About 59 plant enthusiasts representing Idaho Native Plant Society (INPS), federal agencies [Bureau of Land Management (BLM), Forest Service, Fish and Wildlife Service, National Park Service and Natural Resources Conservation Service], state agencies [including Idaho Department of Fish and Game (IDFG) and Idaho Transportation Department], the Nez Perce Tribe, Idaho National Guard, several consulting firms, and academics [from Boise State University, College of Idaho, University of California at Berkeley, Washington State University, University of Idaho, University of Wyoming and Idaho State University], as well as individuals attended the conference held February 26-27, 2014, in Boise. A major change in the INPS Rare Plant List format was ratified at the conference. Previous INPS Rare Plant Lists had numerous categories that often led to confusion, and our objective was to simplify the list and make it more consistent with other states, agencies and other groups. The first part of the agenda was a discussion of the proposed change from numerous categories to a single rare plant list, with much of the previous categories’ information captured in the NatureServe global (G rank) and subnational, in our case state, (S rank) designations. [See G and S Rank sidebar for more detailed information and definitions of these ranks.] This proposal had been introduced at the 2011 RPC, refined by the Rank Steering Committee and approved by the INPS Board, subject to ratification at the RPC. At the RPC, Beth Corbin gave an overview of the process and proposal. Beth Colket then led a discussion and vote on the list format change. The proposals put forward and approved by votes of the RPC were: • INPS will maintain a single Rare Plant List, without the previous INPS categories. • Plants on the Rare Plant List will be ranked using the NatureServe Rank Calculator via the Regional Rare Plant Working Groups (RPWGs), with rankings finalized at the RPC. • All plants ranked SI, S2, S3 or SH will be included on the INPS Rare Plant List. The Rare Plant List will be maintained in a spreadsheet, allowing easier sorting by any of several attribute columns, including the G and S ranks.
