The mission of the program is as follows: • To strengthen the Fish and Wildlife Service in its role as a primary source of information on national fish and wild- life resources, particularly in respect to environmental impact assessment. t To gather, analyze, and present information that will aid decisionmakers in the identification and resolution of problems associated with major changes in land and water use. • To provide better ecological information and evaluation for Department of the Interior development programs, such as those relating to energy development. Information developed by the Biological Services Program is intended for use in the planning and decisionmaking process to prevent or minimize the impact of development on fish and wildlife. Research activities and technical assistance services are based on an analysis of the issues, a determination of the decisionmakers involved and their information needs, and an evaluation of the state of the art to identify information gaps and to determine priorities. This is a strategy that will ensure that the products produced and disseminated are timely and useful. Projects have been initiated in the following areas: coal extraction and conversion; power plants; geothermal , mineral and oil shale develop- ment; water resource analysis, including stream alterations and western water allocation; coastal ecosystems and Outer Continental Shelf develop- ment; and systems inventory, including National Wetland Inventory, habitat classification and analysis, and information transfer. Great Lakes, and the northern Gulf of Mexico. Publication of the results will aid resource managers. But also the hope is that as citizens learn about the resources, they will appreciate even more the interrelationships among coastal processes and resources. This atlas shows the location of each known active colony and includes information on nesting site and substrate, species composition and numbers, nesting stage, and inventory method. Field work was conducted in conjunction with a survey of wading birds under the direction of T. Custer and R. Osborn at the Patuxent Wildlife Research Center. VI INTRODUCTION The southeastern Atlantic shore of the United States is a mosaic of marshes, sandy barrier beaches, maritime forests, and mangroves. Such habi- tats are biologically diverse and are among the most productive ecosystems in the world (Odum 1971). Increased human recreation and development pressures in these coastal areas has resulted in greater disturbance to the associated coastal resources. Recognizing the need to monitor certain important wildlife resources, the U.S. Fish and Wildlife Service initiated programs in 1975 to inventory colonially nesting waterbirds along the east and gulf coasts of the United States and in Alaska. Many species of waterbirds were nearly extirpated in the late 19th and early 20th centuries by millinery traders and egg collectors. Although pro- tection allowed most species to recover during the middle part of this centu- ry, pollution problems and habitat destruction have intensified in the past 30 years and continue to threaten breeding populations. The stability of coastal bird populations may then reflect the relative quality of their wetland habi- tats. This is one of a series of atlases showing the results of coastal surveys and inventories of colonial waterbirds (see also Portnoy 1977, Sowls et al. 1978, Osborn and Custer 1978, Erwin and Korschgen 1979). This atlas documents the location and abundance of pelicans, cormorants, gulls, terns, and black skimmers, that nested in 1976 from the Virginia-North Carolina border to Key West, Florida (Table 1). These species were included in the atlas by Osborn and Custer (1978) but only for those locations where herons also nested. To that extent, there is duplication between the two atlases. Information in this atlas includes: colony location, species composition and estimated number of breeding adults, site description and nest substrates, stage of nesting, census method and date of census. Table 2 summarizes the total number of colonies and breeding birds found and the frequency of occur- rence of all species censused for this atlas. Table 1. colonies. Inventories were complete in all areas except Georgia which was less intensively searched due to limited time and personnel. Estimates and counts of all nesting species were made on foot or by use of fixed-wing aircraft and boats. Aircraft were used primarily in the initial location of colonies. The census method employed at each site depended on the colony size and accessibility, time, and work force available. In general, counts of active nests were preferred to counts of adults because they indicated a total nesting population and exclude the nonbreeding "surplus" birds associated with the colony (Kadlec and Drury 1968). In response to a protracted nesting season in southern regions (e.g., cormorants may nest in any month of the year in Florida) several inventories were made at the same colonies from late winter through the summer. Standardized census forms were provided to each investigator to ensure that the data were collected uniformly. Survey results have been entered into a data bank at the Colonial Bird Register, Laboratory of Ornithology, Cornell University, Ithaca, New York. ORGANIZATION OF THE ATLAS The atlas is arranged with 14 U.S. Geological Survey maps showing colony locations, followed by tables summarizing the census results for each colony on that map. The maps are photographically reduced from a scale of 1:250,000, and arranged consecutively from north to south (Figure 1). Each map is as- signed a three-digit locator number. Colony locations are referenced with a six-digit number, the first three identifying the corresponding USGS map and the last three identifying the individual colony. Colonies described in earlier atlases (Osborn and Custer 1978, Erwin and Korschgen 1979) have re- tained their previously assigned number. In addition, code numbers used by Parnell and Soots (1979) have been listed for those colonies in North Carolina. Tables following each map, describe colonies by name, state, latitude and longitude, nest substrate, species composition, date of census, number of breeding birds, nesting stage and inventory method. General site descriptions include marsh, swamp, barrier beach, island-coastal (nonbarrier), or urban. Nest site (micro-habitat) categories include sand or shell, dredged material, driftage, herbaceous vegetation, trees or shrubs and artificial (e.g. roof tops, runways). Nesting stages are described as pairing, prenesting, egg laying, incubation, hatching, downy young, feathered young, flying young, renesting, loafing, abandoned or unknown. Inventory methods include aerial estimates (fixed-wing or rotary), ground estimate, aerial photographic count, adult or nest count (ground), and sample count (point-centered quarter method or line transect).
