, Jr. Through successive years this
paper was passed down to the present day Advertiser,
— one ot the substantial county papers of Maine. It is
now owned and edited by Fred W. Sanborn. Other
papers in Norway have been: Oxford Democrat, Pine
State News, Norway Messenger, Oxford Register and
New Religion.
A disaster in Norway's History occurred in 1894,
when "The Fire" destroyed approximatcl}' $300,000 of
property. The fire broke out in the mill owned by C.
B. Cummings & Sons, at about two o'clocck p. m. on
Wednesday May 9. The fiames moved rapidl}^ in an
easterly direction from the mill which was situated on
the further bank of the river, just back of the present
Opera House. There were eighty-five stores and resi-
dences destroyed and one hundred families rendered
homeless. There was about $140,000 insurance.
Everything was taken on that side of the street to the
river's edge save the houses owned and occupied by
Dr. B. F. Bradbury, C. L. Hathawa}-, E. H. Brown, and
S. S. Stearns to the lower primary schoolhouse. At this
point the fire crossed the street and burned the homes
of W. E. Foss, Sophia Davis, the David Andrew house

and the J. R. Sanborn house. A tannery on the west
side of the present electric railroad caught fire and the
houses on the Main street were burned from this point
to J. L. Home's save George Holmes, H. L. Home's
and Luther Pike's. Here it is said, was a mile of solid
lire. At eleven o'clock in the night another fire caught
in a green house of the Norway Savings Bank, but was
soon extinguished. The fight against the flames was
heroic. Help was summoned from Lewiston, Portland
Bethel, Mechanic Falls, and South Paris. Six and a
half hours were required to get control of the flames.
