Ragatz suggests that the publisher was an organization known as the West India Planters and Merchants
Chronicles, in detail, the many bloody instances of destruction, killings and burnings of plantations and their planters by the slaves during their revolts in 1791. The Commissaires appeal to the Assemblée nationale and France for their help to re-establish the rule of law in Saint-Domingue
