Accordingly, this document offers proposals concerning the
following:
- Continuation and Completion of the Objectives of
the Receivership and Guarantees Relating to Programs,
Students, Staff
- Supervision or Monitoring of Desegregation at South
Boston High School
- Timetable for Termination of the Receivership
Supervision or Monitoring of Desegregation at South Boston High School
In this document the Committee has .made certain general and
specific proposals and is amenable to other reasonable conditions for
the termination of the receivership at South Boston High School. The
suggestions which follow are made to emphasize the good faith of this
!^ommittee - which assumed office after the imposition of the receiver-
ship - to adhere to the several Court Orders relating to the desegre-
gation of the Boston Public Schools and to realistic conditions for
the termination of the receivership.

The status report, subraiti.ed under separate cover, gives evidence
)f the extent to which South Boston High School is in compliance with
:he December 9th Receivership Order, the Student Desegregation Orders
)f May 10, 1975 and May 3, 1976, and other remedial orders. To
omplete or continue activities emanating from the aforementioned
)rders, to guarantee continuation of efforts to stabilize and dese-
gregate South Boston High School, and to ease any apprehensions on
:he part of students, parents, staff and others concerned with South
ioston High School, the School Commitee makes the following proposals:

A. General Proposals
1. The Committee affirms its adherence to the letter and
spirit of present or future Court Orders as such orders
relate to student desegregation at South Boston High School.
2. The Committee proposes to continue innovative educational
programs which have been introduced on site and off site
and which have the support of parents, students and faculty.
3. The Committee proposes to continue efforts to improve the
physical plant at South Boston High School and to maintain
it at a level conducive to an effective teaching-learning
environment .
4. The Committee proposes to maintain close contact with state
and city public safety agencies as well as with public and
private social welfare, and community organizations for the
purpose of addressing those matters relating to law and
individual rights.
B. Specific Proposals
1. Student Desegregation
a. The Committee will adhere to the school capacity, student
assignment, address verification, and student transfer
policies presently or in the future ordered by the Court
relative to South Boston High School.
b. The Committee will enforce regulations pertaining to
student discipline, rights and obligations in a manner
which is equitable for all students and is aimed at
promoting and maintaining reacial harmony and educa-
tional effectiveness. In particular, the Committee will
be fair in its policies at South Boston High School
relative to attendance, tardiness, suspensions,
promotion, student organizations, and educational,
recreational, and social activities.
2. Administration and Staff: The School Committee agrees to
waive any further rights of appeal it may have regarding
the appointment of personnel at South Boston High School.
3. Educational Program
a. The Committee will support for the 1977-1978 academic
year proposals for external funding related to basic
educational or innovative programs submitted by South
Boston High School if the proposals have the support
of the Faculty Senate, Racial Ethnic Parents* Council,
Home and School Association, Community District Ad-
visory Council, Community Superintendent and the Board

Ti metable for Removal of Receivership
Cognizant of the need for the Court to hold hearings on the
termination of the receivership of South Boston High School, aware
of the fact that certain directives of the Receivership Order on
December 9, 1975 remain uncompleted, and desirous of eliminating
tension at the High School, the Boston School Committee requests
that the First Federal District Court accept the following time-
table for removal of receivership:
Proposals
1. Submission of this document and the "Status
Report" to Court (as scheduled on January 27,
/1977)
2. A hearing in Court on these proposals (as
scheduled on January 27, 1977
3. Designation of March 1, 1977 as the
final date of receivership
