members of the Agency staff, but

PROGRAM FOR SALE OF CHURCH SITES IN DIAMOND HEIGHTS
The San Francisco Redevelopment Agency has for sale in its Diamond Heights
project three sites suitable for construction of churches. General information
concerning each site is given in Attachments A and B. More detailed information
will be available on June 5, 1961 in a bidder's packet.
Home sites sales started April 24, 1961 and will continue in 1961 and 1962. Some
3,000 homes will be established there. Sales are made subject to the early start
and completion of construction. Sites are planned for important community amenities
such as schools, neighborhood shopping, playgrounds, plaza, and of course churches.
Diamond Heights is to be a planned, mid-city community on a site of natural beauty.
It is the purpose of the Agency to have Diamond Heights developed at levels of
appearance and usefulness that are in keeping with such an unusual site. The
objective that the Redevelopment Agency applies in its review of each architectural
proposal for homes applies to churches as well: to achieve a safe, convenient and
attractive physical environment for Diamond Heights residents while avoiding the
imposition of arbitrary conditions and requirements evolving from personal taste
preferences .
Development of these three church sites offers an opportunity for construction of
handsome edifices worthy of the institutions represented. As in the case of secular
developers, the Agency will urge that churches acquiring the sites for development
retain the best available professional design assistance.
Preliminary and final plans are subject to Agency review and approval. It is not
believed likely that proposed designs will be unacceptable to the Agency, but in
that extreme eventuality the deposit on purchase price of the site will be refunded.
Churches will be required to begin construction of the church structure within one
year after conveyance of the land by the Agency.
Because of the unique spiritual and social values that a church affords a living
area, the Agency wishes, while maintaining the non-partisan position appropriate
to a public body, to allocate the three Diamond Heights sites at minimum fair market
value without resort to bid and auction.
To realize these objectives the following procedure will be observed in the sale of
the church sites:
1. The Redevelopment Agency will mail to each of the churches
listed in the classified section of the San Francisco telephone
directory for September, i960 a copy of this announcement.
2. The Redevelopment Agency will publish beginning June h, 1961
in the San Francisco press invitation for the submission of
"Offers to Purchase" the sites.

Bidders packets will be available to any church representatives
at the Agency at $5 each (not returnable) following published
notice .
k. "Offers to Purchase" must be on forms provided by the Agency and
must be in the amount of the fair market value for each parcel
as determined by the Agency. "Offers to Purchase" must be
accompanied by a cashier's check or certified check equal to seven
percent of the minimum fair market value .
An "Offer to Purchase" may be for more than one parcel on an
alternative basis, provided the deposit is equal to seven percent
of the highest priced parcel specified in the offer.
5. In the event of responses exceeding the availability of locations,
the Agency will call a conference of all parties from whom
"Offers to Purchase" have been received. These representatives
will be asked to devise a just and responsible method of conferring
the sites upon three of their number. If the conferees reach a
decision, they will be requested to prepare and sign a statement
concurring in whatever solution their majority reaches.
6. If after a reasonable period, the conferees fail to reach a
solution, the Agency will conclude these proceedings and offer
the properties at auction. The auction will be limited to those
who have submitted "Offers to Purchase" as provided in Item k above.
7. Whichever course is taken, the deposits of unsuccessful offers
will be refunded without interest.

A basic design consideration for this site is that it
borders the future Diamond Heights town plaza. The Agency
will work with the church developer to achieve a harmonious
plan for the whole of this community center. Some minor
adjustment of the location of this site, not materially
affecting its size, may result from the overall design of
the church site, town plaza and commercial area complex.
Purchaser of church site may be offered opportunity for
joint use (not to exceed fifty percent of the spaces
required of churches by the Official Redevelopment Plan)
of parking area with commercial developer. Church architect
and other architects of structures and planners of land
uses in and about the plaza are expected to coordinate their
respective designs. Agency will refund deposit of church
which finds it can not fit its design into the overall
design of the plaza complex approved by the Agency.
