A  Report  with  Recoonendations 


The  Board  of  Superriaors  of  Tuolumne  County  requested  the  services  of  the 
California  State  Library  to  porepare  a  suggested  program  of  public  library 
development  for  the  county  as  the  basis  for  determining  space  needs  in 
connection  with  its  application  for  the  former  Forest  Service  Administrative 
sites  A».Calif-799»    This  report  has  been  prepared  for  this  purpose. 

SERVICE  PROGRAM 

The  Master  Plan  for  Public  Libraries  in  California  states:    "Public  library 
services  in  a  free  society  must  be  designed  for  people  of  all  tigea  and  variety 
of  interests,  for  people  as  individuals,  and  as  members  of  occupational,  pxro- 
fessional,  and  cultural  groups,  o  »  The  public  library  should  promote  and  serve 
programs  of  organizations  in  all  fields  of  artistic,  cultural,  and  educational 
endeavor  o"^ 

The  basic  elements  necessary  to  provide  a  public  library  program  are  materials, 
I>ersonnel,  and  buildings  and  equipment*
