CALIFORNIA NATIVE PLANT SOCIETY

General Meeting
DECEMBER 6, 2017
Wednesday 7:00 pm
Butte County Library, Chico

KF/7/L©M7/^/M in California Landscapes

Presented by JIM BISHOP,
retired CalFire

F ire is a major influence on California’s plant landscapes. The behavior
of wildfires is determined by the “fire environment”: terrain, fuels, and
weather. It can vary from smoldering to raging, from benign to destruc¬
tive. Understanding how wildfires behave is basic to understanding fire control,
fire effects, the beneficial use of fire, and the nature of threats to property such
as homes.

This overview will introduce you to how the fire environment affects fire behav¬
ior...the roles of humidity, solar heating, fuel type, seasonal drying, slope and
wind. We’ll consider typical fire rates-of-spread values, how fire will respond
to changing conditions, and some common weather processes. We’ll take a
brief look at the role of fire behavior in such things as presumed “natural” fire
levels and in fireline accidents.

Jim Bishop retired from a career in CalFire, much of which was spent in wild¬
land fire control and training. He is trained as a Fire Behavior Analyst (FBAN)
and has filled that position on major fires and prescribed burns, has taught in
several national fire-behavior courses, served on the FBAN steering committee,
and has developed materials used in those courses.

Legislative Notes

by DAVID ANDERSON

FEDERAL LEGISLATION
THREATENS

T here are many bad public land bills pending before Congress.

Fortunately Congress has been so preoccupied with health
care and tax bills that the bad bills have remained in Committee
to this date (11-10). It is doubtful that Congress will get to them
until after the first of the year.

After the first of the year environmentalists will have their hands
full opposing them There are far too many bills to be summarized
in this article, but if you want to see them Google: H.R. 232, H.R.
622, S 132, S 335, H.R. 3117, S. 33, H.R. 2950, H.R. 2661, H.R.
2907,H.R. 2907, H.R. 2936, H.R. 2074, H.R. 2167, H.R. 2284,
H.R. 2613, H.R.1106, H.R.1349, and H.R.1489.

FALL OUTREACH
EVENTS

by JANNA LATHROP, Events Chair

President’s Message

by WOODY ELLIOTT, President

A s I finish two years as President of Mount Lassen Chapter,
I am reminded of all the wonderful things we did together.

• the biennial Wildflower Show & Plant Sale
• Water-Wise & Habitat-Friendly Garden Tours
• tending our CCNC native plant garden
• sharing our native plant conservation mission
at numerous local events
• Field Trips to northern California wildlands
• commenting on Conservation issues in our area
• informative presentations at General Meetings
complete with scrumptious refreshments,

• and all of it faithfully documented in The Pipevine,
https://mountlassen.cnps.org/, Facebook and Meetup.com

The energetic involvement of our members and their monetary
support continue to make these events possible. Our latest an¬
nual funding effort, Support Our Chapter, collected over $3000.
I look forward to Paul Moore, President Elect, guiding our hearty
group next year. Thanks to all of you for making Mount Lassen
Chapter, CNPS so vital and inspiring. HAPPY HOLIDAYS!

W e participated in two back-to-back weekend outreach
events. The first was held at the Home and Garden Show
on Oct 28 - 29 at the Silver Dollar Fairgrounds. Our chapter was
represented by members Karen Smith, Cindy Weiner, Ann Elliott,
Woody Elliot, Michele O’Neill and Janna Lathrop at our display
table featuring “Garden with Natives” in the Flower Building.

The following Saturday we were at the Farm City Celebration
Harvest Festival in front of the Bidwell Mansion. This was a rain or
shine event. This year we were under rainy skies and the turnout
was somewhat smaller. We had a combined outreach table and
native plant sale with Native Springs Nursery and Floral Native
Nursery each contributing a percentage of their day’s sales to
our chapter.

Again, with the help of chapter volunteers we were well repre¬
sented. A very special and heartfelt thank you to our members
who braved the elements and helped staff; Paula Shapiro (invalu¬
able help with the setup and coordination of the plant sale), Jim
Bishop, Catie Bishop, Dody Domish, KarroLynn Yells, Meryl Bond
and Woody Elliott who retrieved the all-important canopies from
storage. Thanks again to Nancy Schleiger, Native Springs Nurs¬
ery and Germain Boivin, Floral Native Nursery for the excellent
selection of native plants and making our day a success.

FALL HIKE ALONG

DEER CREEK by ANN ELLIOTT

E arly fall colors along Highway 32 and Deer Creek delighted
about a dozen CNPS hikers on the last Saturday in October. We
descended gradually following the creek and enjoying leaves in fall
color: red dogwood, yellow big leaf maple, and golden black oak. On
dry slopes we found gold back, bird’s foot, and lace ferns. The only
bloom at this time of year was slender-stemmed lessingia, a pinky-
purple composite.

When we reached Lower Deer Creek Falls, we spoke to and watched
the construction contractor for the new fish ladder. U.S. Fish and Wild¬
life Service finally found funding to replace the 1940’s era fish ladder

to enhance access to spawning
areas for endangered spring-run
Chinook salmon. The contractor
was pouring the last few walls
connecting the zig-zagging met¬
al-caged fish ladder to the hole
in the rock face were the old fish
ladder had been. Construction
started in 2016, but the ladder
had to be redesigned when the
cliffside that it was to be built on
slid into the creek.

Most of our crew were back in
Chico mid-afternoon. One car took the back road to Colby Mountain
Lookout to extend the adventure and returned home through Jones-
ville. This perfect fall day hike, even with few flowers, is the reason I
love to take advantage of Mount Lassen Chapter outings.
