de siete bibliotecas publicas de la Isla; la creacion de la HE- 
MEROTECA NACIONAL; y un deposito de peri6dico3 a fa- . 
vor de la misma y seis bibliotecas municipales provinciates.

De acuerdo con mi informe de fecha octubre 10 ppdo. tengo 
ei honor de someter a vuestra ilustrada consideracion un proyec- 
to de decreto presidencial estableciendo en Cuba el deppsitq 
obligatorio del libro a favor de la Biblioteca Nacional y la de un 
mutiicipio en cada provincia de la Isla, a fin de que, si Ud. lo 
cree oportuno. lo que es indudable. sea sometido a la mayor bre- 
vedad a la aprobacion del senor Presidente de la Republica. 

Nuestra patria ha vivido largos anos de desgobierno inculto. 
Los falsos intelectuales y los intelectuales que al adaptarse al 
medio dejaron de serlo, porque la idea que se somete se anula, 
han dejado caer una sombra desoladora desde la escuela pliblica 
hasta la Universidad Nacional. Y Cuba ha vivido mas que anos 
de estancamiento, de retroceso cultural. Perseguidos los verdade- 
ros intelectuales, funcionando con verdadera deficiencia la es- 
cuela publica y ciausurados los Inatitutos Provinciales y la Uni- 
versidad Nacional, no es menos penoso ver trasladar los libros 
de la Biblioteca Nacional a una mazmorra penitenciaria llena de 
humedad, cuando la piqueta destructora del espectacular Carlos 
Miguel de Cespedes pedia los escombros de cu edificio para los 
rellenos de la bahia. Casi puede decirae que se olvido en Cuba 
que la enseflanza primaria era obiigatoria, y que el complemento 
de la escuela publica es la biblioteca publica; puesto que no se 
ensefta obligatoriamente al pueblo a leer para que sepa leer, si- 
no para que lea y ello es imposible sin ofrecerle el libro.

AN EXHIBITION OF PICTURES, 
PRINTS, FURNITURE, CHINA,&c. 
FORMING THE TESSIER BEQUEST 
From 11th AUGUST to 7th SEPTEMBER, 1924 

THE Exhibition, of which the following is a Catalogue, 
is composed of articles selected by the Corporation of 
Brighton under the following Bequest contained in 
the will of the late Mr. Frederick Tessier, of 62 Marine 
Parade, Brighton. 

'I bequeath to the Corporation of Brighton free of 
duty such of the residue of my pictures drawings 
prints china bronzes works of art or curiosity and 
articles of furniture as the Corporation may select 
as suitable to place for exhibition purposes in the Art 
Galleries belonging to such Corporation and on condi- 
tion that such articles are so placed in such Art Galler- 
ies within twelve calendar months from my death. 

Mr. Tessier died on the 15th August, 1923. The 
Pictures, etc., were handed over to the Fine Arts Com- 
mittee on the 20th February, 1924. They are now 
exhibited to the public for the first time. 

The Exhibition will remain open until September 7th, 
1924. Open Week-days, 10 a.m. to 7 p.m. (Wednesdays 
to 8 p.m.); Sundays, 2.30 to 5 p.m. Admission Free.
