We, the Selectmen of the Town of Newmarket,
respectfiilhj dedicate this Town Report to the fond
memory of John Andrew Gordon.
Mr. Gordon was appointed as a law enforce-
ment officer of the Town of Newmarket in 1894
and appointed its chief in March, 1927 and each
successive year until his retirement in May 1956.
During these 62 years he fulfiUed his duties with
firmness hut understanding. His memory will always
be cherished by the people of Newmarket.

STATE OF NEW HAMPSHIRE
Town of Newmarket
To the Inhabitants of the Town of Newmarket in the
County of Rockingham in said State, qualified to vote in
town affairs.
You are hereby notified to meet at the Town Hall in
said town on Tuesday, the 8th day of March, to act on the
following subjects:
(POLLS WILL BE OPEN FROM 10:00 A.M. to 6:00 P.M.)
1 . To choose all necessary Town Officers for the ensu-
ing year.
2. To raise such sums of money as may be necessary
to defray town charges for the ensuing year,- as may be ne-
cessary for General Government including Town Officers'
salaries and expenses, election and registration, town build-
ings, for the protection of persons and property, including the
Police Department, for health and sanitation, vital statistics,
general expense of the departments, for education and the
public library, for charities, including the decoration of sold-
iers' graves, for recreation, for cemeteries, for interest, for
new construction and improvements, for indebtedness to
other governmental divisions and to pay all other necessary
charges arising within said town.
3. To see if the town will vote to authorize and em-
power the Selectmen to borrow money for necessary expen-
ditures; in anticipation of the collection of taxes.
4. To see if the town will vote to allow a discount
of two percent (2%) on all taxes except poll and head taxes,
if paid within fifteen days after receipt of bill.
5. To see if the town will vote to accept the budget
as submitted by the Budget Committee.
6. To see if the town will vote to pay members of
the Fire Department $97.00 in addition to that required by
law. (Recommended by the Budget Committee).
7. To see if the town will vote to raise and appropriate
the sum of $613.00 as authorized by RSA 31:4, par XIX for
the annual budget of the Seocoast Regional Development
Association. (Recommended by the Budget Committee).
8. To see if the town will vote to raise and appropri-
ate the sum of $300.00 requested by the Portsmouth Kittery
Armed Service Committee. (Recommended by the Budget
Committee).
9. To see if the town will vote to raise and appro-
priate the sum of $157.65; this represents Newmarket's con-
tributions to the Community Actions Programs. (Recom-
mended by the Budget Committee).
10. To see if the Town of Newmarket will authorize
the selectmen to purchase from the School District of New-
market for the sum of $100, school property consisting of
the building known as Stone School and land located on
Granite Street in the Town of Newmarket. (Recommended by
the Budget Committee).
11. To see if the Town of Newmarket will authorize
the selectmen to purchase from the School District of New-
market for the sum of $1.00, school property consisting of
the building known as Central School and land located on
Church Street in the Town of Newmarket. (Recommended by
the Budget Committee).
12. To see if the Town of Newmarket will authorize the
selectmen to sell to the Newmarket Historical Society for the
sum of $1.00, school property consisting of the building
known as Stone School and land located on Granite Street
in the Town of Newmarket. (Recommended by the Budget
Committee).

PROGRESS REPORT FROM THE
OFFICE OF THE SELECTMEN
The Selectmen respectfully submit to the citizens of
the Town of Newmarket, a summary of the projects that
were undertaken during the past year.
The survey of the Industrial Park area was computed
and a topographical map made giving all the character-
istics of this tract of land, together with actual measure-
ments. This project was a must if we are to attract new
industry to our town, and the prospects seem to be quite
favorable at this time.
The T. R. A. Funds were used to grade and resurface
the unfinished section of New Road, approximalety one
mile.
Additional betterment money was obtained from the
State of New Hampshire and used on Route 152 making
substantial improvements in two different areas.
A new truck was purchased for the Department of Pub-
lic Works from capital reserve funds. Bids for the truck were
sent out and the contract was awarded to Great Bay Motor
Company.
The middle avenue at Riverside Cemetery was graded
in preparation for the hot top to be applied later.
Sidewalk construction money was made available this
year and three different sections were completed.
Plans and specifications for the primary sewage treat-
ment plant and sewer system are, at the present time, ap-
proximately ninety per cent completed and request for the

Federal Aid Funds have been approved and granted. Con-
struction work should start early this spring.
Our regular meetings are held on the first and third
Tuesday of each month. All meetings are open to the pub-
lic and we welcome your attendance. We wish at this time
to thank all the townspeople and town officers for their
help in making the past year's work a more pleasant and
gainful task.

Gentlemen:
Submitted herewith is the report of an examination and
audit of the accounts of the Town of Newmarket for the
fiscal year ended December 31, 1965, which was made by
this Division in accordance with the vote of the Town. Ex-
hibits as hereafter listed are included as part of the report.
SCOPE OF AUDIT
Included in the examination and audit were the ac-
counts and records of the Board of Selectmen, Treasurer, Tax
Collector, Tovyn Clerk, Public Library, District Court, Trustees
of Trust Funds and Special Sewer Construction Fund Account.

A-4. As indicated by the budget summary (Exhibit A-4), a
net unexpended balance of appropriations of $3,474.66,
plus a revenue surplus of $3,257.14, resulted in a net budget
surplus of $6,731.80.
Summary Statement of Receipts and Expenditures
(Exhibit B-1)
A summary statement of receipts and expenditures for
the fiscal year ended December 31,1 965, made up in accord-
ance with the uniform classification of accounts, is presented
in Exhibit B-1 . Proof of the Treasurer's balance as of Decem-
ber 31, 1965, is indicated in Exhibit B-2.

A statement of the activity in the special sev\/er construc-
tion fund account during the year is included in Exhibit H.
Statement of Bonded Debt:
(Exhibit I)
A statement of outstanding bonded indebtedness as of
December 31, 1965, showing annual debt service require-
ments, is contained in Exhibit I.
AUDIT PROCEDURE
The accounts and records of all town officials charged
with the custody, receipt and disbursement of public funds
were examined and audited. Vouchers and cancelled checks
were compared with supporting invoices and payrolls as
well as entries in the books of record. Receipts were checked
by source insofar as possible and totals of receipts and
expenditures verified. Book balances were verified by com-
parison with reconciled bank balances made from state-
ments obtained from depository banks. Verification of uncol-
lected taxes was made by mailing notices to delinquent tax-
payers as indicated by the Collector's records. The amounts
of uncollected and unredeemed taxes as indicated in this re-
port are therefore subject to any changes which may be
necessitated by the return of verification notices.

The current surplus (excess of total assets over current
liabilities) increased by $6,731.80, from $7,836.62 to $14,-
568.42 in 1965, as shown herewith:

Conclusion
The provisions oi Chapter 184 of the Laws of 1955,
require that this report or the summary of findings and rec-

ANNUAL REPORT OF THE
BOARD OF WATER COMMISSIONERS
We are happy, beyond simple expression, to report
that perserverance in our search for a new source of water
has borne sweet fruit. Drilling equipment was brought back
to the gravel pit, owned by Mr. Robert Bennett, off the Lee
Road with significant results; and 8 days of continuous
pumping indicates that a well established in this area will
produce one-half million gallons per day. All quality sam-
ples have been approved by the State Board of Health and
Newmarket appears to have passed another milestone in
its history.
Prospects of receiving a grant from the Economic Devel-
opment Administration, which could reduce our costs by
fifty percent, are bright; and the added revenue anticipated
as a result of the increased water rates will permit extension
of the mains without delay.
Land procurement and development will be our major
goal for 1966.
Plans have been made to paint the water storage tank,
located on Great Hill, during the coming spring.
Members of the Board of Water Commissioners ap-
peared before the Committee on House Bill #486, in Con-
cord, to protect the rights of the Town of Newmarket to
waters of the Lamprey River. The Town of Durham, through
this Bill, was attempting to legalize their claim to all the
waters of the Lamprey River and its tributaries.
Marshalling forces with the Selectmen, the Planning
Board and representatives of the MacoJIen Company, the
Commissioners stated the case for Newmarket; and the
united voices of speakers, municipal and industrial, was
instrumental in having the House Bill returned to the House
for revision.

We are pleased to announce that the Newmarket Public
Library has become a charter member of the New Hampshire
State Library Development Program.
The purpose of this program is to enable independent
public libraries to work together voluntarily to provide
better library services and resources for the citizens of the
community.

There was an increase of buildings found ensecured in

The motor vehicle violations dropped slightly in 1965
over 1964. The crimes and offenses dropped considerably
in 1965 over 1964 (22 per cent).

1965 was another good year as to the number of fire
calls. This must be from the good home fire prevention pro-
grams. Let's hope this continues as cooperations like this
helps to lower the cost of fire protection.
This year was another dry one and we had only 19
calls for brush and grass fires; the largest one being at the
dump that burnt about one and a half acres of swamp
land. A.Aost fires are spotted immediately and damage is kept
to a minimum. "Let's remember" a burning permit is always
necessary and to obtain one call 659-3286 or 659-3216. This
saves us a lot of time as all smoke is reported to us from the
state fire towers.
This year we had two men attend the fire training school
at Fitzwilliam, N.H. and one man that attended the school
at Lily Pond at Lakeport, N.H. This year we paid travelling
expense and entry fees; Previous years the men have paid
this themselves. By doing this we hope to get more men to
attend. They learn different phases of fire fighting as some-
thing new is always being added. We hold our training

meetings the first Wednesday of every month and the ideas
the men get from these schools are practiced.
This year we bought 600 ft. of 1 V2 inch hose, protective
clothing, hose table and two hydrant gates. We have chang-
ed our techniques of hooking up to a hydrant and these
were needed.
Let's not forget, if anyone has any ideas that will bene-
fit the fire department; contact any one of the board of en-
gineers as we want to maintain a good efficient department.

REPORT OF CIVIL DEFENSE
Your Civil Defense Director is happy to report that a
shelter has been approved in the Macallen Company by the
Army Corp of Engineers and the Civil Defense Director, Con-
cord, New Hampshire. Previously spaces for 211 persons
were available and emergency rations stocked. In 1965 a
new survey was made by the Army Corps of Engineers and
they increased the capacity of the shelter to 717 spaces.
The Civil Defense Director of Concord has notified our local
director that emergency rations for 717 persons will be stock-
ed as soon as they are available.
The town hall will be used as the headquarters of Civil
Defense. Applications are being made thru the Army Corp
of Engineers for a hardened base (fall-out shelter). When
these facilities are approved, the town will be eligible to
receive matching funds (50-50) for all communications equip-
ment; which will include the Fire Department, Police Depart-
ment, and Highway Department.
Our aims for the coming year are to get this hardened
base approved.
