The  Ministers  and  Lay  Delegates,  comprising  the  Ninth  Annual 
Convention  of  the  Synod  of  Northern  Indiana,  assembled  in  the 
Evangelical  Lutheran  Church,  Spencerville,  Lidiana,  in  charge  of 
Rev.  W.  Waltman,  on  Tuesday  Evening,  Sept.  29,  1863. 

The  President,  Rev.  H.  Wells,  delivered  the  opening  discourse 
from  Matt.  6:   10,  "  Hiy  Kingdom    Come." 

FIRST  SYNODICAL  SESSION. 

"Wednesday,  9  o'clock,  A.  M. 

After  meeting  for  prayer.  Synod  assembled  for  business.  The 
brethren  united  in  singing  a  hymn,  when  the  President  led  in 
prayer. 

The  clerical  roll  was  called,  and  the  absentees  noted,  when  the 
delegates  from  charges  presented  their  credentials  and  were  duly 
received.

PRESIDENT'S  REPORT. 

Brethren  of  the  Evangelical  Lutheran  Synod  of  Northern  Indiana : 

With  our  hearts  full  of  gratitude  to  our  gracious  Heavenly  Father,  it 
becomes  us  to  record  His  goodness  to  us  in  the  year  that  now  belongs  to 
the  past. 

The  rich  blessings  of  Divine  Providence  have  been  liberally  bestowed 
upon  our  portion  of  the  country.     Freely  we  have  received. 

Our  territory  abounds  with  the  rich  productions  of  the  soil.  The  neces- 
saries and  luxuries  of  life  are  spread  out  in  rich  profusion  before  us. 
Precious  life  and  health  have  been  generally  preserved,  and  only  one  of 
our  ministers  have  fallen.  Blessings,  temporal  and  spiritual,  more  than  we 
can  count,  have  been  given  for  our  benefit. 

May  the  Great  Head  of  the  Church  help  us  to  be  thankful  and  humble 
and  prepare  us  to  transact  the  business  of  Synod  in  such  a  way  as  to  pro- 
mote his  glory. 


Eev.  P.  S.  Nellis  has  been  honorably  dismissed  from  this  Synod  to  join 
the  Illinois  Synod. 

The  Rev's.  W.  H.  Faris  and  L.  N.  Coverdale,  having  been  properly 
recommended,  have  received  ad-interim  licenses  to  preach  in  our  bounds. 

Letters  and  testimonials  from  Nashville,  Tenn.,  concerning  the,  f'ailLlul- 
ness  and  efficiency  of  Rev.  R.  F.  Dc-lo,  in  his  labors  among  our  b;'ave  suiT- 
ering  soldiers,  in  the  hospitals,  will  be  in  due  time  presented. 

Revivals  of  religion  have  been  enjoyed  in  some  of  our  cliarges,  and  the 
oreneral  prosperity  of  the  churches  in  our  bounds  is  encouraging,  nolwith- 
stanr'ing  the  fearful  treason  in  our  land,  which  has  attracted  the  public 
attention  everywhere. 

The  inadequate  support  of  the  ministers  of  our  Synod,  is  one  of  the 
most  discouraging  things  with  which  we  have  to  contend,  but  even  in  this 
respect  we  have  suffered  less  than  in  previous  years. 

Letters,  documents,  and  items  of  importance,  claiming  your  attention, 
will  be  regularly-  brought  before  you,  under  the  appropriate  heads  of  busi- 
ness, so  that  this  report  need  not  be  lengthened. 

Our  highly  esteemed  and  worthy  aged  brother,  Wolf,  of  Coesse,  Whitley 
county,  Indiana,  has  been  called  from  his  labors  to  his  reward.  A  few 
days  before  his  death  he  talked  hopefully  of  this  Synod,  and  was  joyful  at 
the  prospect  of  so  soon  meeting  his  brethren  here.  He  peacefully  closed 
his  eyes  in  death  on  the  8th  inst. 

Thus  we  are  bereft  of  our  oldest  and  most  learned  minister;  and  while 
we  are  sensible  of  our  loss,  we  sorrow  not,  as  others  who  have  no  hope. 
We  endeavor  humbly  to  submit  to  the  will  of  our  Master  in  this  afflictive^^ 
dispensaiion  of  Divine  Providence. 

In  conclusion  the  Pi-esident  respectfully  recommends  Synod  to 
adopt  some  plan,  if  possible,  by  which  our  scattered  and  destitute  people 
mav  be  encouraged  and  saved  to  our  bianch  of  the  Church. 

Logansport  and  other  important  points  are  receiving  no  culture  from 
our  hands,  and  even  vacant  churches  are  not  supplied  with  occasional 
visits  by  our  ministers. 

Geater  efficiency  is  loudly  called  for  in  our  Home  Mission  work.  While 
other  denominations  have  a  commendable  zeal  to  gather  and  build  up 
churches  of  material  more  accessible  to  ours,  let  us  be  provoked  to  greater 
activity  and  try  to  do  our  part  of  the  woik  to  which  the  Master  calls  us.

Synod  proceeded  to  elect  oflScerrs  for  the  ensuing  year.     The  Pres- 
ident appointed  Rev.'s    S.  ,P.  Snyder  and  J.  Boon,  tellers.     The 
election  resulted  in  the  choice  of  the  following :

The  minutes  of  the  first  session  read  and  approved. 

Report  of  Committee  No.  9. 
Your  Committee  on  the  Report  of  the  Board  of  Directors  of  Witten- 
berg College,  respectfully  report  that  the  document  contains  precisely  the 


information  that  our  people  and  the  public  need,  respecting  the  CoUege 
and  our  educational  interests  there. 

We,  therefore,  earnestly  recommend  the  members  of  this  body  to  read 
it  vrith  care  themselves,  and  request  the  members  of  the  churches  to  make 
themselves  acquainted  with  the  important  items  therein  presented  for  their 
consideration  and  action.  As  arrangements  are  made  to  distribute  copies 
of  the  Report  among  the  people  generally,  it  is  deemed  unnecessary  to 
insert  any  part  of  it  here. 

The  plan  recommended  in  the  Report  and  already  adopted  by  this 
Synod  to  collect  money  for  the  College,  is  by  your  Committee  approved, 
and  its  more  general  adoption  heartily  recommended. 

With  the  document  in  your  possession,  and  Rev.  J.  W.  Goodlin  present 
to  address  you,  the  Committee  therefore  ask  permission  to  close  its  report.

Synod  listened  with  pleasure  to  remarks  of  Rev's.  J.  W.  Goodlin, 
of  Wittenberg  Synod,  G.  B.  Ort,  of  Miami  Synod,  and  others,  who 
addressed  us  briefly,  concerning  Wittenberg  College. 

The  report  was  adopted  with  the  plan  of  the  Board  of  Directors, 
when  pledges  were  taken,  (vide  Appendix  B.) 

On  motion  it  was 

(n.)  Resolved,  That  there  be  a  daily  meeting  for  prayer  at  8:30,  A.  M. 

Also, 

(nip  Resolved,  That  the  Sessions  of  Svnod  commence  at  9  A.  M.,  and 
2  P.  M.,  and  adjourn  at  12  M,  and  4:30  P.'M. 

On  motion  Synod  adjourned  until  the  hour  for  meeting,  to-morrow 
morning.

THIRD    SESSION. 

Thursday,  9  o'clock,  A.  M. 

Synod  opened  with  prayer  by  Rev.  W.  H.  Faris. 
Minutes  of  second  session  read  and  approved. 
Bro.  A.  Leathers,  Commissioner  from  Van  Wirt,  appeared,  and 
was  received. 

Report  of  Committee  No.  1. 

Committee  No.  1  would  report  that  the  paper  placed  in  their  hands  is 
the  President's  report. 

We  find  but  two  items  in  this  report  claiming  the  special  attention  of 
this  body.

■  The  ^rsJ  is  the  death  of  our  esteemed  and  aged  father  and  brother  in 
Christ,  J.  Wolf.  We  would  recommend  the  appointment  of  a  special  com- 
mittee to  prepare  a  minute  on  the  death  of  this  Brother. 

The  second  item  is  the  recommendation  of  the  President  that  this  Synod 
"  adopt  some  plan  by  which  our  scattered  and  destitute  people  may  be  en- 
couraged and  saved  to  our  branch  of  the  church."  Whilst  your  committee 
fully  concur  in  the  opinion  of  the  President  of  the  necessity  of  some  action 
upon  this  all  important  subject,  we  leave  it  to  the  wisdom  of  this  Synod  to 
devise  some  way  Avhereby  this  desired  end  may  be  accomplished.

Report  of  Committee  No.  17. 

Your  committee  on  a  letter  from  Rev.  R.  F.  Delo,  and  other  papers 
from  Nashville,  learn  with  great  pleasure  that  our  beloved  brother  Delo, 
who  went  into  the  Union  Army  as  Chaplain  of  the  30th  Reg.,  I.  V.  M.,  but 
has  been  the  last  year  on  detached  service  in  the  Hospitals  of  Nashville, 
Tenn.,  has  performed  his  duties  with  great  credit  to  himself  and  honor  to 
our  Synod,  of  which  he  is  a  member. 

Your  committee  believe  his  letter  and  testimonials  from  the  othcers  of 
the  U.  S.  C.  C.  and  Secretary  of  the  Chaplains'  Association  at  Nashville 
would  be  heard  with  pleasure  and  profit  by  his  brethren  of  the  Synod,  and 
therefore  recommend  that  they  be  read,  which  will  supercede  the  necessity 
of  reporting  further  on  the  subject.

Chaplains'  Association  and  Christian  Commission,  wdiich  were  highly

tendance at  this  session  of  Synod. 

Report  of  Committe  No.  4. 

We  respectfully  report.     The  papers  in  our  hands  are — 

1.  The  minutes  of  the  17th  Annual  Convention  of  the  Wittenberg 
Synod,  held  in  Upper  Sandusky,  Ohio,  from  the  27th  of  August  to  the  1st 
of  September,  1863.  Also  the  minutes  of  the  15th  Annual  Convention  of 
the  Olive  Branch  Synod,  held  in  East  Germantown,  Indiana,  from  the  8th 
to  the  13th  of  October,  1862. 

Your  committe  have  examined  these  minutes,  and  find  nothing  in  them 
claiming  the  action  of  this  Synod. 

2.  Is  a  letter  from  the  Rev.  J.  G.  Scliaeffer,  of  the  Synod  of  Iowa, 
elected  delegate  by  that  body  to  this  Synod,  in  which  he  sends  us  friendly 
greetings.     He  also  states  that  having  been  elected  to  the  Presidency  of

the  Iowa  Lutheran  College,  and  having  but  recently  assumed  its  responsi- 
bilities, he  Is  unable  to  meet  with  us  in  our  present  convention. 

He  asks  an  interest  in  our  prayers  in  behalf  of  the  College  over  which 
he  presides. 

Tour  committee  recommend  a  reciprocation  of  fraternal  greetings,  and 
an  expression  of  sympathy  with  them  in  their  educational  interests,  by  ap- 
pointing a  delegate  to  their  next  Synodical  Convention.

ciety in  Spencerville,  Indiana.

On  motion  it  was 

(V.)  Resolved^  That  Rev.  G.  E.  Moore  be  recommended  by  the  Synod 
to  visit  Bruce  Lake  Charge ;  preach  to  the  people ;  make  their  acquaintance ; 
and  if  satisfactory  arrangements  can  be  made,  that  he  become  their  pas- 
tor.

Bro.   Ridenour  reported   congi'egations    in  Wabash   and   Miami 
Counties  vacant.

Whereas,  The  General  Synod,  in  its  formula  for  the  government  of 
District  Synods  in  its  connection,  declares  that  it  is  the  special  province  of 
District  Synods  to  form  and  change  ministerial  districts ;  and. 

Whereas,  Constant  difficulties  and  endless  bickering  have  resulted 
from  the  assumption  of  this  power ;  therefore, 

(AT^I.)  Resolved,  That  the  power  to  form  or  change  pastoral  charges 
within  the  bounds  of  this  Synod,  belongs  alone  to  this  body,  and  that  no 
minuter,  conference  or  congregation  has  any  right  to  make  any  changes  in 
the  Pastoral  Charges  of  this  Synod  without  the  consent  of  this  body.

{On  the  death  of  Rev.  J.  Wolf.) 

Your  Committee  to  prepare  a  minute  on  the  death  of  Rev.  Jacob  Wolf, 
of  Coesse,  Indiana,  respectfully  report  the  following: 

This  brother  died  September  8th,  1863,  at  his  residence  at  the  age  of 
sixty-nine  years. 

After  a  few  days'  illness  he  calmly  fell  asleep  in  Jesus.  He  was  learned, 
devotedly  pious,  very  benevolent  and  active  in  every  good  work. 

His  wife  has  lost  an  affectionate  husband — the  neighborhood  a  kind 
neighbor — the  Lutheran  Church  a  faithful  member — Christianity  a  con- 
sistent professor,  and  the  country  a  noble-hearted,  loyal  citizen.  We 
recommend  sympathy  with  his  wife  and  bereaved  friends.

2.  Is  the  Constitution  of  the  Mill  Creek  Church,  now  under  the  care 
of  Rev.  S.  Ridenour,  with  a  request  to  be  received  into  connection  with

As  we  find  nothing  in  the  Constitution  but  what  perfectly  accords  with 
the  government  of  our  church,  we  therefore  recommend  that  it  be  received.

resolution  of  synod  as  implied  by  the  adoption  of  said  report.     Therefore, 

(IX.)  Resolved,  That  those  refractory  congregations  be  required  to  pay 
Rev.  J.  H.  Hoffman  thirty-five  dollars,  failing  to  do  which  they  shall  remain 
unsupplied  with  preaching. 

On  motion  a  Committee  consisting  of  Revs.  H.  Wells  and  W.  P. 
Ruthrauff  was  appointed  to  visit  and  adjust  difficulties  existing  in  the 
above  congi-egations.

tion of  the  College,  with  the  intelligence  that  the  Synod  and  whole 
Church  should  receive,  respecting  our  educational  interests,  lias  been  pre- 
sented to  you  in  a  report  prepared  according  to  a  request  of  the  Board. 

Because  of  this  arrangement  your  Director  deems  it  unnecessary  to 
lengthen  this  report. 

As  regards  the  $450  received  from  the  Parent  Education  Society,  you 
are  respectfully  referred  to  the  report  of  a  committee  of  the  Board  as 
communicatfid  by  the  Secretary,  who  requests  you  to  appoint  the  Faculty

Your  Committee  would  respectfully  report  that  the  paper  placed  in  their 
hands  is  the  Constitution  of  the  English  Evangelical  Lutheran  congrega- 
tion of  Walnut  Bridge,  Indiana,  belonging  to  Bro.  Lang's  charge. 

This  Constitution  we  find  to  be  in  accordance  with  the  usages  of  the 
Lutheran  Church. 

The  Lost  Creek  congregation  at  Defiance,  Ohio,  has  adopted  the  same 
Constitution ;  also,  the  Maumee  congregation,  Indiana.  The  other  part  of 
said  charge  has  adopted  the  Constitution  recommended  by  General  Synod. 
We  would  recommend  the  reception  of  this  charge  in  connection  with  this 
Synod.

appointed  a  committee  to  divide  the  Second  District  Conierence  of  the 
Synod  of  Northern  Indiana. 

Resolution  passed ;  also  the  following : 

(XVI.)  Resolved,  That  the  officers  of  Synod  be  directed  to  make  appli- 
cation foi-  Rev.'s  W.  H.  Faris,  A.  H.  Scherer  and  S.  Ridenour  to  the 
Parent  Home  Missionary  Society,  for  an  appropriation  of  $50  each,  and 
that  this  Society  pay  $25  (or  half)  to  each  as  soon  as  they  receive  their 
commissions. 

On  motion  the  Treasurer  was  instructed  to  retain  $75,  Home 
Missionary  funds,  to  meet  our  pledge  to  Bro.'s  Paris,  Scherer  and 
Ridenour,  and  to  send  the  balance  to  the  Parent  Home  Missionary 
Society. 

(XVn.)  Resolved,  That  a  book  be  bought  In  which  the  minutes  of 
Synod  shall  be  written,  commencing  with  those  of  the  Ninth  Convention. 

(XVIII.)  Resolved,  That  the  Secretary  be  paid  $5  as  remuneration  for 
the  extra  labor  imposed  by  resolution  XVII,  and  that  an  order  be  drawn 
on  the  treasury  for  that  amount  in  his  favor. 

On  motion  the  Secretary  was  authorized  to  buy  the  book. 

(XIX.)  Resolved,  That  the  President  express  the  thanks  of  this  Synod 
publicly  to  this  Church  and  the  community  at  large,  for  their  kindness  and 
hospitalitj'  to  this  body  during  its  sojurn  in  Spencerville. 

Synod  adjourned  to  give  place  to  the  Ministerium.

Parent  Education  Society,  for  his  support  at  college  the  present 
year.

The  Synod  of  Norlliern  Indiana,  of  the  Evangelical  Lutheran 
Church,  was  organized  at  Columbia  City,  "Whitley  County,  Indiana, 
October  27th,  1855. 

The  second  session  was  held  at  Albion,  Noble  county,  Indiana, 
September  18th,  1856. 

The  third  session  was  held  in  Camden,  Carroll  county,  Indiana, 
September  24th,  1857. 

The  fourth  session  was  held  in  Spencerville,  De  Kalb  county,  In- 
diana, September  22d,  1858. 

The  fifth  session  was  held  m  Cicero,  Hamilton  county,  Indiana, 
September  22d,  1859. 

Tlie  sixth  session  was  held  in  North  Manchester,  Wabash  county, 
Indiana,  September  19th,  18 GO. 

The  seventh  session  was  held  in  Columbia  City,  "Wliitlcy  county, 
Indiana,  September  18th,  1861. 

The  eighth  session  was  held  in  Lagi'ange  Center,  Lagrange  county, 
Indiana,  September  24th,  1862. 

The  ninth  session  was  held  in  Spencerville,  De  Kalb  county,  In-
